' bnent f Trustees The charity trustees manage the affairs of the CEO and may for that purpose exerase all the powers of the CIO. New Trust￿ are appointed ty the current Trustee Board at a meeting of the Trustees. In seletting individuals for apFK)Intrient as charity Trustees, the current charity Trustees have regard to the skills, knowledge and experien￿ needed for the effective administration of the charity. The only people eligible to be members of the ao are its charity trustees. Any member and charity trustee who to be a chartty trust￿ automatically ceases to be a member of the CIO. Any person who ￿tireS as a charity Trustee is eligible for reapp)intment. The Constitution ststes that there must be at least 3 charty Trustees, and the maxlmum number of charity Trust￿5 is 12. This means that the only voting mernber5 are the Chartty Trustees. The board of Trustees have overall respjnsibilty for the Charity. Trustees are aware that any conflict of interest is declared and minuted. The t()ard holds meetings at least 4 times per year. On completion of the communty asset transfer frorn East riding of yorkshi￿ Council (ERYC) to Pocklington Town Council the building will then te lea*J to the P¢xklington Community Trust. Following the transfer, Bumby Hall will dose for extensrve renovation arKI repair work. During the pericrfj of refurbishment Pocklington Community Trust will keep the Community Hall open for hire. As of the 31* of March 2025, leasing arrangements have not b*n finalised. Since the 1st October 2024 the CIO has operated the community hall on behalf of Pocklington Town Council under licen￿ from ERYC. The main objectives for 2025126 are: Followng the finalisation of the lease, which is antiapated to be concluded in April 2025, to establish a Community Centre within Bumby Hall, providing meeting spa and offlce accommc(lation to serve a wide variety of communty interest groups and enterprise start-ups, who would otherwise struggle to find a pla￿ to undertake thelr atttvtties at an affordable cost wrthin the town. A range of Offi￿S, m￿tIng rcoms, das5rooms, a suite of consulting rooms with waiting area and a kttchen wtll be 4yoilable to hire. A new conferentr/lecbJre room will also be created. Bumby Hall will also offer a permanent home to a number of IcK31 charitres including a Food Bank and Archaeological Museum showcasing local finds of national and intemational significance. The museum would a150 become an important educational and research resour￿ for the Yorkshire region. Burnby Hall Is in a poor state of repair and will requlre substantial work to create safe and accessible place to work or visit. The refurbishrnent work to meet current building, fi￿, and disabilty access regulations to enable multiple occupancy of the property, will begin on completion of the lease. Indioitive costs for the work are circa £610,000. Pockfington Communty Trust is working in partnership with Pockjington Town Council to secure the n￿SSary funding to complete the building ￿fu￿lShment. The Trust plan a phased redevelopment and reopening of Bumby Hall. The pace of reopening will be governed by access to funding. Until the lease is concluded, the Trust is unable to apply for major capttsl grant funding. Pockiington CommuntyTr¥'St CIO Charity No 1209712 Trustees Annual Report For the Period Ended 31st March 2025 Achievements and Perforniance fA 024 25 The Pocldington Communty Trust board of Trustees Is satlsfied that in 2024125: Our work reflected our aims. Our resources were well managed. The charity was registered on 15th July 2024 with an accounting period end of 31st March. The CIO commenced operations on the 1st of October 2024. ERYC vacated Bumby Hall and ceased managing the communty hall on 30th September 2024. Delays in finalising the 125- year lease d(xumentation to Pocklington Town Counal and subsequent sub-leasing to Pocldington Community Trust, has meant that to keep the communty hall open, the charity has operated the community hall on behalf of the Town Q)unal, under li￿nce from ERYC, throughout the financial reporting period. The charity has quickly increased cornmunty use of the hall following the introduction of a new hire tsrtff, website and an on-line booking system, that have made the hall more affordable and accessible to all. By halvlng hlre charges bookings have Increased fourfold. The volunteer tooklng team provide frienclly and responsive support to new hirers. The improved customer Servi￿ has helped to drive the rapid increase in bookings hours. Enhancements to the hall's funcbonalty and operational capabillties planned for 2025 will enable it to be a more flextble and wel1￿Ulpped venue for a wider range of activities. Additional marketing and promotional attivity, in conjunttion with Increased communty engagement and new hall signage will ensure greater awareness and help drive further grovrth. Thanks to the generosity of local businesw, new energy effiaent LED lighting was installed in the community hall during DecemtEr 2024 and audio-visual equipment supplied during January 2025. In addition to the dorkltions in ktnd, the charity has at the end of March, in anticipation of the leasing arTangements being concluded in April, launched a public appeal to raise grant match furKling for the ￿fUrb1shMent of Bumby Hall and the adjoining community hall. The charity has also entered into negotiations with two other Icol charities, Pocklington Rugby in the Community and Dove Hou* Hosplce, to estsblish a local charity lottery. Proceeds will be used to help fund core running costs. Ststement of Trustee's responsibilities Charity law requires the trust￿ to prepare finanaal statements for each financial year which give a true pitture of the transattions that have oCcU￿ed in relation to the charity. The charty has prepared their accounts on the R￿ipts and Payments basis which Is an acceptable fomiat for a non-O)mpany charity with an Sncome below £250,000. Tre trustees are responsible for k*ping proper accountrng rerords which disclose with reasonable accuracy at any time the financial position of the Chaiity and to enable them to ensure that the financial statements comply with the Charitles Att 2011. They are also responsible for &ifeguarding the assets of the charity and hentr for taking reasonable steps ft)r the prevention and detection of fraud and other irregularities.
