The Trustees present ttEir ￿port and the finanGial statements for the year ended 30° June 2025.
Friends of Lancaster Library Chantable Incorporated Organisation Ihereafter referred to as 'FOLL')
exists to encourage and support use of Lancaster Central Library across all our many diverse local
communities. through regular cafes held in the library. the organisation of regular talks on matters of
local interest. craft workshops and a range of communty OLrtreach events.
This report and the accounts contsined wilhin it are forthe first year of FOLL'S operations. The chartty
has taken over the OFerations of a previous voluntary communty organisation also called Friends of
Lancaster Library that was formed in July 2014.
To enable readers of these accounts to better under*and them we have provided some introductory
infomiation about the original voluntary communty organisab"on. vthich during the yeartransferred all
of its assets to the Friends of Lancaster Library CIO and then ceaséd all operations.

Over ten years ago Lan¢ashire County Coun¢FI Library Service were keen to set up Friends Groups
as voluntsry Gommunity groups to enable local wple to promote and support their libraries. They
provided a template Friends constitution and a number of Friends groups were set up induding
Friends of Lancaster Library. (hereafter refeffed to as Tre Friends.)
The Friends was originally fomied in July 2014 as a voluntary community group. A committee was
fomed to manage this group of volunteers wtth an interest in promoting Lancaster Central Library.
Amongst other activities The Friends organised monthly tslks on topjcs of local interest and
publicised these locally in order to attract more people to come into the library so that they could
discover for themselves that there was more to the library than just the borrowing of books.
One of the groups meetiTr3 weekly at the library was a Boun￿ and Rhyme group for parents of pre-
school children. The Friends were encouraged to set up a wee￿Y Pop-up Gafé in the heart of the
ground floor of the library once a week to enable these parents and children to mix together socially
after their activty
A small team of volunteers ran the café. some bringing into the library cakes that they had baked at
home while others served hot drinks for the adufts and squash for the children. Others would set up
and clear away the fumiture for the café. Customèrs were invtted to donate to the work of The
Friends. Once the cost of catering SUPF4ies were covered this generated fijnds that The Fnends could
spend on items for the library that County Council funding could not cover. This would include the
provision of Christmas Trees. a Santa suit, and small grfts for children as well as a range of other
items requested by library staff that helped to imFxove the facilities of the library including, for
example, a Flag Pennant indicating the location of the library in Market Square. 'A' Boards that
publicised the range of acts'vities and events tsking ￿aGe in the library, including the pop-up Gafé
itself.
The café was popular with a wide range of Feopfe from the local communty. Stuart Reynolds, who
had been one of the founder members of the Friends, became the Ch￿r of The Friends in 2016.

Then came COVID 19 and the Popup café was forced to dose. Sadly a number of the
volunteers who had been running the café died during the COVID lockdown, while others were
unable to continue volunteering. When the lockdobvn ended, The Friends Committee started
to recruit volunteers again before they could reopen the Pop-up Café. Initially things tegan
slowly holding monthly cafes, and then as more volunteers came on board The Friends were
able to operate the cafes fortn￿htIY and eventually building up to it being a weekiy event again.
The size of The Friends Committee was expanded sweadiffj the y￿rk10ad and enabling
members to fows on spectfic roles. Coordinab'ng the Pop up Cafe, ensuring that there were
enough volunteers to t>ake cakes and others to serve them, took up time. Rather than
continuing to rely on volunteers to do everything a new vision for the future emerged.
The Friends Committee decided lo to apply for a grarrt from the National Lottery Community
Fund to employ a part-time Café and Communty Development Worker as a pilot project on a
12 month fixed tem contrart This person woubj have the ts.me to recruit and manage volunteer
bakers and cafe servers as well as to plan actNrties and events wrthin the library. They would
also build relationships with other communty groups in orderto attract more people to use the
library seNices.
A sutkcommtttee was fornied to apply for the grant It was realised that rf The Friends, lottery
bid was SUC￿$sful we would need to register the organisation wrth the Charrty Commission.
So as soon as the bid had been submitted we applied to the Chanty Commission to become a
Charitable Incorporated Organisation wth five committee members of The Friends voluntary
communty group agreeing to become Trustees in the new organisation.
In parall81 with this a crowdfunding bid was made for a project to commission and instsll some
wall mounted murals in the children's library that depicted some of Lancaster's local history
These funds W￿re treated in the final Set of accounts of The Fnends as Restricted Funds.
The Communty Fund approved our grant application of £19,990 which on receipt in May 2024
were also treated in the final set of accounts of The FrierKls as Restricted Funds.
The Chanty Commission approved our appli¢atFon for charitable status on 28. June 2024.
Subsequently The Friends Cornm￿ee met ft)r the final time and resolved to transfer all of its
assets to the newly fomied Friends of Lancaster Library Charttable Incorporated Organisation
and to cease operations.
The assets transferred from The Friends voluntsry communty group (The Friends) to the
Friends of Lancastsr Library Charitable Incorporated Organisation (FOLL) were as follows..

The monthly FOLL tslks held in the library have continued to be well supported witti audien￿$ of up to
40. Over 300 people attended the 12 tslks ￿￿eefi January and June 2025. Subj'ects covered have
included, local history, talks by tLxxI authoF5 as well as opportun￿"e5 for local charities and community
groups to talk about their Wofk Throughout the year we ln(XÈas￿ the number of talks from 12 to 18.
Over the next year we plan to increase it lo 20.
In Juty 2024 we celebrated the tsnth Anntversary of the founding of the original voluntary wmmunity
group Friends of Lancaster Librydry.
In September 2024 a Café and Communty IkveloprrÈnt Wknrker was employed on a 12 month fixed
tetm contract reporting to the FOLL Chair. The rote included volunteer fecnjitrnent managerrtnl and
mentoring of volunteers, oversight of the running of the café and to work with the library staff to agree
addibonal popup rAfé W events and fundraisers. induding arts. culture. music and food. The Ynrker
also had a remf( to reach out further to the IcK21 u)mmunty, supporting the library services, goal for
community engagement
In January 2025 FOLL hekd a special event to publicise the installab.on of Ihe Murals in the Children's
Library. Representstives from Lancashire County Council Leisute & Culknfal Services based at County
Hall Preston attended the launch as well asAbi Mills. the Mayor of Lancaster.

piano during 2 café, staffing the café and bakn.ng cakes. We have also been keen to offwcafè volunteers
opportunity to seive at special cafes to help further their development
The Wednesday P0￿Up café is Ouf nK)St popular ￿ular event and we have built on this popularity by
introduryng a Thursday Craft and ￿lIbeing café. Our volunteers enjoy sharing their craft skills at this
café, which attracts multy"4Jenerabonal part]"Gtpants. The Thursday ￿fè also helps redu￿ food waste, as
we can utilise ￿ over bakn.ng frL)m the prevvJus day.

cafes during Light Up Lancaster over three evenings, where footfall to the library during he day and
evening totalled 6.000. The Lancaster Fun Palace event hal the highest number of visitors among all
the patticipating Lancashire Libraries. FOLL held addtbonal pop up cafes and wotttshops in the library at
the following events". Lan￿ster Lrterature FestNal. Poety cafes. Chtistsnas Workshops. Lanczster
Pride, MO￿ Music Eco fesb'val. a Lancaster Day event whi(* featured period music. On Dinosaur Day
FOLL held a pop up takeaway cakfr stall in Market Square outside the library entrance wupled with
dinosaur-themed workshoF6.

The suwess of FOLL Café is shown by the increase in donabons receNed compared with what The
Friends voluntary communty group haj generated in the previous year. This has enabled FOLL to
purchase usefijl items for the library such as a STEM Le90 set ¢xisting £410 to enhan￿ leaming
opportunilies at the library'5 STEM Glub and increased FOLL'S ability to purcfwe additjonal resources
for the library that would othe￿iSe not have been purchased from Lancashire County Council funds.
FOLL Café also has acts as hub to connect wrth people and families who are more vulnerdble. We have
been able to &gnpost those seeking advi￿ and help to other providers, such as the Lancaster Men's
Hub, Citizens Advice Bureau arKI The Comerstone. We have been toSd th?t having someone to be a
listening ear and sounding board has been helpfvl and FOLL corstinue5 to engage with other local
community groups and Organrsat￿$ns to leam they can benefrt vulnerable members of the
communty.
Our new infoThation sland has been a ￿al Su￿$$. helping us connect library users and share
information when the cafe is not open. We have Intr(#JU￿ a FOLL newstetterto reach out to the library
Ltsers and this has been really appre¢tated by those who don't use sockgl media bLrt still want to connect
wth FOLL and the library.

followers. also send out newsletters and reminders about upK￿MIng events to a mailing list of over

Plans for the ftjture.
FOLL will be applying for additional funding foryear two of our pilot project In the next year FOLL plans
lo set up an evening gaffEs nMJht for younger people. with under 165 a(Lornpanied by parents. This
aligns with the library's aim to attract mre youn9 [E0p￿ into the library, by identifying key activities and
projects in partnership that young Peop￿ can identity wth and will en9a9e in. FOLL also plans to support
environmentally friendly approaches to delNenng crafts and art5 related prc4ects by using more recycled
materials. We will identsfy ffK>re opportunilies to improve wellbeing and r&luce soaal isolation through
the adjvrb.es and events we offer through the FOLL cafe. ￿ wlll continue to raise awareness of how
much Is on offer at the library and contsct new communty groups who can benefit from the facilities
offered by Lancaster Central Library.

The majority of this first yearfs re￿Ipts
came from the transfer of fund balances

The increased level of operats'ons can no
longer be managed solely by volunteer
hours. In order to maintain and increase
our activty we need to obtain fijnds from
grant making bodies to continue to employ
our worker. The employee works on a one
year fixed temi contract expinng in
September 2025. At the balance sheet date
the charity VRS actively seeking grants to
fund this ro￿ for another 12 month penod.

2025 and the worker was re-engaged in
January 2026.
