Note 4 注 4 Mission expenses - Hong Kong Alliance Mission ⾹港宣道差会

During the year, ELAC made a donation of £2,000 to Hong Kong Alliance Mission (HKAM) in support of their ministry work in the United Kingdom.

As HKAM does not maintain a UK bank account, and to avoid international transfer charges, the donation was made, by prior agreement between HKAM and ELAC, into the personal bank account of Revd Pang, who is involved with HKAM's work in the UK and also serves as trustee of ELAC.

The arrangement was formally approved through the budgeting process and minuted at the AGM.

An official receipt for the donation was issued by HKAM.

The Trustee Board was satisfied that this payment did not constitute a personal benefit to Revd Pang, and that the donation was made for charitable purposes as intended. However, the Trustee Board has acknowledged that the use of a trustee's personal account did not reflect best practice. The Board therefore agreed that future international donations would be made through official organisational accounts where possible.

I report on the financial statements of East London Alliance Church for the year ended 31 December 2024.

Respective responsibilities of trustees and independent examiner

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”), and to consider that the audit requirement of section 43(2) of the Charities Act 1993 (the Act), as amended by s.28 of the Charities Act 2006, does not apply. It is my responsibility to examine accounts under section 43 of the Act, as amended, to follow procedures specified in the General Directions given by the Charity Commission under section 43(7)(b) of the Act, as amended, whether particular matters have come to my attention.

Basis of independent examiner's statement

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Other During the year, ELAC made a £2,000
donation to Hong Kong Alliance Mission
(HKAM) to support ongoing ministry
work in the UK.
As HKAM does not operate a UK bank
account, the donation was transferred,
by mutual agreement between HKAM
and ELAC, directly to thepersonal

account of a Trustee of ELAC, Revd Pang, who serves with HKAM in the UK. This arrangement was made for administrative convenience and to avoid international transfer fees. HKAM has issued a formal receipt to acknowledge the donation, and the transaction was reviewed and approved through ELAC’s annual budget process and discussed in Trustee Board meetings. The Trustee Board has acknowledged that the said arrangement did not reflect best practice and agreed that, moving forward, all international donations should be routed through organisational accounts, with appropriate documentation. A formal Conflict of Interest Policy is also being implemented.
