Therefore, on 1st June 2024, all funds and assets of Bognor Regis Foodbank (Charity registration number: 1148187) were transferred to Bognor Regis Foodbank (Charity registration number: 1208440). The aims and objectives of the charity are unchanged and so the Trustees consider this action to be in line with those objectives.

**We need urgent action on hunger in the UK.** That's why we work together to ensure no one in the UK needs a food bank to survive. 

Until that happens, we provide emergency food and practical support to people in their hardest moments. We work with partners and local communities to ensure everyone gets the right help long before they need a food bank. There’s a clear way forward, and we can all help. 

Civil society, employers, businesses and all levels of government – acting together with people who’ve needed a food bank, individuals and communities – will drive this change. 

We won’t stop until everybody has enough money for the essentials, and the distribution of emergency food can end for good. 

## **We’re ending hunger together. Will you stand with us?** 

Food banks provide a lifeline but they’re not a long-term solution - because hunger is not a food problem, it’s an income problem. That’s why we bring to-gether experiences, evidence and solutions from food banks as a member of the Trussell Trust - and people who’ve needed support - to build a compelling case for change. 

We will not stop until everybody has enough money for the essentials, and the distribution of emergency food can end for good. 

Until this happens, we, Bognor Regis Foodbank, provide emergency food and practical support to people in Bognor Regis during their hardest moments. We are working with our partners and local communities to ensure everyone gets the right help long before they need to use a food bank. 

Bognor Regis Foodbank’s three main aims are 

1.   To prevent or relieve poverty in Bognor Regis and surrounding area, 

2.   Raising awareness of these issues within our community. 

3.   Campaign to end poverty. 

Bognor Regis is the 6th most deprived town in Sussex. We rely on the generosity and support of the local community through volunteering, food donations and fundraising. Much of the food we distribute is donated by the community through churches, schools, businesses, and supermarket collection baskets. We work in partnership with over 100 front-line agencies who identify people in need and provide them with a food support. 

The Bognor Regis Foodbank is a Christian organisation motivated by Jesus’ teaching on poverty and injustice as taught in the Bible. We operate according to Biblical principles of compassion, honesty, integrity, openness, kindness and care of all people, regardless of background or belief. We believe in turning faith into practical action, living out God’s love for the poor... ‘For I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in, I needed clothes and you clothed me, I was sick and you looked after me, I was in prison and you came to visit me.’ Matthew 25:35-36. We are fully inclusive, supporting those with a faith and those with none. We believe that everyone has a basic right to have food on their plate, dignity, and hope for the future.  To that end we are available to offer prayerful support.

## **The Last Year** 

This is the second year since we became a Charitable Incorporated Organisation. We have increased the membership of our Board of Trustees and plan to recruit further to support the delivery of the Foodbanks strategy. We are grateful for the support and energy they bring to the Foodbank. 

Most notably, through the financial support of Trussell Trust, we were able to deliver our plan to move into a new and more suitable premises. In August we moved our Foodbank to the Hope Centre, based at St Wilfrid’s Church in Bognor Regis. This brand-new space has provided increase food storage capacity, a welcoming area for our customers where we are able to provide pastoral and wellbeing support, confidential spaces to discuss more complex issues and the opportunity to provide a more social space with refreshments. The new premises also ensures we have a better working environment for the hard working and committed volunteers and staff. The Mayor of Bognor Regis Town Council opened the new venue in September. Since then, we have also hosted faith groups and local community groups to workshop ideas for relieving food poverty in our area. 

The additional space the new premises has provided has also allowed us to increase and partnership working with other local organisations to provide a more holistic support for customers, including regular attendance at foodbank sessions from My Sisters House, Samaritans and the local authority. 

In the financial year 2024-25 the Foodbank provided food and support to just under 5,000 people a slight decrease on the previous year. Despite this decrease, we have seen a 30% increase in the need for emergency food, support and advice since 2022. We continue to see increasing complexity in the lives of those seeking support including housing, mental health, unemployment, caring responsibilities and domestic abuse. 

In addition to providing much needed food, Bognor Regis Foodbank also provides volunteer work experience and fellowship. Our volunteers are the lifeblood of our service, as they faithfully contribute their time, energy and skills to the operations of the Bognor Regis Foodbank and serve our clients and community with a welcoming and sensitive service. It has been great that we have some former users of the Foodbank now volunteering each week. 

The Bognor Regis Foodbank is a member of the Trussell Trust network of foodbanks and receives ongoing support and advice from the Trussell Trust. We also benefited from grant funding from Trussell Trust to assist with our relocation. 

The Foodbank continues to be supported by West Sussex County Council, Arun District Council, Bognor Regis Town Council and a number of individual Parish councils who have contributed towards our overheads or specified projects which has enabled us to build our capacity to support our clients. We continue to be supported many local churches, local organisations and have also benefited considerably from public donations from individuals support either on an ongoing basis through standing orders or one off, for which we are incredibly grateful. We have increased our grant funding from a variety of organisations allowing us to been in a more stable financial position for the next year. The receipt of donations via Bankuet ( which enables us to convert these to food stock deliveries) and CAF (which sends donations directly to our bank account continues to be very welcome. On top of this we also continue to accept cash, cheque and card donations. 

In addition we also want to say thank you to all the volunteers and the community who have supported some of our campaigns, with particular highlights being the Stagecoach Bus Santa collection week, our Christmas food drive at Tesco, and the Tesco cash collection days 

There have been further additions and departures to the staff team to meet service demands and needs. We have also confirmed a permanent contract for our CEO, as well as committing funds to a dedicated fundraising role 

In December our board of trustees approved our ambitious 5 year strategy, which provides us with the direction and commitment to continue and improve our services to the local community, and our three main aims. We are hopeful that our long terms vision will also enable us to secure more multi-year grant funding.

Our vision is to work with our statutory and voluntary sector partners, and our communities to find solutions to end the need for a Foodbank in Bognor Regis. Over the next 5 years we want to ensure that our services are no longer needed. We will do this by – 

## Year 1 

Increasing multi-agency partnership working to provide coordinated support to those needing our help. Progressing a regular place and times where wrap around multi-agency support is accessible by current clients. This will be enabling projects in preparation for widening the support in Year2 to those at risk of crisis. We will commence mobilisation of services which provide the most appropriate support for those experiencing crisis.  Examples of services being considered, 

- •Advice café 

- •Housing support 

- •Money and budgeting support 

- •Health in the community services, eg Mental Health, Food and nutrition etc 

## Year 2 

Work in partnership with Saint Wilfrid Church’s Hope Centre facilities to provide a community café to provide support outside of the foodbank to our communities to increase long term resilience and independence. This may include partnerships and employment opportunities in the café. 

## Year 3-4 

Establish a food “pantry”/ social supermarket model alongside the traditional foodbank model with the aim of providing hope and choice. The pantry allows for people to shop with dignity and in an environment where wrap -around support may help prevent the crisis. For those in crisis it provides a path to stability.

## Year 5 

Through the above, end the need for Bognor Regis Foodbank. 

## **Financial Review and Reserves Policy** 

For the financial year 2025/26 unrestricted year-end balance was £123,393 (24/25: £73,102), which is £50,291 more than the previous year. This increase is primarily due to a greater focus on grant applications. The annual income and expenditure were also impacted by: 

- Donations and legacies have increased significantly in the year due to a shift of focus with dedicated resourcing to achieve 

- this. • Rent has increased due to relocating to new larger and better equipped premises which provide staff, volunteers and clients with a much improved environment. 

- Repairs and maintenance costs increased due to the poor state of repair of the previous premises. 

- Food costs rose in the year due to the increased demand from clients and a reduction in donated food. 

- The capital contribution of £30,000 was a one off cost to relocate to new premises and was fully funded by the Strategic 

- Facilities grant. 

- Food vouchers totalling £15,500 were purchased towards the end of the year and were fully funded by a grant. 

- Staff cost increased in the year to support the increased activity and longer term objectives. 

The Charity aims to have 6-9 months reserve in the value of £71,000 - £89,000. 

In line with Charity Commission guidance, the Trustees have reviewed their policy on the unrestricted funds not committed or invested in tangible fixed assets (‘the free reserves’). Trustees have determined that unrestricted reserves a.k.a an “Emergency Operating Reserve” should be in the range of 6-9 months of operating costs (charitable expenses less food purchased) plus rationalisation costs, in general funds, to provide: 

- Funds to restructure the charity in event of the income sharply dropping; 

- A foundation for security of ministry and to meet contractual obligations; 

- Sufficient time to “switch off” its activities; Bognor Regis Foodbank is an organisation with local responsibilities, whose 

- activities are not complex. 

Trustees expect remedial action to be taken when reserves are predicted to fall below this level.

I report to the charity trustees on my examination of the accounts of Bognor Regis Foodbank for the financial year ended 31st March 2026 set out on pages 9 to 19. 

## **Responsibilities and basis of report** 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the CIO’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set 

- out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

## **Basis of preparation** 

These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts. The accounts have been prepared in accordance with: the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and with the Charities Act 2011. 

The charity constitutes a public benefit entity as defined by FRS 102. 

The particular accounting policies adopted are set out below. 

## **1. ACCOUNTING POLICIES** 

## **INCOME** 

## _**Going concern**_ 

The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern. 

## _**Recognition of Income**_ 

These are included in the Statement of Financial Activities (SOFA) when: 

- the charity becomes entitled to the income; 

- it is more likely than not that the trustees will receive the resources; and 

- the monetary value can be measured with sufficient reliability. 

## _**Offsetting**_ 

There has been no offsetting of assets and liabilities, or income and expenses, unless required or permitted by the FRS 102 SORP or FRS 102. 

## _**Grants and Donations**_ 

Grants and donations are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS 102 SORP). 

## _**Tax Reclaims on Donations and Gifts**_ 

Gift Aid receivable is included in income when there is a valid declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise. 

## _**Legacies**_ 

Legacies are included in the SOFA when receipt is probable, that is, when there has been grant of probate, the executors have established that there are sufficient assets in the estate and any conditions attached to the legacy are either within the control of the charity or have been met. 

## _**Volunteer Help**_ 

The value of any voluntary help received is not included in the accounts but is described in the Directors' annual report. 

## _**Income from interest, royalties and dividends**_ 

This is included in the accounts when receipt is probable and the amount receivable can be measured reliably. 

## _**Investment Gains and Losses**_ 

This included any gain or loss on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year. 

## _**Insurance claims**_ 

Insurance claims are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS 102 SORP) and are included as an item of other income in the SoFA.

## **Expenditure and liabilities** 

All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources, with central staff costs allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset’s use. Other support costs are allocated based on the spread of staff costs. 

## _**Liability Recognition**_ 

Liabilities are recognised where it is more likely than not that there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty. 

## _**Governance and Support Costs**_ 

Support costs represent the cost of central functions, for example governance costs, payroll administration, information technology. Governance costs are those support costs which relate to public accountability of the charity and its compliance with regulation and good practice. 

## _**Grants with Performance Conditions**_ 

Where the charity gives a grant with conditions for its payment being a specific level of service or output to be provided, such grants are only recognised in the SOFA once the recipient of the grant has provided the specified service or output. 

## _**Grants Payable without Performance Conditions**_ 

Where there are no conditions attaching to the grant that enables the donor charity to realistically avoid the commitment, a liability for the full funding obligation must be recognised. 

## _**Employee benefits**_ 

Short term benefits including holiday pay are recognised as an expense in the period in which the service is received. 

## _**Redundancy cost**_ 

The charity made no redundancy payments during the reporting period. 

## _**Deferred income**_ 

No material item of deferred income has been included in the accounts. 

## _**Creditors**_ 

The charity has creditors which are measured at settlement amounts less any trade discounts. 

## _**Provisions for liabilities**_ 

A liability is measured on recognition at its historical cost and then subsequently measured at the best estimate of the amount required to settle the obligation at the reporting date 

## _**Stocks**_ 

Stock is valued at the lower of cost and estimated selling price less costs to complete and sell, after due regard for obsolete and slow moving stocks. Cost is determined using the first-in, first-out (FIFO). 

## _**Debtors**_ 

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

## **6. TRUSTEES AND OTHER RELATED PARTIES** 

In 2025/26 the following transaction took place between the charity and The PCC of Ecclesiastical Parish of St Wilfrid, Bognor , where J Mennie is also a trustee: 

- A capital contribution of £23,000 in April 2025 and £7,000 in July 2025 was paid to St Wilfrid Church towards the development of the Hope centre within the church, where the Foodbank is now located. 

- A 5 year rental agreement was agreed with St Wilfrid church which was invoiced in full for £102,000 (£1,700 per month for 5 years). 

- A voluntary contribution of £2,500 was donated to St Wilfrid church in April 2026 towards the cost of a fire detection system in the Hope Centre. 

In 2024/25 One Trustee received a payment of £50 in the year for their out of pocket expenses. This was paid for staff recognition award (2025/26: Nil) 

No transactions took place between trustees and the charity. One trustee paid a total £956 unconditional donation in the financial period ending 31st March 2025.

## **15. DESIGNATED FUNDS** 

The charity had no designated funds in the reporting period ending 31st March 2025. 

## **16. EVENTS AFTER THE END OF THE REPORTING PERIOD** 

After the year end 2025 we gave notice to our landlord to vacate the property by 21st August 2025 and to move into the Hope Centre, St Wilfrid Church, Ellasdale Road, Bognor Regis on 26th July 2025. A capital contribution of £30,000 was paid to St Wilfrid Church to construct a mezzanine floor in their hall. A rental agreement has been signed for a period of 5 years.

## **17. RISK ASSESSMENT** 

The trustees actively review the major risks which the charity faces on a regular basis and believe that maintaining the free reserves stated, combined with the annual review of the controls over key financial systems carried out on an annual basis will provide sufficient resources in the event of adverse conditions. The trustees have also examined other operational and business risks which they face and confirm that they have established systems to mitigate the significant risks. 

## **18. RESERVES POLICY** 

The trustees have considered the level of reserves they wish to retain, appropriate to the charity's needs. This is based on the charity's size and the level of financial commitments held. The trustees aim to ensure the charity will be able to continue to fulfil its charitable objectives even if there is a temporary shortfall in income or unexpected expenditure. The trustees will endeavour not to set aside funds unnecessarily. 

## **19. PUBLIC BENEFIT** 

The charity acknowledges its requirement to demonstrate clearly that it must have charitable purposes or ‘aims’ that are for the public benefit. Details of how the charity has achieved this are provided in the Trustees report. The trustees confirm that they have paid due regard to the Charity Commission guidance on public benefit before deciding what activities the charity should undertake.
