The Trustees present their report and the independently examined financial slalements of the charity for the
period ended 31 December 2024. The trustees have adopted the provisions of the Statement of
Recommended Practice ISORPI °Accounting and Reporting by Charities. in preparing the annual report and
financi81 slalements of the charity.

The charity airns are lo promote social inclusion by preventing social exclusion and relieving the needs of those
who are socially excluded in Oldham. Current activities include provision of emergency food parcels through
Oldham Foodbank.

Achlevements and performance
In the period beginning on the 20th May 2024 and ending on 31 St December2024, Oldham Foodbanksupported
16.327 people, including 6361 children. Due lo the large number of people supported, Oldham Foodbank has
demonstrated ils benefits lo society, ensuring many people have been able to access food with lirniled other
options. The sUPPOrt required included provision of food and other essentials. signposting and financial support
through our funded project with Citizens Advice. Thi5 project began during October of 2024, expanding the
available support dIreC￿Y through the foodbank. This ha5 enabled our clients to access direct and tailored
support. targeting the root cause of their poverty, ensuring that thoy have the tools lo avoid similar sltvations
ising frequently in the future.

As at 31 December 2024 we held a ¢ombination of designated and unrestricted funds a5 well as monies
which were owed to suppliers..
Late Invoices, Paid early 2025 - £25k
2. A balance of £46k (from £51 k in total) was still to be paid to the care system for a "Financia
Inclusion Project" which supported people in crises with the aim lo provide them with stability so
they don't need to rely on foodbanks.

Th6 holding ￿serveS are held for the followng purposes:
1. To keep the foodbank oporalional during a period of unforeseen difficulty we have a reserve policy
lo segregate £170k of funds which would ensure the charity's core activities could continue for a
minimum of ONE year.
2. Due lo the falling number of r81iable volunteers we are considering the employment of paid support
staff.
We are experiencing increasing reliance on the foodbank whilst food and financlal donations are deoreasing.
We supported 20k people in 2022 which increased to 28.5k in 2024.
Our sources of funding include public donations from individuals, organisalions and bu5inosses, alongside
trust, foundation and commLtnity funding grants.
Our main risks include stock and funding levels. largely caused by increases in demand over the last year and
decreases in donations of money and food. If demand continues to rise, and donalionslfunding falls further, it
Gould cause strain on the work of the organisalion.
The Foodbank is reliant on the free use of a large industrial unil posllioned in the heart of Oldham from the
local council.
Structure, govemance and management
The charity is conslituled as a CIO and is governed by its foundation constitution document
Trustees are selected and appointed by resolution passed al a properly convened meeting of the charity
trustees. PCC St Margarelslst Ch8ds- InGumbent or other suitable member will automatically be a trustee.
The board of trustees includes a chair, treasurer, secretary and 2 other member$.
The stsff tsam consists of 1 paid staff member, whose position is as Foodbank Manager.
otdham Foodbank is part of the Trussel Trust neiwork of foodbanks.
Trustees, responslblllties
The Iruslees. who are also directors of Oldham Foodbank for the purposes of company law, are responsible
for preparing the Trustees. Annual Report. Strategic Report and the financial statements in accordance with
applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting
Practice}.
Company law requires the trustees to prepare financial statements for each financial year. Under company
law the trustees must not approve the financial statements unless they are satisfied that they give a true and
fair view of the slate of affairs of the charitable company and of the incoming resources and application of
resourGes, including the income and expenditure, of the charitable company for that period. In preparing
these finan¢ial statements, the trustees are required to:
select suitable accounting policies and then apply them consistently.,
obseNe the methods and principles in the Charities SORP 2019 {FRS 1021.,
make judgements and estimates that are reasonable and prudent..
state whether applicable UK Accounting Standards have been followedl. subject to any materlal
departures disclosed and explained in the financial stalementsl 2:
prepare the financial statements on the going concern basis unless it is inappropriate to presume
that the charitable company will continue in operallon.
The trustees are responsible for keeping adequate accounting records that disclose with reasonable
accuracy at any lime the financial position of the charitable company and enable them to ensure that the
financial statements comply with the Companiès Act 2006. They are also responsible for safeguarding the

assets of the charitable company and hence for taking reasonable steps for the prevention and detection of
fraud and other irregularities.
In so far as the trustees are aware..
there is no relevant audit information of which the charitable company's auditor is unaware,. and
the trustees have taken all steps that they ought to have taken lo make themselves aware of any
relevant audit information and to establish that the auditor is aware of that information.
The trustees are responsible for the maintenance and integrity of the corporate and financial information
included on the charitable company's website. Legislation in the United Kingdom governSng the preparation
and dissemination of financlal statements may differ from legislation in otherjurisdictions.
The company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the
period ended 31 December 2024 and the trustees have not required the company lo obtain an audit of ils
rinancial slalemen15 in accordance with Section 476 of the Companies Act 2006.

I report lo the charity trustees on my examination of the accounts of the company for the period ended
31 December 2024 which are set out on pages 810 19.
Rgsponsiblllties and basis of rnport
A5 the Gharity Iruslees of the company (and also its directors for the purposes of company lawl you are
responsible for the preparation of the accounts in accordance with the requirements of the Cornpanies
Act 20061'the 2006 A¢VI.
Having satisfied myself that the accounts of IhB company are not required to be audited under Part 16 of
the 2006 Act and are eligible for independent examination, I report in respect of my examination of your
company's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'l. In
carrying out my examination I have followed the Directions given by the Charity Commission under
section 14515llb) of the 2011 Act.
Independent examlner's statement
Since the company's gross income exceeded £250.000 your examiner must be a member of a body
listed in section 145 of the 2011 Act. I confirm that l am qualified to undertake the examination because I
am a member of ICAEW, which is one of the listed bodies.
I have Gornpleted my examination. l Confirm that no matters have come to my attention in connoction
with the examination giving me ¢ause lo believe that in any material respect..
accounting records were not kept in respe¢t of the Company as required by section 386 of the 2006

Summary of Significant ac¢ountlng poli¢les
{al General Informatlon and ba818 of preparatlon
Oldham Foodbank is a charitable incorporated organisation in England I Wales. In the event of the
charity being wound up, the liability in respect ofthe guarantee is limited lo £1 per member of the charity.
The address of the registered office is given in the charity information on pa9e 3 of these financial
staternents. The nature of the charity's operations and principal activities are a foodbank.
The charity constitlrtes a public benefit entity as defined by FRS 102. The financi81 statements have
been prepared in accordance with Accounting and Reporting by Charities.. Statement of Recommended
Practice applicable to charities preparing their accounts in accordance with the FinanGial Reporting
standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting
standard applicable in the United Kingdom and Republic of Ireland (FRS 1021. the Charities Act 2011,
the Companies Act 2006 and UK Generally Accepted Accounting Practice.
The financial statements are prepared on a going concem basis under the historical cost convention,
modified to include certain items at fair value. The financial slalemenls are presented in sterling which
1$ the functional currency of the charity and rounded to the nearest pound.
The significant accounting policies applied in the preparation of these financial slalements are set out
below. These policles have been consistenuy applled to all years presented unless otherwise staled.
(b) Fund9
Unrestricted funds are available for use at the discretion of the trustees in furtheran¢e of the general
objeGtives of the charity and which have not been designated for other purposes.
Designated funds comprise unrestricted funds that have been set aside by the trustees for particular
purposes. The aim and use of ea¢h designated fund Is set out in the notes to the financial stslements.
Restricted funds are funds which are to be used in accordance wlth specifi¢ restriclK)ns imposed by
donors or which have been raised by the charity for particular purposes. The Cost of raising and
administering such funds are charged against the specific fund. The aim and use of each restricted fund
is sel out in the notes lo the financial statements.
Endowment funds represent those assets whiGh musl be held permanenuy by the charity. Income arising
on the endowment fvnds Gan be used in aGcordance with the objects of the cha¥ity and is included as
unrestricted income. Any capital gains or 10$5es arising on the investments form part of the fund.
Investment management charges and legal advice relating to the fund are charged against the fund.

Ic) Incomo rocognition
All incoming resources are included in the Slalement of Financial A¢livilies {SoFAI when the charity is
legally entitled to the income after any performance conditions have been mel, the amount can be
measured reliably and it is probable that the income will be received.
For donations to be recognised the charity will have been notified of the amounts and the settlement
date in writing. If there are conditions attached to the donation and this requires a level of perfomianc8
before entitlement can be obtained then income is deferred until those conditions are fully mel or the
Sfilment of those conditions 18 within the control of the charity and it is probable that they will be fulfilled.
Donated facilities and donated professional services are recognised in income al their fair value when
their economic benefit is probable, it can be measured reliably and the charity has control over the item.
Fairvalue is determined on the basis of the value of the gift to the charity- For example, the amount the
charity would be willing to pay in the open market for such facilities and setvices. A corresponding
amount is recognised in expenditure.
No amount is included in the financial stalements for volunteer Ilme In line wllh the SORP. Further detail
is given in the Trustees, Annual Report.
Where praGticable, gifts in kind donated for distribution to the beneficiaries of the charity are included in
stock and donations in the financial statements upon recelpl. Stock is valuod al the prevailing rate per
kg provided by the Trussel Trust, currenuy £2.77 per kg.
Gifts in kind donated for resale are included at fair value. being the expected proceeds from sale less
the expected costs of sale. Vvhere estimating the fair value is practicable upon receipt it is recognised in
stock and 'lncome from other trading ac'.ivities'. Upon sale. the value of the stock is chargeci against
'Incomg from other trading activities. and the proceeds are recognised as 'lncome from other trading
activities.. Vlhere it is impracticable to fair value the items due to the volume of low value items they are
not recognised in the financial slatem8nls until they are sold. This income is recognised within 'lncomg
from other trading activities,.
Fixed asset gifts in kind are recognised when receivable and are included at fair value. They are not
deferred over the life of the asset.
For legacies. entitlement is the earlier of the charity being notified of an impending distribution or the
legacy being received. At this point income is recognised. On occasion legacies will be notified lo the
charity however il is not possible lo measure the amount expected lo be dislribuled. On these occasions.
the legacy is treated as a contingent asset and disclosed.
Income from trading activities includes income earned from fundraising events and trading activities lo
raise funds for the charity. Income is received in exchange for supplying goods and seNices in order lo
raise funds and is recognised when entitlement has occurred.
Income from government and other grants are reGognised at fair value when the charity has entitlement
after any performance conditions have been met, it is probable that the income will be received and the
amount can be measured reliably. If entitlement is not met then these amounts are deferred.
Investment income is earned through holding assets for investment purposes such as shares and
propety. It includes dividends. interest and rent. Where it is not practicable lo identify investment
management costs incurred within a scheme with reasonable accuracy the investment income is
reported nel of these costs. It is included when the amount can be measured reliably. Interest income
is recognised using the effective interest method and dividend and rent income is recognised as the
charity's right to receive payment is established.

other income includes the conversion of endowment funds into income which arises when capital funds
are released lo an income fund from expendable endowments or when a charity has authority to adopt
a total retum approach lo its pemianenl endowment fund. 11 also includes other income such as gains
on dlsposals of tangible fixed assets.
Idl Expendfture recognltlon
All expendlture Is accounted for on an accruals basis and has been classified under headings that
aggregate all costs related to the category. Expenditure is recognised where there is a legal or
coristruclive obligation to make payments lo third parties. il is probable that the settlement will be
required and the amount of the obligation can be measured reliably. It is calegorised under the following
headings..
Purchases includes costs of an¢illary items related to providing the distributions.,
Expenditure on ¢harilable activities includes the cost of distributable items and donated items.. and
Other expenditure represents those item5 not falling into the categories above.
Irrecoverable VAT Is charged as an expense against the activity for which expenditure arose.
Grants payable to third parties a￿ within the charitable objectives. V￿ere unconditional gmnts are
offered, thls 1$ accrued as soon as the reGipient is notified of the grant. as this g¢ves rise to a reasonable
expectation that the recipient will receive the grants. Where grants are conditional relating lo
performance then the grant is only accrued when any unfulfillgj Gondilions are outside of the control of
ne charity-
191 Support costs allocation
Support costs are those that assist the woik of the charity but do not directly represent charitable
aotivities and include office costs, governance costs, administralNe payroll costs. They are incurred
directly in support of expenditure on the ogjecls of the charity and include project management carried
out at Headquarters. Vvhere support costs cannot be directly attributed to particular headings they have
been allocated to cost of raising funds and expenditure on charitable activities on a basis consistentwilh
use of the resources. Premises overheads have been allocated on an actual cost basis and other
overheads have been allocated on an actual cost basis.
Fund-raising costs are those incurred in seeking voluntary contributions and do not include the costs of
disseminating information in support of the charitable activities.
lfj Tangible fixed assets
Tangible fixed assets are slated al cost (or deemed costl or valuation less accumulated depreciation
and accumulated Impaiment losses. Cost includes Costs diTeclly attributable lo making the asset
capable of operating as intended.
Depreciation is provided on all tangible fixed assets, at rates calculated lo write off the Cost, less
estimated residual value, of each asset on a systematic basls over its expected useful life as follows..

Ig) Stocks
Stocks are stated at the lower of ¢ost and estimated selling price less costs to complete and sell. Cost
includes all costs of purchase, costs of Conversion and other costs incurred in bringing stock to its
present lo¢alion and condition. Cost is calculated using the firsl-in, first-oul foThula. Provision is made
for damaged, obsolete and slow-moving $toGk where approprtate.
Donated stocks are fair valued as described in {c} above.
(h) Debtorg and creditors receivable I payable within one year
Debtors and creditors with no slated interest rale and recewable or payable within one year are recorded
at transaction prlGe. Any losses arising from impairment are recognised in expenditure.
(il Loans and borrowings
Loans and borrowings are initialty recognised al the transaction price including transaction costs.
Subsequently. they are measured at amortised cost using the effective interest rale method, less
impaimient. If an arrangement constitutes a finance transaction il ts measured at present value.
ti) Impaiment
Assets not measured al fair value are reviewed for any indication that the asset may be impaired al
each balance sheet dgte. If such indication exists. the recoverable amount of the asset, or the asseys
cash generating unil, Is estimated and compared to the carrying amount. Where the carrying amount
exceeds its recoverable amount, an impairment loss is recognised in profrt or loss unless the asset is

Provisions are recognised when the Gharity has an obligation at the balance sheet datts as a result of a
past event, il is probable that an oufflow of economic benefits will be required in setttement and the

111 Ltrases
Assets acquired under finance leases are capitalised and depfecialed over the shorter of the lease term
and the expected useful life of the asset. Minimum lease payments are apportioned be￿een the finance
charge and the ￿dUCtion of the outstanding lease liability using the effective interest method. The
related obligations, net of future finance charges, are included in creditors.
Renlais payable and receivable under operating leases are charged to the SOFA on a straight line basis
over the period of the lease.
lrn) Tax
The charity Is an exempt charity within the meaning of schedule 3 of the Charities Act 2011 and is
considered to pass the tests set out in Paragraph 1 Schedule 6 Finan￿ Act 2010 and therefore it meets
the definition of a Gharilable company for UK corporation tax purposes.
In) Going con¢ern
The financial statements have been prepared on a going concern basis as the trustees believe that no
material uncertainties exist. The trustees have considered the level of funds held and the expected level
of income and expenditure for 12 months from authorising these financial statements. The budgeted
income and expenditure is sufficient with the level of reseNes for the Charity lo be able lo continue as a
going concern.

1. To keep the foodbank operational during a perlod of unforeseen difficulty we have a reseNe pollcy
lo segregate £170k of funds which would ensure the charity's oore activities could continue for

2. Due lo the falling number of reliable volunteers we are consldering the employment of pad support
staff.
