Structure, governance and management
Nature of the Governing Document and Constitution of the Charity
The Bishopthorpe Charitable Partners' Trust ("the Charity") was incorporated as a Charitable Incorporated Organisation, using the Foundation template constitution, on 13 May 2024.
The methods adopted for the recruitment and appointment of new trustees
The Charity is governed by the Board of Trustees. The power of appointing new or additional trustees vests with the Trustees. Board vacancies are dealt with on a skills-need basis and the Board votes on new appointments. The Trust Deed provides that the trustees may be appointed by a resolution of the Board.
The policies and procedures adopted for the induction and training of trustees
An information pack is given to all new trustees which includes information about the Charity, its vision and purpose and copies of policies and any current business plan. It explains the Trust Deed and principles of good governance. A chapter is dedicated to explaining the trustee's role, the skills and qualities required and the role of trustees in strategic planning. A further chapter gives guidance from the Charities Commission to trustees on their responsibilities. Our solicitors attended and delivered training to the trustees at the board meeting in November 2024.
The organisational structure of the Charity and how decisions are made
The trustees meet at regular intervals to review the assets and finances of the charity and to consider new grant requests.
There are no significant restrictions in the way the charity can operate and there have been no changes of policy since the signing of the CIO Foundation Constitution.
The trustees' investment powers are unrestricted. Meetings are minuted and records kept indefinitely.
The day to day management of the Charity is the responsibility of the Charity Chair, who is one of the trustees, and during the end of the period one volunteer was engaged as an administrator.
The major risks to which the Charity is exposed and reviews and systems to mitigate them
The trustees are developing a risk management strategy which comprises;

a) A review not less than annually of the risks the charity may face;
-
b) The establishment of systems and procedures to mitigate those risks; and
-
c) The implementation of procedures designed to minimise any potential impact on the charity should those risks materialise.
It is acknowledged that categories of governance, operational, compliance and financial risks exist and the trustees take appropriate steps to mitigate these within the financial constraints imposed by available funds.
Public Benefit
In compliance with Section 17 of the Charities Act 2011, the charity continued to focus on the provision of grants to organisations, in furtherance of the charity objects.

The trustees confirm that they have paid due regard to the Charities Commission guidance on public benefit when reviewing the Charity's purpose and operations and in deciding which activities the Charity should undertake.
Grant-making policy
It is the policy of the Trustees to make grants to a wide range of charitable bodies, focusing on the Charity Objects.
Objectives and activities
The objects of the Charity are:

a) The advancement of education in religion;
-
b) The advancement of the religion of the Church of England and of the Christian religion generally;
-
c) The relief of those in need, by reason of youth, age, ill-health, disability, financial hardship or other disadvantage;
-
d) The provision of financial assistance for persons in need who are or have been engaged or employed within the Church of England or other Christian body or who are dependants of such persons; and
-
e) The furtherance of the work, mission, practical and spiritual needs of those persons who have, do or will hold the office of Archbishop and those who assist them in their ministry.
The current priorities are supporting the ministry of the Archbishop; supporting initiatives or projects that celebrate the faith stories of young people; supporting initiatives or projects that renew missionary and purpose; and supporting initiatives or projects that share resources for prayer and open up new pathways to Christ.

Achievements and performance
The Trust was registered by the Charity Commissioners on 13th May 2024, since when the Board of Trustees have concentrated not only on applications for initial grants but also developing and implementing sound governance arrangements. Trustees incurred one-off set up costs in this first year and the charity was formally launched on 3rd September 2024 at Bishopthorpe with guests attending from across the North of England.
Grant making
The Trustees have been focussed on the Archbishop's Faith In The North initiative which seeks to encourage a movement of prayer, storytelling and church planting inspired by the Northern Saints. It will provide resources for churches, schools and individuals to foster deeper connections with the Christian faith and renew missionary purpose. There are elements of this initiative which do not fall within what might be described as 'mainstream' funding. It is assisting these that the Trustees have been looking at to make grants.
The first concerns a renewal of prayer & discipleship: the intention is for more people to be praying the Lord's Prayer, understanding its meaning, living lives shaped by the vision it presents and for children and young people knowing and engaging with the Lord's Prayer as a pathway to faith.
During the period, the Trustees made a grant of £3,500 towards supporting the production of a Lord's Prayer Song for children that can be used in schools, homes and churches as part of the "Lord's Prayer Journey" package of resources produced by Faith In The North. After the writing and basic production of the song, a series of add-ons to enable greater quality, impact and reach were identified. These included higher quality production of the recording, sheet music, a lyric video (including BSL/Makaton versions to increase accessibility) and a downloadable school package that could be used to teach the song and values associated with it. Our grant meant these additional items were commissioned, leading to children & young people in schools across the Province successfully engaging with The Lord's Prayer as a pathway to faith. At the time of writing, the song has been played more than 10,000 times. A primary school teacher who leads on RE and Music gave the following unsolicited feedback:
- "Our Year 5 & 6 children are digesting…planning…delivering weekly collective worship to the rest of the school as we learn the meaning of The Lord's Prayer… it is going very well indeed. The whole school are REALLY enjoying singing the Lord's Prayer Song (Makaton version). We are including this song in our Easter Church Service as it's so enjoyed. This way the congregation / parents / grandparents etc. will also get to experience this. THANK YOU so very much for your fantastic and easy to use resources. I thought you ought to know how a small, rural CE primary school in 'the north' are following and accessing your wonderful initiative."

Achievements and performance (continued)
The second concerns more people discovering a relationship with God through resources for prayer: the renewal of storytelling. Through this people can see themselves as part of the big story of Faith in the North through the centuries and be encouraged and equipped to tell their story today. Children in schools can learn the story of Faith in the North in ways which engage them in the Christian faith. Churches engage with their story with fresh imagination and develop new, creative approaches to mission. People of all ages are encouraged to explore faith for themselves.
Looking ahead
During the year we are in regular dialogue with the Archbishop's team about their further work. This has led to grant applications we've since progressed to support work under both of the above elements mentioned above. There are 2 projects which particularly interested the Trustees: a four-episode video series for young children exploring prayer, based on The Lord's Prayer; and a set of Faith In The North prayer cards, using key themes from Anglo-Saxon spirituality, which will be available on Christian heritage pilgrim routes, offering a fresh approach to engaging with God and encourage people from all backgrounds to 'just start talking' to Him.
We will continue to work on growing the number of Bishopthorpe Partners to support and sustain the Trust in its early years.
Sound governance
Policy development during this reporting period has produced the following: Grant Making Policy; Standing Orders; Trustee Code of Conduct; Conflicts of Interest Policy; Privacy and Website Privacy Policy; and Donations Policy. Work towards adoption of the following policies was also put in hand (though not completed) during the year: Expenses Policy; Internal Financial Controls; Complaints Procedure; Safeguarding, Bullying and Harassment Policy; Serious Incidents Policy; Financial Reserves Policy; and Risk Management Policy. They have all since been completed and adopted by the Board.
Financial review
During the period, the Charity received donations amounting to £62,045.
The total expenditure on charitable activities amounted to £3,609 and expenditure on raising funds amounted to £916 with governance and other resources expensed totalled £4,336 during the period.
The total reserves at the period end stand at £53,184.

Plans for future periods
After the period end, the Trustees have paid grants to beneficiaries exceeding £15,000 to support the following activities: a video series for young children exploring prayer; and prayer cards which will be available to pilgrims following Christian heritage pilgrim routes in the Province of York.

I report to the trustees on my examination of the financial statements of The Bishopthorpe Charitable Partners' Trust ('the Charity') for the period ended 31 December 2024.
Responsibilities and basis of report
As the trustees of the Charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Charity's financial statements carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Charity as required by section 130 of the Act; or
-
the financial statements do not accord with those records; or
-
the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General information
The Charity is a public benefit entity and a registered charity in England and Wales and is unincorporated. The address of the principal office is The Office of The Archbishop of York, Bishopthorpe Palace, Bishopthorpe, York, YO23 2GE.
2. Statement of compliance
The Charity constitutes a public benefit entity as defined by FRS 102. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), the Charities Act 2011 and UK Generally Accepted Accounting Practice.
The financial statements have been prepared to give a 'true and fair' view and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a 'true and fair view'. This departure has involved following the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019 rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn.
3. Accounting policies
Basis of preparation
The financial statements are prepared under the historical cost convention. The financial statements are presented in sterling which is the functional currency of the charity and rounded to the nearest £1.
The significant accounting policies applied in the preparation of these financial statements are set out below.
Going concern
There are no material uncertainties about the charity's ability to continue.
Disclosure exemptions
The charity does not include a cash flow statement on the grounds that it is applying the Charities SORP (FRS 102) for smaller charities.

Judgements and key sources of estimation uncertainty
Estimates and judgements are continually evaluated and are based on historical experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
The Charity makes estimates and assumptions concerning the future. The resulting accounting estimates and assumptions will, by definition, seldom equal the related actual results. The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities, within the next financial year, are the levels of future funding and expenditure on charitable activities.
Income tax
The Charity is an exempt charity within the meaning of schedule 3 of the Charities Act 2011 and is considered to pass the tests set out in Paragraph 1 Schedule 6 Finance Act 2010 and therefore it meets the definition of a charitable company for UK corporation tax purposes.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.
-
legacy income is recognised when receipt is probable and entitlement is established.
-
income from donated goods is measured at the fair value of the goods unless this is impractical to measure reliably, in which case the value is derived from the cost to the donor or the estimated resale value. Donated facilities and services are recognised in the accounts when received if the value can be reliably measured. No amounts are included for the contribution of general volunteers.
-
income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.
Resources expended
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

expenditure on raising funds includes the costs of all fundraising activities, events, non-charitable trading activities, and the sale of donated goods.
-
expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities.
-
other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.
Financial instruments
The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at amortised cost.
Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted.

14. Related parties
During the period, two trustees or their spouses, donated £1,775 to the Charity and two trustees were reimbursed travel expenses amounting to £137.
