– Christian Malford Village Hall Charitable Incorporated Organisation (CIO) Annual Report

Monday 13[th] October 2025

The CIO Board has been particularly active since its incorporation in March 2024 :

• The Trustees held regular Board meetings (14 meetings in total) and in addition there have been 10 meetings of the Re-build Sub-group and a few meetings of the Small Grant Subgroup. Donors will not consider grant applications unless we have planning permission in place

• There has been one resignation (Mark Lindsey); in accordance with Article 10.6 of the Constitution the Board co-opted Nigel Whybrow as a Trustee and Geoff Coker stepped up from the Village Hall Management Sub-committee to become Treasurer

• We secured Planning permission for the large re-build on 13th March 2024

• We submitted an initial Lottery application but this was rejected

• We were imminently due to submit the Community Ownership Fund (COF) application when the General Election was called. The fund was suspended and later closed.

• We have created, reviewed and approved 13 policies in conjunction with the Village Hall Management Sub-Committee. (13 Policies are: Anti-Fraud, Booking, Complaints, Conflict of Interest, Data Protection, Environment, Equal Opportunities, Finance, Financial Strategy (Reserves & Investment), Health & Safety, Safeguarding & Volunteer & Staff.

• We will be considering a 14[th] ‘Alcohol’ at our October Meeting)

• The Chairperson has met with several local land-owners as well as having meetings with potential developers

• We have held two Open Village meetings in May 2024 and May 2025 to keep the Village updated and in the case of the latter meeting to endeavour to clarify the Village’s intent regarding the way forward

• We have kept the village informed with regular news, and articles, published in the Village Facebook pages (Shout Out Christian Malford and Friends of Christian Malford Village Hall) and in the monthly Parish News magazine

• We have continued to fund raise and have had a number of successful events that have added to the Village Hall funds

• We have organized and attended the regular coffee mornings to make ourselves available to answer questions

• We issued a survey to every house in the Parish and received responses from c50% of the households with c90% in favour of a new option to re-build in situ with an expanded usable footprint. The survey also secured c80% support for a potential precept increase of up to £6 a month

• We have worked closely with the Parish Council both directly through our representative Ian Kirkpatrick and also the Parish Council Chairperson Steve Depla

• The Chairperson has met with our County Councillor Howard Greenman

• We have submitted a revised Planning application in accordance with the Village’s support for the option to re-build in situ with an expanded footprint

• We are in the process of working with the Planners to conduct revised Bio-diversity Net Gain (BNG) and Preliminary Ecological Assessment (PEA) reports in order to secure a second Planning approval

All Village Hall funds remained with the old charity un�l it was closed and merged with the new CIO charity.
