## **REPORT OF TRUSTEES**
The trustees present their report and accounts for the period from 01 January 2025 to 31 December 2025.
The financial statements have been prepared in compliance with the Charities Act 2011 and “Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)” (as amended for accounting periods commencing from 1 January 2019).

## **(CHURCHES ACTION FOR REFUGEE RESETTLEMENT IN EXETER)**
## **OBJECTIVES**
CARRIE exists for the public benefit and in accordance with a Christian ethos, to provide relief to those granted refugee status and their dependants being resettled in the city of Exeter.
The objects of Churches Action for Refugees in Exeter are to support refugees by:
- (a) Meeting their needs for accommodation and housing support
- (b) Preserving and protecting their physical and mental health
- (c) Advancing their education and training
- (d) Relieving them from financial hardship and unemployment to the best of our ability
- (e) Promoting social inclusion through sharing friendship, culture and skills
- (f) Liaising with Local Authorities (to include Devon County Council and Exeter City Council) (g) Raising finance
- (h) Enrolling, coordinating and managing groups of volunteers
## **ACTIVITIES**
CARRIE works in partnership with CHARIS (Christian Help & Action for Refugees in Somerset) to sponsor and support the resettlement of vulnerable refugee families in Exeter through the UK Government’s Community Sponsorship Scheme.
## **ACHIEVEMENTS AND PERFORMANCE**
The charity was registered on 30 April 2024. Since registration the trustees have worked to develop the charity and have resettled one family.
## _Charity Development_
CARRIE has reviewed its insurance requirements and developed a risk register. A website and brand for the charity has been created. The charity conducted preparatory work for the transfer of its bank account to a charitable provider.
## _Family Resettlement_
In the period from 01 January to 31 December 2025, CARRIE has continued to support one resettled family with a wide range of services within Community Sponsorship. CARRIE has provided advice and support for budgeting, ESOL support, visits to doctors, dentists and other welfare services. Education support is given through liaising with school and college, and giving regular support with homework. CARRIE has been involved in providing support to the family in partnership with public sector institutions and a wide range of voluntary sector organisations and social enterprises.
CARRIE has continued to support three additional families. The support included attending medical appointments, help with understanding Universal Credit, liaison and advocacy with landlords, coordinating access for building contractors, liaison with schools, support with accessing alternative accommodation, home removals, support with furniture storage costs, befriending and celebrating key events. CARRIE has supported connections of the families to

‘specialist’ welfare services. CARRIE has also acted as a liaison between the landlord and the families to organise any general work that needs doing. CARRIE has taken the families on visits introducing them socially to many local places of interest and history' including the museum and Cathedral.
Several social events brought together CARRIE volunteers with the newly resettled family and the previous two families that CARRIE had resettled under its previous unincorporated name, CHARIS Exeter. There was a trip to the theatre, a Christmas gathering, an engagement party, and an event to mark one of the families gaining citizenship. All the families are becoming more confident in managing their new lives in the UK.
## **FINANCIAL REVIEW**
The charity spent less than budgeted in the year and has sufficient funds in place to support the Community Sponsorship family for the remaining months of the 24-month period which began on 18 September 2024.
Expenditure on supporting the sponsored family totalled £4,224 in the year to 31 December 2025 (8 months to 31 December 2024: £9,396). The charity had sufficient existing cash funds at the beginning of the year to support this expenditure, given that donations from partner churches to support the family were received in the prior period at the beginning of the 24-month support period. We were, however, fortunate to receive generous donations and fundraising income from our supporters, to whom we express our gratitude. This income totalled £985 (2024: £7,934), resulting in a deficit in the year (excluding the loan, see below) of £3,239 (2024: deficit of £1,462). This deficit was lower than budgeted, indicating good control of costs.
The cash balance at 31 December 2025 was £10,349 (2024: £13,782). This amount provides ample headroom above the minimum contingency fund delineated in the Reserves Policy and represents sufficient funds to support the family over the remaining period of support.
During the year, a non-interest bearing loan of £1,000 was extended to a formerly sponsored family to assist with a large payment. The loan was mostly repaid before the year end date and the balance at 31 December 2025 was £194 (2024: £0).
## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
CARRIE must have at least three charity trustees. The maximum number of trustees is nine. Trustees are appointed by a resolution passed at a properly convened meeting of the charity trustees. Three bodies have a power of veto over appointments of trustees (Belmont Exeter, Exeter Network Church, and Exeter Vineyard Church) to ensure that a strong connection between CARRIE and the community of Exeter is maintained. The trustees who served during this period since registration on 30 April are listed above.
Trustees serve for a period of three years and may serve for a maximum of three consecutive terms.

The board of trustees administer the charity and meets as necessary, but not less than four times a year. The day-to-day operations of the charity are the responsibility of a project manager. The board of trustees have delegated authority to the project manager for operational matters within the overall strategy and policies agreed by the board.
## **RESERVES POLICY**
CARRIE currently has an appetite to only support one family concurrently. The policy of the charity is to provide a contingency fund of £1,500 within the budget for each family project to guard against any unexpected issues that might arise. These reserves may only be released for the use of CARRIE with the written agreement of a simple majority of the trustees. Any contingency remaining after a family project is concluded (i.e. after 24 months) is vired to the budget for a new family project.
The Charity holds these reserves as part of the main bank account. No separate account is maintained for this purpose.
The policy is subject to review every 12 months and may be amended to reflect the evolving circumstances of the charity.
No funds are in deficit.
## **RISK MANAGEMENT**
The trustees have assessed the major risks to which the charity is exposed and are satisfied that systems are in place to mitigate exposure to the major risks. A risk register has been created and is subject to annual review.
## **EXEMPTIONS FROM DISCLOSURE**
There are no exemptions from disclosure to report.
## **FUNDS HELD AS CUSTODIAN TRUSTEE ON BEHALF OF OTHERS**
CARRIE does not hold any funds as a Custodian Trustee.
