REPORT OF TRUSTEES

The trustees present their report and accounts for the period from 30 April 2024 to 31 December 2024.

The financial statements have been prepared in compliance with the Charities Act 2011 and “Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)” (as amended for accounting periods commencing from 1 January 2019).

OBJECTIVES

CARRIE exists for the public benefit and in accordance with a Christian ethos, to provide relief to those granted refugee status and their dependants being resettled in the city of Exeter.

The objects of Churches Action for Refugees in Exeter are to support refugees by:

(a) Meeting their needs for accommodation and housing support
(b) Preserving and protecting their physical and mental health
(c) Advancing their education and training
(d) Relieving them from financial hardship and unemployment to the best of our ability
(e) Promoting social inclusion through sharing friendship, culture and skills
(f) Liaising with Local Authorities (to include Devon County Council and Exeter City Council)
(g) Raising finance
(h) Enrolling, coordinating and managing groups of volunteers

ACTIVITIES

CARRIE works in partnership with CHARIS (Christian Help & Action for Refugees in Somerset) to sponsor and support the resettlement of vulnerable refugee families in Exeter through the UK Government’s Community Sponsorship Scheme.

ACHIEVEMENTS AND PERFORMANCE

The charity was registered on 30 April 2024. Since registration the trustees have worked to develop the charity and have resettled one family.

Charity Development

CARRIE has created an online workspace to implement its information governance policy and protect confidential information. Emails have been created for all trustees and a generic email for the charity has been adopted. Work has begun on developing a website and brand for the charity. CARRIE is now registered for Gift Aid and has undertaken research to underpin the transfer of its bank account from a high street bank to a charitable provider due to inadequate service levels.

Family Resettlement

CARRIE resettled a family of three persons in Exeter on 18 September 2024. The period from May to September involved CARRIE trustees appointing a project manager to lead the community sponsorship application. The project manager coordinated the Principal Sponsor Application Process (PSAP) which included the following actions:

Identifying and securing suitable rental accommodation.
Arranging for language classes and a school place.
Arranging for access to medical and dental services.

Arranging for Universal Credit registration.
Recruiting, training and performing DBS checks on a team of CARRIE volunteers in partnership with CHARIS Refugees.
Liaison with the police, the Resettlement Coordinator at Devon County Council and representatives from Exeter City Council.
Raising finance from local churches and individual donors.
Equipping the rental property and stocking it with food prior to the resettlement.
Arranging transport and translators to ensure a smooth transfer from Heathrow Airport.

In the period from 18 September to 31 December CARRIE has registered the resettled family with a wide range of services. During the first week tenancy agreements were signed and the family were registered for University Credit and given help to set up their own bank accounts. Advice about budgeting has been provided. The family were taken around the City of Exeter on familiarisation visits to local services including shops. A broadband connection was set up and two mobile phones were activated for the family. Warm clothing was provided by CARRIE in preparation for the winter months. Family members commenced ESOL training and school and CARRIE ESOL tutors provided additional training. CARRIE supported family members with initial visits to medical and dental services and have provided ongoing support for follow up appointments.

A social event brought together CARRIE volunteers and trustees together with the newly resettled family and the previous two families that CARRIE had resettled under its previous unincorporated name, CHARIS Exeter. Socialisation was facilitated for the family with trips to the beach and visits to National Trust properties. The donation of two refurbished bicycles has enabled the family to explore their local area. A Christmas gathering in the form of a bring-and-share tea was attended by the current family and two previous families. The Family are becoming more confident in managing their new lives in the UK. They are building friendships with volunteers, the other families that CHARIS Exeter had previously resettled, and also with neighbours and contacts from school and college.

FINANCIAL REVIEW

The charity has been successful in fundraising efforts and has sufficient funds in place to support the family for a 24-month period beginning on 18 September 2024.

Expenditure on supporting the family totalled £9,396 in the 8-month period to 31 December 2024. This was funded through existing cash funds at the beginning of the period, donations from partner churches and individuals, and reimbursement from the Home Office for rent paid by CARRIE on behalf of the family when they first relocated to Exeter. This income totalled £7,934, resulting in a deficit for the period of £1,462. This deficit was lower than budgeted, indicating good control of costs.

The cash balance at 31 December 2024 was £13,782. This amount provides ample headroom above the minimum contingency fund delineated in the Reserves Policy and represents sufficient funds to support the family over the remaining period of support.

STRUCTURE, GOVERNANCE AND MANAGEMENT

CARRIE must have at least three charity trustees. The maximum number of trustees is nine. Trustees are appointed by a resolution passed at a properly convened meeting of the charity trustees. Three bodies have a power of veto over appointments of trustees (Belmont Exeter, Exeter Network Church, and Exeter Vineyard Church) to ensure that a strong connection between CARRIE and the community of Exeter is maintained. The trustees who served during this period since registration on 30 April are listed above.

Trustees serve for a period of three years and may serve for a maximum of three consecutive terms.

The board of trustees administer the charity and meet as necessary, but not less than four times a year. The day-to-day operations of the charity are the responsibility of a project manager. The board of trustees have delegated authority to the project manager for operational matters within the overall strategy and policies agreed by the board.

RESERVES POLICY

CARRIE currently has an appetite to only support one family concurrently. The policy of the charity is to provide a contingency fund of £1,500 within the budget for each family project to guard against any unexpected issues that might arise. These reserves may only be released for the use of CARRIE with the written agreement of a simple majority of the trustees. Any contingency remaining after a family project is concluded (i.e. after 24 months) is vired to the budget for a new family project.

The Charity holds these reserves as part of the main bank account. No separate account is maintained for this purpose.

The policy is subject to review every 12 months and may be amended to reflect the evolving circumstances of the charity.

No funds are in deficit.

RISK MANGEMENT

The trustees have assessed the major risks to which the charity is exposed and are satisfied that systems are in place to mitigate exposure to the major risks.

EXEMPTIONS FROM DISCLOSURE

There are no exemptions from disclosure to report.
