## **REPORT OF THE TRUSTEES** 

## **FOR THE YEAR ENDED 31 OCTOBER 2025** 

The Trustees have pleasure in submitting the Report and Accounts for the year ended 31 October 2025. 

## **Objects of the charity** 

The charity, which is a church, is governed by a constitution and is constituted as a charitable incorporated organisation. The charity's principal objects, as set out in its governing document, are the advancement of the Christian faith primarily within Harold Hill and the surrounding area. This includes regular worship services, pastoral care, teaching of the Christian faith, youth and children’s ministry, community engagement, and compassionate support to those in need. 

The trustees confirm that they have complied with their duty under section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit. The church provides open access to worship services, pastoral support, community activities and practical help without discrimination or requirement for membership. 

## **Summary of the charity's main activities and achievements** 

## **Main Activities During the Year:** 

- Weekly Sunday worship (average attendance: 40). 

- Midweek Bible study and prayer gathering. 

- Bi-monthly outreach in the local shopping precinct. 

- Support to older and isolated residents through home visits and phone ministry. 

- Church Day Out 

- Children’s and youth ministry. 

- Special seasonal services at Easter, Harvest, and Christmas. 

## **Key achievements:** 

- Strengthened welcoming process 

- Christmas outreach engaging with shoppers in the local precinct 

- Pastoral visiting undertaken 

- Building improvements completed – new paths and paved area 

- Safeguarding training implemented 

- Creation of a discretionary fund (£2k) for those in need 

- Supporting members experiencing financial hardship through emergency grants and referrals to partner agencies. 

Despite modest size, the church has maintained a consistent and faithful presence in the community, offering encouragement, prayer support, and practical help to individuals and families. 

## **Financial review** 

Cash assets transferred into the CIO and recorded as income were £165,540. Excluding the assets received, during the year income was £38,924, and expenditure was £30,455, resulting in a surplus of £8,469. The expenses include £13k of one-off costs to improve the pavement and fencing of the church property. 

## **Reserves policy** 

The trustees have determined that the charity should aim to hold unrestricted cash of no less than 8 months of unrestricted expenditure (which equates to about £20,000) so that the charity could continue to operate should income and / or expenditure vary adversely. At the year end, the charity held unrestricted cash of £174,009 and the charity is complying with its reserves policy.

## **Governance** 

Responsibility for setting policy and for making operating decisions rest with the trustees who meet regularly to monitor the activities of the charity. New charity trustees are appointed by being appointed to the offices of Pastor, Elder or Deacon by the vote of church members at the Annual General Meeting,  in accordance with the Church Handbook. 

## **Risk statement** 

The charity is exposed to various risks - be they operational, financial or reputational. The trustees review the charity's activities regularly to identify significant risks and, where possible, they take appropriate measures to mitigate those risks. 

The main risks identified this year were: 

- Maintaining sufficient volunteer capacity for children’s work. 

- Ensuring ongoing building safety compliance. 

- Financial sustainability in light of increased utility costs. 

Mitigations included: regular building checks, safeguarding supervision, increased communication on giving, and contingency planning. 

The church maintains an up-to-date safeguarding policy aligned with statutory guidance. Children’s workers hold current DBS checks. 

## **Future Plans** 

- Strengthen pastoral care through the appointment of a part time Pastor through partnership with Romford Evangelical Free Church. 

- Introduce Discipleship training and members and Baptism classes 

- Improve welcome for newcomers – introduction of greeters 

- Repainting of the Front Hall and ongoing maintenance 

- Seasonal and bimonthly outreach in partnership with  a local church 

- Family and social events to raise our profile in the community and bring the church closer together. 

## **Responsibilities of trustees** 

Charity law requires us as Trustees to prepare financial statements for each accounting year which record the receipts and payments of the charity for the year. 

We are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable us to ensure that the financial statements comply with the Charities Act 2011. 

We also have a responsibility to safeguard the assets of the charity and to take reasonable steps to prevent fraud or any other irregularities.

I report to the trustees on my examination of the accounts of Harold Hill Evangelical Church ('the charity') for the year ended 31 October 2025 on pages 5 to 8 following. 

## **Responsibilities and basis of report** 

As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’). 

I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in accordance with section 130 of the 2011 Act; or 

2. the accounts do not accord with the accounting records. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The freehold property of the charity was valued by a professional third-party in 2022. The trustees have reviewed the value of the property held by the charity and believe the current value to be no less than the current recongised value.

## **1 Accounting policies** 

The accounts have been prepared on a receipts and payments basis and comprise a statement that shows the charity's receipts and payments, a statement that summarises the charity's assets and liabilities and related notes. The accountancy profession have determined that only accounts prepared in accordance with applicable accounting standards present a 'true and fair' view and, as these receipts and payments accounts have not (and cannot) be prepared in accordance with accounting standards, these accounts do not present (and are not intended to present) a 'true and fair' view of the charity's financial activities and state of affairs. 

The CIO was registered 22 April 2024 and started operating 1 November 2024. Previously the organisation had operated as an exempt charity. During the financial year ending 31 October 2025, the assets and liabilities of the exempt charity were transferred into the CIO. The transfer of assets has been presented as income in the year of transfer. 

General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes. Restricted funds are donations which are to be used in accordance with specific restrictions imposed by donors; they include donations received from appeals for specific activities or projects.

During the year, Philip Holmes carried out electrical work on the church building and was paid £301 for serving in that capacity, not for serving as a trustee; this payment is permitted by the charity's governing document.

The designated Hardship fund was created to help those in need. Fund are to be distributed at the discretion of the trustees. 

The mission fund represents funds raised to support organisations and individuals work in Christian mission
