Section B Structure, governance and management
Description of the charity’s trusts
Constitution Type of governing document (eg. trust deed, constitution) Parents/carers/guardians are responsible for establishing the committee How the charity is constituted and this committee are responsible for management of the Cylch (eg. trust, association, company) Meithrin. The committee must consist of a named Chairperson, Treasurer and Secretary who are also Trustees of the CIO . A trustee or the Cylch Leader must act as the Responsible Individual for the Cylch in accordance with CIW National Minimum Standards so that the Cylch can be registered with Care Inspectorate Wales (CIW). Every member of the committee has full vote in every meeting regardless of if they are a named member or trustee. The Society are responsible for electing a committee (named chair, Trustee selection methods secretary and treasurer and other general members) to be responsible (eg. appointed by, elected by) for the management and running of the Cylch Meithrin and for co-opting others from the local community to help with the work. The Committee are responsible for acting as the employer including appointing, employing, supporting and managing staff. The employed Cylch Leader is the delegated Person In Charge and responsible for the day to day running of the Cylch. New members will be elected in the Annual General Meeting.
Due to most children leaving the Cylch after 1-2 years it is difficult to recruit and retain new committee members and trustees.

The Leader of the Cylch is invited to every meeting to present a report, and the local Development Officer can be invited to attend the meeting when advice is needed, although she does not have a vote. The Committee meet at least once a term at the venue. The committee holds an AGM annually and has a constitution. The Cylch must be a member of the Mudiad Meithrin. In return it receives a wide range of services and support, including the services of a Development Officer, competitive insurance terms, the PAYE (Pay As You Earn) scheme and an annual grant. The Cylch adheres to Mudiad Meithrin guidance polices. Mantell Gwynedd is also supportive. A Cylch Meithrin, such as Tregarth, which is open for more than two hours a day, for children aged between two years old and school age, must register with CIW. The Responsible Individual and the delegated Person in Charge is generally expected to demonstrate ongoing compliance on behalf of the Cylch Meithrin with CIW regulations. CIW inspect the Cylch to ensure it meets is regulations and guidance. The Cylch is a charity with an income of more than £5,000 a year and therefore must also register with the charity commission and submit annual returns.

The aim of the association is to advance the education of pre-school children in Tregarth and surrounding area through the medium of the Welsh language. This is done by

During this financial year Cylch Meithrin Tregarth opened Monday - Friday 9.00-12.00. The Cylch also has a breakfast club open between 8.30-9am and a lunch club each day 12-1pm.
During the year, the Cylch successfully met its aims of providing safe, stimulating, and enjoyable play and learning opportunities in line with the New Curriculum, delivered through the medium of Welsh. Up to 24 children attended each week, coming from Welsh-speaking, bilingual, and English-speaking homes. During the year, the Cylch applied for and received a grant which was used to develop an office space. This has provided the Cylch Leader with a dedicated area to complete administrative tasks efficiently and effectively. The funding also enabled the purchase of a new laptop to support this work. In addition, smaller grants were successfully applied for and used to purchase new books and art supplies, enhancing the learning environment for the children. Section D Achievements and performance
Summary of the main achievements of the charity during the year
The main success for staff and volunteers this year has been the continued provision of a nurturing, stimulating, and inclusive environment where children feel safe and engaged in their learning.
We have further developed the layout of the main room to encourage creativity and independent exploration, while the outdoor play area has been enhanced with new resources that allow the children to enjoy a wider variety of play experiences. Children have spent a great deal of time outdoors in all weathers, reinforcing the importance of outdoor play for health, well-being, and resilience. Our Meithrin children also walk to school each day, which helps develop their independence and confidence as they prepare for the transition to full-time education.
Throughout the year, the children have taken part in a broad range of activities, including learning about the world around them, exploring the seasons, and celebrating a variety of festivals and cultural events.
We have been able to enrich the children’s experiences further by purchasing new books and arts and crafts materials through small grants. In addition, the £15,000 grant received last year has now enabled us to build and complete a dedicated office space within the Cylch. This is already in use, providing the Leader with a professional environment for meetings with parents and visiting healthcare professionals, as well as supporting the effective management of administrative duties.
Communication with families remains strong, with regular updates shared through the See-Saw app. Parents have given very positive feedback about the Cylch’s role in supporting their children’s development. We are also proud to maintain our Grade 5 Food Standards Agency hygiene rating.
