The Trustees present their report along with the financial Statements of the charity for the year ended
5 April 2025 The financial statements have been prepared in accordance with the accounting policies
set out on page 8 and comply with the charit¢s Trust Deed and applicable law.
Structure, Governance and Management
The Philip Hillman Charitable Foundation is constituted under a Trust Deed dated 22 July 2021 created
by the Trnstees. It is a registered charity no. 1207657.

At the Annual Trustees, meetin& the Trustees agreed the broad strategy and areas of activity for the
Trust, including consideration of grant makin& investment, reserves and risk mana8ement policies
and performance.
Rlsk Management
The Trustees have examined the major strategic, business and operational risks which the charityfaces
and confirm that SyStem5 have been established to enable regular reports to be produced so that such
rlsks are not continuously monitored and that appropriate steps can be taken to lessen these risks,
Objectives and Artlvltles
The Trustees shall hold the Trust Capital and the income thereof upon Trust to pay or apply the whole
thereof as the Trustees may from time to time in their absolute discretion determine.
The Trustees have had due regard to the Charity Commission'5 guidance on public benefit when
considering the Tru5V5 activities and obiectlves.
Charitsble donatlon pollcy
Donations are made to various not for profit organisations to be applied for the public benefit. All
applications received are considered by the Trustees on their own merit for suitability of funding.
Achievements and Performance
The Trustees have continued to apply their funds In accordance with the objectives of the Trust.
Donations totalling £263,500 were made in the period.
Flnanclal Review
The Trust Capital is held in an investment portfolio with Rathbones. The Trustees operate a single
bank account into which the Trust funds are received and paid out. The balance of the bank account
as at S April 2025 was £69,095. The Trustees have appointed an Independent Financlal Adviser IIFAI
to review and advise on the investment.

Reserves pollcy
The Trustees, policy is to maintain their continuing level of support under the grant making policy that
they have agreed. If income resources are insufficient to cover the donations then recourse is made
to the other funds of the Foundation. In the period to 5 April 2025 the charity had net income
resources of £2,511,273. The Trustees do not consider that any minimum level of resources is
requlred.
Plans for the future
The Trustees intend to continue providing grants in a similar way to the recent past but retaining
flexibility as to the timing and scale of grant making.
Trustee< responsibilities in relation to the financial statements
The Trustees are responsible for preparing the Annual Report and the financial statements in
accordance with applicable law and United Kingdom Generally Accepted Accountin8 Practice Iunited
Kingdom Accounting Standards).
The law applicable to charities in England and Wales requires the Trustees to prepare financial
statements for each financial year which give a true and fair view of the state of affairs of the charity
and of the incoming re50urce5 and application of resources of the charity for that period. In
preparing these financial statements, the Trustees are required to=
select suitable accounting policies and then apply them consistently:
obseNe the methods and principles in the Charities SORP:
• make judgments and estimates that are reasonable and prudent;
state whether applicable accounting standards have been followed, subJect to any material
departures disclosed and explained in the financial statements,. and
prepare the financial statements on the going concern basis unless it is inappropriate to presume
that the charity will continue in business.
The Trustees are responsible for keeping adequate accounting records that are Sufficient to show
ond explain the charit￿5 transactions, disclose with reasonable accuracy at any time the financial
position of the charity and enable them to ensure that the financlal statements comply with the
Charities Act 2011, the Charities IAccounts and Reportsl Regulations 21X)8 and the provisions of the
charit￿5 constitution. They are also responsible for safeguarding the assets of the charity and hence
for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Chairman's Report for the perlod ended 5 Aprll 2025
The late Philp Hillman die on 15 June 2020. By hls Will he left a substantial bequest to be held on a
Charitable Trust for various charitable purposes. The four Trustees are his brother Harold Hillman and
his Solicitor Geoffrey Greenhouse. They were both appointed in accordance with the terms of the
Will. Rabbi Barry Lerer of the Central Synagogue London kindly agreed to act as Trustee a5 did Jacob
Greenhouse.
The Trustee5 meet twice yearly and in the period ended 5 April 2025 made variou5 donations totalling
£263,500. There were substantial donations to vaiious medical causes for the purposes of research
in the United Kingdom and charities in Israel were benefitted.

I report on the accounts of the Foundation for the year ended 31 March 2024, whith are set out on
pages 6 to 9.

The charit¢s trustees are responsible for the preparation of the accounts. The trustees conslder that
an audit is not required for this year lunder section 144121 of the Charities Act 2011 (the 2011 Actll
and that an independent examination is needed.
It is my responsibility to..
examine the accounts under section 145 of the 2011 Act-
to follow the procedLtres laid down in the general Direction5 given by the Charity
Commission under Section 14515llbl of the 2011 Act. and
to state whether particular matters have come to my attention.
Basls of Independent examlners, report
My examination was carried out in accordance with the general Directions given by the Charity
Commission. An examination includes review of the accounting records kept by the charity and a
comparison of the atcounts presented with those records. It also includes con5idÈration of any
unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning
any such matters. The procedures undertaken do not provide all the evidence that would be required
in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair
vieW and the report is limited to those matters in the statements below.

In connection with my examination, no material matters have come to my attention which gives me
cavse to believe that in any materlal respect..

Basis of preparation of accounts
The accounts have been prepared under the historical cost conventlon with items recognised
at cost or transaction value unless otherwise stated in the relevant notes to these
accounts. The flnancial Statements have been prepared in accordance wlth the Statement of
Recommended Practice- Accounting and Reportin8 by Charities preparing their account5 in
ccordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland
(Charities SORP IFRS10211 and with the requirements of the Charities Art 2011.
The Foundation constitutes a public benefit entity.
The Trustees are satisfied that the charity has sufficient funds to continue its activitie5 for the
foreseeable future. Accordingly, the Trustees continue to adopt the going concern basis in the
preparation of the financial statements.

Investment income is accounted for in the period in which the charity is entitled to receipt.

Charitable Artivities
Charitable activities comprise all c05t5 which are directly attributable to the objects of the
charity. Donations payable are recognised when a construrtive or legal obligation to the
reclplent has been created by the charity at the reqlsest of the Trustees.
Governance Costs
Governance cost5 comprise the costs of statutory compliance, which consist of the costs
355ociated with the Independent Examination of the Foundation's accounts.
