## INTRODUCTION 

Structure, governance and management: 

We are governed according to the "Cons�tu�onal Prac�ce and Discipline of the Methodist Church". Within the Methodist Church we belong to the Lizard & Mount’s Bay Circuit. 

Our governing body is the Church Council, which meets twice yearly usually in February and October. There are commi�ees to oversee Finance and Property, Outreach and Pastoral ma�ers with social and other events organised by the Church Leadership Team. 

## OBJECTIVES AND ACTIVITIES 

## PURPOSES 

The purposes of the Methodist Church are and shall be deemed to have been since the Date of Union the advancement of: 

- a) The Chris�an faith in accordance with the doctrinal standards and discipline of the Methodist Church 

- b) Any charitable purpose for the �me being of any Connexional, District, Circuit, local or other organisa�on of the Methodist Church 

- c) Any charitable purpose for the �me being of any society or ins�tu�on subsidiary or ancillary to the Methodist Church 

- d) Any purpose for the �me being of any charity being a charity subsidiary or ancillary to the Methodist Church 

## MAIN ACTIVITIES 

The main activities of our church are: - 

- Worshipping God through prayer, song and other acts of worship 

- The organisation and resourcing of regular acts of worship open to members of the church and non-members alike 

- The teaching of Christianity through sermons, courses and small groups focusing on prayer and/or fellowship and/or Bible Study 

- The resourcing of pastoral work including visiting the sick and bereaved Promotion of Christianity through the staging of events and services 

- Provision of chaplaincy services to local schools, care homes and other institutions as appropriate and when able 

- Social care for all

## PUBLIC BENEFIT : 

We confirm the trustees have had regard to the Charity Commission’s guidance on public benefit. 

## Vision of Church: 

To be an open, ecological & welcoming family Church with a broad vision; a united and Christ centred Church being committed to growth and change; spreading the faith; to know Jesus and make Him known. 

## Goals of Church: 

To be a healthy, dynamic and growing family of God; integrating new people into the life of the Church; increase the appeal and attraction of the building through focusing on the appearance of the chapel; outreach and servicing the community; letting the building to more external groups; Eco Gold Award. 

## Achievements: 

- Community meals: Served on Mondays and Wednesdays with food donated and bought by the Church and cooked on premises by a team of volunteers; 

- Care for homeless and vulnerable: a shower and a washing machine are available along with free clothing, food, a listening ear and practical help; 

- Distribution of donated food either from Church or left outside in boxes for all to take; clothing bank: seasonal clothes and shoes for those in need; 

- Pick up mini bus: collecting those who can no longer drive nor walk to the Sunday service; 

- Community outreach: regular events where the whole community of Helston and the surrounding area partake in activities; 

- Eco Church silver award: everything gets recycled and wastage has been vastly reduced demonstrating Christian principles on the environment; regular Fair Trade stalls held by Estelle Turner; 

- An army of volunteers: from the Church congregation to the Navy and the town. 

## Fundraising Events: 

- Concerts & Talks: from the town band or local historians to internationally renowned artists; 

- Coffee mornings: for any charity asking to hold a coffee morning at Church; 

- Auction: a very successful and popular way to offload the surplus Christmas presents as a church fundraiser; 

- Jumble sales: part of a coffee morning or on its own, usually ending up generously handing out the goods, especially babies and children items. 

## Clubs - Groups: 

- Pastoral Team: visiting homebound people to chat and pray with them and "keep an eye" on each member of the congregation; 

- Fellowship Groups: eight Bible study groups held at homes, Church and online; 

- Church Musicians and Worship Groups: the Church is very blessed to have three talented organists along with several musicians and singers; 

- Youth Club: two groups 7 to 11yrs & 11yrs + engaging in Christian and social activities on alternate Fridays in term time; 

- Junior Church: two groups 3 to 11yrs & 11yrs +, each Sunday morning for Sunday school; 

- Messy Church: once a month, Christian and social activities for children with their parents; 

- Tiddlers: Every Wednesday in term time, a group for parents with their baby and toddler to share problems and solutions over a cuppa;

- Open the Book: using a book for children of rewritten Bible stories, some volunteers visit primary schools to read them stories and invite the children take part. 

## Community use of Church: 

- CAP Debt Centre: advice on money matters and courses to help with job applications and money management; 

- Community Market: garden and baked products and some crafts on sale each Friday; 

- Hosting Age Concern: who offer lunch to senior people each Monday; 

- Busy Bees; knitting and crafting for charities and the community while having a get together and a fantastic Victoria sponge cake; 

- MP Surgery: the Church offer the area MP to enable them to meet with the community; 

- Flora Day Dance Practice & Clothing Fittings: where else? The Church is the largest building in town. 

## Communication within the Church and local Community: 

- Notices: weekly printed or emailed publication destined to the congregation and interested parties to inform about the multiple church activities; 

- Central Circular: a quarterly magazine; 

- Leaflets: produced by Central about Christian festivals, events and activities; 

- Facebook page updated with news and events. 

## Epworth Centre: 

- An internal organisation within the Church; a place for friendship, service, witness and care where we aim to see new visitors and guests at worship. 

## Groups - Activities: 

- Stitch in the Ditch: most Tuesdays; sewing and knitting in a get-together in support of women’s mental health; 

- Four theatre Groups: Act1 on Tuesdays and Saturdays; Helston Theatre on Mondays and Fridays; Thursday Night Theatre on Thursdays; and LAMB Theatre Group; 

- Flower Fanatics: held quarterly with demonstrations by invited quests; 

- Care for Carers: once a month, offering carers, and those being cared for, a break around games, songs, activities and tea.

## FINANCIAL REVIEW 

The income and expenses of the church for the year ended 31 August 2025 are as set out in the attached accounts but your attention is drawn to the following: 

- Income for the church: £165,034 (2024: £141,955) 

- Income for Epworth Centre: £110,019 (2024: £46,640) 

- Total income for Central Methodist Church: £275,053 (2024: £188,596) 

- Money spent during the year on community meals, general benevolent support for the 

- community and shoes for the local children: £14,151 (2024: £11,868) 

- Expenses for the church: £120,604 (including *) (2024: £146,593) 

- Expenses for Epworth Centre: £125,837 (2024: £33,411) 

- Total expenses for Central Methodist Church: £246,442 (2024: £ 180,004) 

- Donations and gifts £3160.44* (from general church funds). (2024: £3,843) 

- In addition, the church donated £7,955 (2024: £3,160) to other charities from events and collections during the year, as set out below: Church Charity Donations from events and collections (goods and money) were made to: Action for Children; All We Can ; Transform Trade; World Vision; Easter Offering, Children’s Hospice South West, Cornwall Hospice Care, Penzance Charities, Flora Day Association, Shelterbox for Lent, CAP, Fairtrade Foundation. 

## RESERVES 

Fund balances 

As at 31 August 2025 cash and bank balances held by the church were £170,547 (2024: £115,445) but this includes £6,720 held for restricted purposes. £134,821 in general funds gives approximately 12 months’ cover for expenditure in an average year.

The Charity’s annual report and accounts for the year ended 31 August 2025 have been prepared in accordance with SORP(FRS102) as updated, being the current version of Accoun�ng and Repor�ng by Chari�es: Statement of Recommended Prac�ce.

## Public Beneft 

Structure, Governance and Management 

The governing document for the Church is the Deed of Union (1932) and Methodist Church Act (1976) 

Detailed governance arrangements are outlined within the Cons�tu�onal Prac�ce and Discipline of the Methodist Church by order of the annual conference (CPD). 

Day to day management of the church is undertaken by the Church Leadership team along with the Minister. 

The Trustees are appointed at the Annual Church Mee�ng. 

## Trustees' Responsibili�es 

that give a true and fair view of the Church's financial ac�vi�es during the year and of its financial posi�on at the end of the year and to prepare an annual report for that year. In preparing these financial statements, the Trustees have: 

- selected suitable accoun�ng policies and applied them consistently using the accruals method 

- made judgements and es�mates that are reasonable and prudent 

- followed the applicable SORP and accoun�ng standard, SORP(FRS102) as updated 

- adopted the going concern basis 

The Trustees are responsible for keeping proper accoun�ng records which disclose with reasonable accuracy at any �me the financial posi�on of the Church and enables them to ensure that the financial statements comply with the law. They are also responsible for safeguarding the assets of the Church and ensuring their proper applica�on under charity law, and hence for taking reasonable steps for the preven�on and detec�on of fraud and other irregulari�es. 

## Trustee Training 

and the role of Trustees is given to the Church Trustees at various mee�ngs and/or training sessions. 

## Related Par�es 

The Church is part of the Lizard & Mount’s Bay Circuit, which is part of the South West Peninsula District and is also accountable to the Methodist Conference. None of the trustees made a gi� of land or substan�al other asset to the Church during the year or seek to influence the Trustees.

## Risk Management 

required. There is a regular annual review process undertaken and recorded. 

Income and Expenditure is being monitored in total and is compared with the approved annual budget on a half yearly basis to detect trends as part of the risk management process to avoid unforeseen calls on reserves. 

## Safeguarding 

Every person has a value and dignity which comes directly from the crea�on of male and female in God’s own image and likeness. Chris�ans see this poten�al as fulfilled by God’s re-crea�on of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm. 

Methodist Connexional prac�ce outlines commitment to the following principles: 

- the care and nurture of, and respec�ul pastoral ministry with, all children, young people and adults 

- the safeguarding and protec�on of all children, young people and adults when they are vulnerable 

- the establishing of safe, caring communi�es which provide a loving environment where there is informed vigilance as to the dangers of abuse. 

- We will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records disclosures and registra�on with the relevant ve�ng and barring schemes. 

- We will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, coopera�ng with the police and local authority in any inves�ga�on. 

- appropriate ministry of informed pastoral care. 

- We will seek to challenge any abuse of power, especially by anyone in a posi�on of trust. 

- • We will seek to offer pastoral care and support, including supervision and referral to the proper authori�es, to any member of our church community known to have offended against a child, young person or vulnerable adult. 

- In all these principles we will follow legisla�on, guidance and recognised good prac�ce 

Central Methodist Church Helston commits itself to ensuring the implementa�on of Connexional Safeguarding Policy; government legisla�on, guidance and safe prac�ce in the circuit and in the churches. 

Central Methodist Church Helston commits itself to the provision of support, advice and training for lay and ordained persons that will ensure people are clear and confident about their roles and responsibili�es in safeguarding and promo�ng the welfare of children and adults who may be vulnerable.

## Reserves Policy 

The Reserves Policy for the Church is to hold a minimum sum equivalent to six months’ average expenditure. The Designated Property Fund should be sufficient to meet any unforeseen item of major expenditure on the church building to be able to con�nue, in the short term, funding planned ac�vi�es in the event of any inability to raise the full expenses including the assessment payable to the Circuit.  We have only one direct employees below NI/tax threshold and therefore no requirement to provide for redundancy.
