It is part of the Diocese of Chelmsford within the Church of England. The Parochial Church Council is a body corporate (PCC Powers Measure 1956 and Church Representation Rules 2006) and a charity currently excepted from registration with the Charity Commission. The church currently operates from within the former vicarage at 213 Manners Way, in what is referred to as the 213 project, or just "213." PCC members who have served at any time from APCM 2023 until the date this report was approved are: - Revd Colin S Baldwin (Priest-in-charge) - Sue Reynolds (Churchwarden) - Allan Lassam (Churchwarden) - Sandra Bull (Deanery Synod) - Steve Palmer (until 2026) - Vi Baldwin (PCC Secretary) ## Structure, Governance and management: The method of appointment of PCC members at Saint Stephen’s is in accordance with the Church Representation Rules. At Saint Stephen’s the membership of the PCC consists of the incumbent, churchwarden and those elected by members on the electoral roll. Saint Stephen’s actively encourages all eligible members to register on the electoral roll and stand for election in order to reflect our small but diverse congregation. ## **Aims and Purposes:** Saint Stephen’s Parochial Church Council has the responsibility to co-operate with the incumbent, Revd Colin Baldwin, in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC also have the responsibility for the maintenance and care of the church buildings, 213 Manners Way and associated land, including the adjacent play space. We value story, relationships, scripture, mission, worship, creativity, respect and integrity, inclusivity, generosity, play and promoting a life balance of rest, work, play, worship quiet and prayer. ## Objectives : Performance : Activities Our aim is to provide a place for the community; creating an environment that is both supportive and encouraging; where peace and the relevance of God throughout life can be found for all people - of faith or none. We seek to engage with and serve the community in all kinds of ways. Growth has probably been slower than hoped but there has been much activity on the campus, supporting people in need, operating the community fridge on weekdays, reducing waste, celebrating 75 years of Saint Stephen's Church on the site, developing plans for the refurbishment of the church building. The biggest project was the demolition of the garage and building of the coffeehouse and public access to community fridge. For 2025 the PCC aims to begin works on site for the refurbishment project, achieve more regular participation in the garden and build on the customer base and associated activities for the coffeehouse. The main objectives for the PCC, were to: - make more use of thegarden for the community the garden project - promote widely the Community Fridge - progress development of new building project The PCC is aware of the Charity Commission’s guidance on public benefit. The PCC believes Lifestreams...‘living life to the full’ page 2 it provides a benefit to the public by: - Providing resources and facilities for public worship and prayer. - Providing support in the community and by providing pastoral care for residents, workers and visitors within the Parish. - Providing a warm space and support services for those who are struggling with cost -of-living issues - Promoting Christian values to the benefit of individuals and the community as a whole. ## **AGENDA** ## 1.00 Preliminaries ## 2.00 Electoral Roll - Report on revised roll As it is the sixth year of the ecclesiastical cycle, the electoral roll had to be fully revised. There were 28 people on the roll for 2024. As at 2025 there are 13. ## 3.00 Annual report on the proceedings of PCC PCC meets regularly during the year - minutes of the meetings are available. During the summer these take place on site while during the winter months we utilise 'Zoom' in order to reduce our carbon impact. PCC takes seriously Safeguarding, Health & Safety and environmental issues and reviews the relevant polices annually. ## 4.00 Financial statements of the PCC We are grateful for the generosity of those who attend worship and donate to the mission of the church. The rent of the flat and church and office have been consistent and help with covering essential costs. Thanks to KMAC and Church of Pentecost for positively helping out with covering extra energy costs. Income was higher this year because of some one off grants, and expenditure down because we did not have major renovation works. Other than that, funds remain on a similar level to the previous year. We are dependent upon grant funding for much of our planned activities and mission. Grants raised for 2024 for Saint Stephen's, totalling £42,885, cosist of: Co-op Community Fridge Investment Fund / Hubbub towards Project leader salary AugDec 2024 £4,992 Fowler, Smith & Jones Trust towards Project Leader salary end 2024 £2,000 Postcode Places Trust towards Garden Leader salary £2,500 Nineveh towards Garden leader salary 2025 £3,380 Food Hub towards garden work, activities and 2 x 32 staff hrs to deliver £9,000 VCSE / Groundworks Independent Energy Assessment National Lottery for Garden and Project leader salaries £19,379 Essex Community Fund towards Project Leader salary 2025 £1,634 Please refer to examined accounts pages 13ff. ## 5.00 Churchwardens’ report including Fabric, goods and ornaments It is my great pleasure to present the report this year. It has been another busy year; although we are only a small PCC in numbers we work well together and with Colin and Vi to keep Saint Stephen’s going. The Garden Project is thriving and the garden itself looks wonderful; thanks to all those who put so much effort into making the Garden so special. Workshops are often arranged during the school holidays and the children all seem to gain from activities in the garden. Many adult visitors find the garden a great source of relaxation in the summer months. Lifestreams...‘living life to the full’ page 3 A few weeks ago we had a working group tidying the polytunnel, this now looks much better. Many thanks to all those who took part. The Community Fridge is a boon to many folk, as will have been echoed in Dawn’s report. ## 7.00 Election of representatives for PCC ## N/A ## 8.00 Appoint independent examiner Friday evening worship continues at full strength although there will be a gap for a while with Colin on sabbatical. Numbers attending have remained strong although we have lost a couple of people recently. It is hoped to recommence worship next May when it may be possible to switch worship to the church itself, all being well. As far as I can recall we only had one session of worship in the Garden itself last year mainly due to the difficulties of setting up all the apparatus. People certainly look forward to the comradery and informality of worship. Wednesday morning communion continues once a month at 213 and again is well attended and much anticipated.
