Trustees, Annual Report
The trustees presenttheirannual reporttogetherwith the financial statements for the
yearended 31 M8rch 2025. The report provides an overviewof Abbeyview Community
Athletics Track's IAVCAT) activities. achievements. and financial position in accordance
with the Charities Act 20118nd the Charities SORP IFRS 102).
Objectives and Activities
The charity's obj6Ctiv8s from its Constitution are:
The 8dvancement of the amateur sport of athletics in Hertfordshire for the public
benefit by the provision of or assistance in the provision of facilities for
partiClP8tion in the sport of 8th16ti¢s.
In practice, this refers to the operation of the Athletics Treck situated in Verulanium
Perk, StAlb8n8.
Following 8 spending rewew byStAlb8ns District Council in 2023, this Was deemed
uneconomical and was to be closed. The charitywas established to take on the
operations of the track so that the people of St Albans and the local area could benefit
from the physicaland mental health benefits of participating in athletics.
Achievements and Performance
In January 2023. under pre88ure from Council fin8nci81 constraints, the trackwas
threatened with closure. Forthe followingfifteen months it operated very limited hours
and was only available to clubs and groups. AVCAT was established from existing user
groups and took over managementof thetr8ck in April 2024.
StAlbans Track is the home of StAlbans AC and St Alb8ns Striders and regular users
include Athen8 Women's runningclub. StAlb8ns Speci8l Olympics, Chlldr8n's Holiday
Clubs, Scouts, Footb811, Triathlon. Rugby Referee training, Paralympic throws athlete8
and The Running Channel.
StAlb8ns Track c8n now be booked as exclusive use, shared use or at certain times is
open forthe general public to come and participate in athletics.
Takingover in Aprilwas always goingto be a tough start. aswe launched straight into
the peak season forathletics.
Within the 1" 6 months of operetion. we hosted 30+ school athletics matches and
sports daysfor primary and second8rys¢hools, 2 Athletics League matches with

Charity Registration Number: 1207500
athletes attending from across the region and enabled primary and secondary school
PE lessons totake place on the track. These events. combined with our regular users,
meantthat around 30,OOOvisitswere made to thetrack between April and September
2024. 30,000 opportunities for people to work on their fitness, socialise 8nd improve
their ment8l health.
In September 2024 we resterted public access sessions (overseen by volunteer duty
managersl after a busy summer season, with 113 bookings in September, risingto an
average in Decemberthrough to March 2025 of 250 bookings a month. The number of
slots avaliable for public running has been increasing as more volunteers are found to
oversee sessions.
Alongside the day to d8y operations, we have been negotiating with St Albans District
Councilfor a longerterm lease on the facility and discu8sing plans with user groups for
better temporary facilities. The only provision we have currently are seven portable
toilets and one shipping container for shelter.
Faclllty malntonance v4nd Improvem8nt8
When we took overthe track, there were still a numberof outstandlng m81ntenance
issues that we had identified prior to handover. In Conjunction with St Albans District
Councll we have overseen the repalrs to the tr8ck 8urf8ce and in February 2025 we
worked with coun¢ilwho paid forthe floodlights, which V￿re in poor condition, to be
upgr8ded to LED.
Other improvements that bve have been able to make include:
New'Wel¢om8' and Track Rules. signage
Replecement Longjump, High Jump and Pole Vault covers
Rebuilt the Pole Vault bed for Improved s8fety
Day to day maintenance. and preparation for events is carried out by8 group of
volunteers from the maln users, alongside AVCAT volunteers. Feedback. regarding
mainten8nce, from all ofthe groups usingthe track has been positive, and in particular
the schools athletics leagues have appreciated the fact that there are volunteers to
help with equipment setup.
Plans forftrture
Movingforwardsto our 2 year, wewill be forminga closer relationship with Active
Trainingworld IATW) which will see us co-ho8tth8 StAlbans Half Marathon Fun Run
and a Wheelchairtrack session.
We viill also be submitting planning permission to StAlbans District Councilfor better
