**Dartmoor Pony Society Trustees’ report for the year ended 31 August 2024**
The Trustees present their report and accounts for the year ended 31 August 2024.
The accounts have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the charity’s memorandum and articles of association, applicable law and the requirements of the Statement of Recommended Practice, “Accounting and Reporting by Charities” issued in 2005.
## **Structure, governance and management**
The Society is a company limited by guarantee with charitable status and without a share capital. The Society is governed by a Council which normally consists of a Chairman and twelve elected standard members. The Chairman shall hold office for a maximum of seven years. The standard members of the Council shall continue in office for a three-year term. Standard Council members may stand for two consecutive terms after which they must take a year off before being eligible for re-election.

The members actively review the major risks to which the Society is exposed and are satisfied that systems are in place which provide reasonable, but not absolute assurance against material misstatement or loss.
## **Objective and activities**
The Society’s principal activity during the year was the continuance of its charitable objective, namely to encourage, promote and improve the breeding of the Dartmoor pony to ensure the preservation of the breed for the public benefit. The good temperament of the breed allows a very wide range of participants to benefit from the work of the Society.
The Dartmoor Pony Society encourages and promotes the breeding of registered pure bred Dartmoor ponies throughout the world and on Dartmoor itself. The registration of pure-bred stallions, mares and geldings are recorded in the Dartmoor Pony Society’s Stud Book.
Through the provision of e.g. regular study days and virtual open evenings for members, the Society works to educate and inform on relevant issues including conformation of the Dartmoor pony, the health and welfare of ponies and the production of Dartmoor ponies as a child’s pony under saddle. Participation by members of all ages and abilities is actively encouraged and proactive involvement develops members overall knowledge. Seminars for judges play an educative role, which further promotes these aims.
Grants are awarded to members at the discretion of the Passport Officer to enable members to attend shows, to encourage good breeding, help with travel and promoting the Dartmoor Pony and to geld surplus males to make Children’s riding ponies.
## **Achievements and performance**
The Dartmoor Pony maintains its popularity for all disciplines but is first and foremost a first-choice children’s riding pony. They are great all-round ponies, often becoming a member of the family and prove easy to produce for any job they are asked to do. Success has been accumulated by ponies in a multitude of competition disciplines, right through from grassroots level to some of the major championships of the season.
At the August 2024 year end, membership of the Dartmoor Pony Society stood just short of 500 which was a rise from around 420 at the 2023-year end. In 2023, the Society registered 158 ponies; 69 of which were pure bred fillies, 70 of which were pure bred colts/geldings, 7 part bred fillies, 3 part bred colts/geldings, 4 SR fillies and 2 SR colts. 8 SRD mares were accepted into the scheme. There was 1 late registration, which was born in 2022. A DNA profile and parentage tests against the sire and dam are required for any progeny not registered by the end of the calendar year following their birth. 14 stallions were licensed in 2023, along with one stallion bred abroad being licenced to DPS rules. 222 pure bred transfers were processed in 2023, slightly up on the 2022 number of 216, showing there continues to be a strong demand for Dartmoor ponies for a wide range of uses. Council meetings continued to be held virtually, at least sixteen times per year, allowing for DPS members from around the UK to represent a wider array of members and keep meeting costs at zero.

## **Achievements and performance (cont’d)**
Classed as ‘At Risk’ on the Rare Breed Survival Trust register of endangered breeds, the Society benefits from a grant from the Horserace Betting Levy Board to which the Society is indebted. They have given grant funding to promote education and breeding through several different initiatives. These include a Gelding Grant of £100, a Mare Travel Grant of £25 which helps mare owners with the expense of travelling to a Premium or Super Premium Stallion. HBLB funding also covers the expense of DNA testing of all colts/stallions for which stallion licenses are applied. This initiative is invaluable as parentage checking, at least against their sire, is now possible for all of those licensed. Funding also helps the Society with the expense of the DPS/Duchy Moorland Scheme, including cost for Stallions running on the Newtake, Drift costs and subsidies for SRD1 & SRD2 mares. Funding also contributes to Society publicity, holding members’ study days, judges’ seminars and online presentations, all of which are much appreciated by those who attend.
The first event of the accounting period at which Dartmoor Ponies attended was the Horse of the Year Show. Thirty-one Dartmoor Ponies qualified for this across the various ridden classes. An amazing achievement for the breed in comparison to the number of ponies bred each year. Dartmoor ponies proved their worth in the mini ridden classes once again, with the top place in the Colne Mountain & Moorland Lead Rein Pony of the Year going to Springwater Tactician with his rider, Finley Clay. Handled and produced by Craig Elenor, Tactician is owned by Heather Clay and bred by Nicola Tyler. Twelve Dartmoor ponies came forward for the NPS Baileys Horse Feeds Ridden Dartmoor Pony of the Year, which was won by Westown Wild Fire, ridden by Sarah Parker for his owner-breeder, Sarah Weston.
Five Dartmoor ponies qualified for the BSPS Supreme Heritage M&M Ridden Pony of the Year, held at the London International Horse Show in December. Taking the best of breed award was Chelsea White’s Coppinshill Commemoration ridden by Harlow White and bred by Bev Simcox. Harlow was also awarded the Heniarth Trophy for the highest placed pony ridden by a rider aged eighteen and under.
At the end of 2023, Viv Brown retired from her role as Passport Administrator, after twenty years of service for the DPS, both as Secretary and latterly, Passport Administrator. Viv, along with her husband Tom, ran the DPS Office very diligently and their years of experience and knowledge will be greatly miss to the Society. In January, Christine Lovat was welcomed as the new Passport Officer. Christine comes from an equine background, coming full circle back to Dartmoor ponies, having worked at the Hopelaws Dartmoor Stud in the Scottish Borders during her formative years. Christine works alongside Secretary, Chris Grant and Treasurer, Paula Benford, and together they all keep the DPS running on a daily basis.
The 2024 AGM was held at the end of February in Exeter and saw more changes for the Dartmoor Pony Society. Following in depth discussion in Council, the incorporation of the Dartmoor Pony Society as a Registered Charity was put to the membership, which was overwhelmingly supported by the members. The formal process is now complete and the DPS is now a Registered Charity in England and Wales. Following a long tenure as President, Mrs. Elizabeth Newbolt-Young of the Shilstone Rocks Stud, stood down from her role. The Council nomination for President during 2024 was Mr. Keith Locke, who was voted in by the membership. Mrs. Nicola Tyler was re-elected to serve as Chairman, again, nominated by Council and voted in by the membership. Four councillors; Lewis Anderson, Paul Davis, Gaynor Rossall and Alison Wilmot were elected to join the Council. Together they bring a wealth of experience to the table, being a mixture of new faces and those returning to serve another term on Council. Throughout the year, Council have met on sixteen occasions, and together they have initiated some great new schemes and been very active in ensuring progression of the breed and Society. Looking forward, the Dartmoor Pony Society will celebrate its Centenary in 2025, timed perfectly with the Fourth International Convention, both events giving the Council the opportunity to bring ideas to the table and plenty of work awaits as plans begin to take form in preparation for this double celebration.
The AGM concluded with the presentations of the 2023 DPS annual awards. The awards were well contested throughout the year. The stallion of the year award was presented to Moortown Crusader, owned and bred by John Jordan and family, the mare of the year also being awarded to John Jordan and family for Moortown Honeymoon II, with the youngster of the year award going to Springwater Mia, owned and bred by Nicola Tyler. Moortown Crusader was also presented with the leading sire of the year, whilst Cawsand Pegasis, owned by Alison Wilmot and bred by Diana Alford won the in-hand gelding of the year.

## **Achievements and performance (cont’d)**
In the ridden awards it was Newoak Rhythm and Blues who won the ridden stallion of the year for Joyce and Jacky Newbery, Springwater Lara and Laura Oughton-Auker topped the ridden mare of the year, whilst the ridden gelding saw a win, for Treworgan Commodore. The Part-Bred award was won by Ken Edwards with his homebred Langworthy Hawks Tor.
The Society’s Performance Award, kindly sponsored by TopSpec, was won by Ann Rigby’s Dykes Blue Moon, ridden by Milly Philipson. They were awarded the Allendale Trophy for the overall winner, also winning the showing section. Ann Rigby was also presented the Springtimes Shield as the breeder of the overall winner.
The Championship breed show was held at the Society’s Lady Willingdon field in Devon and exhibitors travelled from across the UK to take part in proceedings. Moortown Crusader continued his formidable form to retain the overall in-hand championship for the third successive year. Owned and bred by the Jordan family, they enjoyed a stellar day, also winning the female championship and reserve overall with Crusader’s half-sister, Moortown Touch of Magic and the youngstock championship with Moortown Hunting Girl. The ridden championship was awarded to the gelding, Coppinshill Commemoration, owned by Chelsea White, ridden by Harlow White and bred by Bev Simcox. This combination took the qualifier for the Horse of the Year Show on their way through the card. The reserve ridden champion was Moortown Hunter, who came through as mini champion with his rider, Aurora Rafferty. Regional breed shows were also held for members, these are the Midlands Dartmoor Pony Show, Northern Dartmoor Show and Eastern Dartmoor Show.
Dartmoor Ponies acquitted themselves well at all the Championship Shows this season, with some major championships being won by breed representatives. This began at the Royal International Horse Show with Katy Marriott-Payne piloting Felicity Thompson’s Salcombe Frowder Cove to win the BSPS Heritage open M&M ridden Dartmoor/Exmoor/Shetland class. Dartmoor ponies triumphed in the respective lead rein and first ridden classes of the BSPS Pretty Polly Heritage Mini Ridden with the championship being awarded to the Lead Rein victor, Parkbourne Picasso, owned by Donna Pearson, ridden by Naeve Mae Catterall and bred by Sue Hughes. Lowlandview James Bond ridden by Harriet Lomas. The first ridden winner and reserve champion was Senruf Honey Bear, owned by Ryan Baxter, ridden by Amelia Baxter and bred by Nicola Shuttleworth. Charlene Mennie’s Part Bred Dartmoor, Newoak Midnight Blue, bred by Joyce and Jacky Newbery went through the card to win the Lead Rein Pony of Hunter Type, Supreme Mini Ridden Pony and Reserve Supreme Pony of the Show for his rider Violet Mennie.
The Annual Diary continues to be published and is sent to all Society members in the Spring. The book is a very popular initiative with articles from members and the opportunity to advertise studs, as well as individual ponies and commercial businesses. It is an excellent record of DPS events throughout the year and makes a wonderful reference and source of information in years to come.
## **Financial review**
Results for the year ended 31 August 2024 are given in the Statement of Financial Activities. The assets and liabilities are detailed on the Balance Sheet. The Statement of Financial Activities shows a net inflow of funds for the year of £12,823 (2023 - £7,724). This added to the funds brought forward gives a surplus to carry forward of £310,367.
The Trustees regard the financial performance of the charity in 2023-2024 to be satisfactory.
## **Reserves policy**
The Charity operates two main funds. The general reserve (unrestricted fund) has arisen from past operating results. The Trustees have examined the requirements for unrestricted funds and consider that there are adequate resources to allow the Charity to maintain its operational capacity for the foreseeable future, given the circumstances in which it operates. A restricted fund of £2,000 was set up for Genetic Research and £50,000 is held on deposit for emergencies
## **Asset cover for funds**
An analysis of the assets attributable to the various funds is included within the financial statements. These assets are sufficient to meet the charity’s obligations on a fund by fund basis.

## **Statement of trustees’ responsibilities**
The trustees, who are also the directors of Dartmoor Pony Society for the purpose of company law, are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period.
In preparing these financial statements, the trustees are required to:
- select suitable accounting policies and then apply them consistently;
- observe the methods and principles in the Charities SORP;
- make judgments and estimates that are reasonable and prudent;
- state whether applicable UK accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
- prepare the financial statements on a going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the charity’s Constitution. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responsible for the maintenance and integrity of the charity and financial information included on the charity’s website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

I report to the trustees on my examination of the accounts of the charitable company for the year ended 31 August 2024 which are set out on pages 6 to 15.
## **Responsibilities and basis of report**
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act').
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under Section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under Section 145(5) (b) of the 2011 Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
- accounting records were not kept in accordance with Section 386 of the 2006 Act; or
- the accounts do not accord with those records; or
- the accounts do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or
- the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities (applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102)).
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

The members have not required the company to obtain an audit in accordance with section 476 of the Act.
The trustees acknowledge their responsibilties for complying with the requirements of the Companies Act 2006 with respect to accounting records and the preparation of accounts, and for
preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company.
The accounts have been prepared and delivered in accordance with the special provisions applicable to charitable companies subject to the small companies regime.

## **1 Accounting policies**
## _**Basis of preparation**_
The financial statements are prepared under the historical cost convention, with the exception that investments are included at market value. The financial statements have been prepared in accordance with the Statement of Recommended Practice (SORP): Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) effective 1 January 2019. The charity constitutes a public benefit entity as defined by FRS 102.
The charity has taken advantage of the provisions in the SORP for charities applying FRS 102 not to prepare a Statement of Cash Flows.
The Trustees consider that there are no material uncertainties about the charity’s ability to continue as a going concern.
## _**Critical accounting judgements and key sources of estimation uncertainty**_
The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Details of these judgements can be found in the accounting policies.
## _**Income**_
Income is recognised once the Society has entitlement to the income, it is probable that the income will be received and the amount of income receivable can be measured reliably. Cash donations are recognised on receipt. Other donations are recognised when the Society has been notified in writing of both the amount and settlement date unless performance conditions require deferral of the amount. Interest on funds held on deposit is included when received.
## _**Expenditure**_
Expenditure is accounted for on an accruals basis.
Liabilities are recognised where it is more likely than not there is a legal or constructive obligation committing the charity to pay out resources and the amount of the obligation can be measured with reasonable certainty.
Support costs, including governance costs, have been allocated to activity cost categories on a basis consistent with the use of resources e.g. staff costs by time spent. Governance costs comprise all costs involving public accountability of the Society and its compliance with regulation and good practice.
## _**Tangible fixed assets**_
Tangible fixed assets are measured at cost less accumulative depreciation. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows:
Fixtures and equipment 20% per annum on the reducing balance Buildings mainly wooden in structure Straight line basis over 20 years.
## _**Fixed asset Investments**_
Fixed asset investments are stated at market value as at the balance sheet date. The Statement of Financial Activities includes the net gains and losses arising on revaluation and disposals throughout the year.

## _**Stocks**_
Stocks are measured at the lower of cost and estimated selling price less costs to complete and sell. Cost is determined using the first in first out method. The carrying amount of stock sold is recognised as an expense in the period in which the related revenue is recognised.
## _**Fund accounting**_
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
## _**Taxation**_
The charity is exempt from corporation tax on its charitable activities.
