Trustees Annual Report for the Year Ended 31 March 2025
The trustees present their report along with the financial statements of the charity for the year ended 31 March 2025. The statements have been prepared in accordance with the statement of recommended practice for Accounting and Reporting by Charities.
Constitution and Objects
Plumstead Islamic Centre was Registered with Charity Commission since 06 February 2024 as a CIO registered Charity No.1206899.
The objects of the charity are:

For the public benefit.

To advance the Islamic faith in Plumstead and the surrounding area.

In particular (but not only) by providing education in:

3.1. Quranic studies.

3.2. Tafsir (Qur’an explanation/interpretation).

3.3. The Arabic language.

3.4. Other related topics.
Organisation
The charity is governed by its constitution. The trustees named on page 1 served throughout the year. New trustees may be appointed by the existing trustees in accordance with the constitution, including to fill vacancies and to ensure the board has an appropriate balance of skills and experience. The trustees are responsible for the charity’s strategy, governance and oversight, and they delegate day-to-day administration as appropriate.
Reserves and Reserves Policy
Plumstead Islamic Centre is committed to using its resources in pursuit of its charitable objects. It is also committed, however, to maintaining a level of reserves that is prudent to meet ongoing liabilities, sufficient to ensure that all service delivery commitments can be met and to protect the long-term future of our operations. Plumstead Islamic Centre’s reserves policy seeks to balance these priorities by holding a level of reserves sufficient to:

Ensure the availability of sufficient working funds in hand.

Provide a cushion in case of unexpected loss of income to ensure that services can be maintained.

Provide sufficient funds for an orderly winding-down in the event of a need to cease activity.
The trustees review the situation on a regular basis and take immediate corrective action as and when necessary.

Risk Statement
The trustees have considered the principal strategic, operational and financial risks faced by the charity. Appropriate controls are in place, including oversight of income and expenditure, review of significant decisions by the trustees, and monitoring of the charity’s activities and compliance obligations. Risks are kept under review and actions are taken where needed to mitigate them.
Trustees Responsibilities in Relation to the Financial Statements
The Charities Act 2011 requires the trustees to prepare financial statements for each financial year that give a true and fair view of the charity’s financial activities and financial position for that period. In preparing those financial statements, the trustees are required to:

Select suitable accounting policies and apply them consistently.

Observe the methods and principles in the Charities SORP (FRS 102) and state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and

Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation.
The trustees are responsible for keeping adequate accounting records that disclose with reasonable accuracy the financial position of the charity and enable them to ensure the financial statements comply with legal requirements. They are also responsible for safeguarding the charity’s assets and for taking reasonable steps for the prevention and detection of fraud and other irregularities through appropriate internal controls.

INDEPENDET EXAMINER’S REPORT TO THE TRUSTEES OF PLUMSTEAD ISLAMIC CENTRE (CHARITY REG: 1206899)
We have examined the financial statements for the year ended 31 March 2025, which are set out on pages 7 to 10 which have been prepared on the basis of historic cost. The Trustees have confirmed that they do not hold any restricted funds and that all the funds are available to meet the charity’s objectives.
Respective Responsibilities of Trustees and Examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 and that an independent examination is needed.
It is our responsibility to:
-
examine the accounts under section 145 of the 2011 Act;
-
follow the procedures laid down in the general directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act and
-
state whether particular matters have come to our attention.
Basis of Independent Examiner’s Statement
Our examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a true and fair view and the report is limited to those matters set out in the statement below.
Independent Examiner’s Statement
In the course of our examination, no matter has come to our attention:

1) Which gives us reasonable cause to believe that in, any material respects the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act: and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or
-
2) To which, in our opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Notes to financial statements
1. Accounting policies
(a) Basis of preparation
The financial statements have been prepared under the historical cost convention. The financial statements have been prepared in accordance with Statement of Recommended Practice: Accounting and Reporting and applicable UK Accounting Standards and the Charities Act 2011.
(b) Funds structure
Unrestricted income funds comprise those funds which the trustees are free to use for any purpose in furtherance of the charitable objects. Unrestricted funds include designated funds where the trustees, at their discretion, have set aside resources for a specific purpose.
Restricted funds are funds which are to be used in accordance with specific restrictions imposed by the donor or the terms of a specific appeal at any time and under the terms for public collection of Zakat in accordance with the teachings of Islam.
(c) Charitable activities
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both the direct pay and support costs relating to those activities.
(d) Tangible fixed assets and depreciation
All assets costing more than £500 are capitalised and at historic cost. Fixed assets are stated at cost less accumulated depreciation. The freehold property is valued at historic cost and it is not depreciated.
