During the vacancy. All Saints. Parochial Church Council IPCCI has been responsible for the mission of the Church - pastoral, e￿dn￿e41Stic, social and ecurnenical. The PCC also has responsibility, with the Parish Centre Trustees. fof the maintenance of the Parish Centre. During the vacancy, HOEV Communion services have tontinued thanks to the ministry of the Revd Carol Lacey IPTO) and the Revd Dawd Hebblewhite {retiied priest with PTOI. Safeguardlng The PCC has complied with the duty under seciion 5 of the Safeguarding and Clergy Discipline Measure 2016. that 15. to have due regard to safeguarding guidance for children and vulnerable adults issued by the House of Bishops. As well as updates on Safeguarding at eath PCC meeting, an open meeting on Safeguarding was held for all members of the congregation to learn more about our safeguarding responsibilities and Cafe Church took safequarding as its theme in November 2025. To facilitate thls work it is impoTtsnt that we maintain the fabri¢ of All Saints, Church and the Parlsh Centre. This year, the PCC have continued to take part in the Minster Communtty forrnation process which has inw)Ived PCC representatives and othets from the church attending meetings about the process. Flnanclal Review The PCC'S financial posrtion remained almost unchanged this year, a le8acy of £5.CKKJ belng matched by spendin8 on the Parish Centre windows, the aUdi￿VIsUal system in church. repairs to the church organ and improvements to the lightening conductor. A fund to provide a defibrillator to be positioned outside the Parish has also been established. The most significant expenditure vR5 the Parish Contribution paid to the D￿ese of £33.IM). The Saturday 8runches and coffee momings have once again provided opportunities for sharing food and fellowship and raising money for All Saints and other worthy causes. Many thanLs to those who organise these and host the'open Church, ￿SlOn5 in church on Mondays and Wednesdays, and all those who support the various activities by their gifts and generosity. Strurture, Governance and Management The method of appointment of PCC mernbers 15 set out in the Church Representation Rule5. At All Saints, Church, the membership of the PCC consists of the incumbent, churchwardens, Deanery Synod representatives and rnembers elected by those members of the congregation who are on the electoral roll of the church. The PCC members are responsible for making decisions on all matters of general concem and importance to the parish including deciding on how the fvnds of the PCC are to be spent. The charity's trustees consider than an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to: -examine the accounts under section 145 of the Charities Act -to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145 (5)(b) of the Charities Act, and -to state whether particular matters have come to my attention. Basis of independent examiner's statement My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of the unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair, view and the report is limited to those matters set out in the statement below.
