2024 Report and Accounts for the Parish Church Council

Aim and purposes

Emmanuel Parish Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting, in the ecclesiastical parish, the whole mission of the church, pastoral, evangelistic, social and ecumenical.

Objectives and activities

The PCC is committed to establish as many people as possible to worship at our church and to become part of our parish community at Emmanuel Church. Our services and worship put faith into practice through prayer and Scripture, music and sacrament.

When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out faith as part of our parish community. To facilitate this work, it is important that we maintain the fabric of the church complex.

Achievement and performance

The number of persons attending our services is holding steady.

We continue to hold 24/7 prayers in the chapel several times during the year and these may last over a period of 7 or 10 days.

We provide meals for the homeless on Tuesday evenings and on Thursdays for young families. We also provide a food bank for those in need.

We have a group that meets once per week to provide support and activities for disabled persons.

The hall is hired out to a variety of groups within the community.

We regularly run an Alpha course and have Bible Study groups.

Financial review

Toal receipts were £140,362 of which £71,363 was unrestricted planned donations and a further £12,115 was from Gift Aid. Restricted grants and donations of £16,013 were also received, the majority of which were for the support of the homeless and poor of the parish. The freehold house at 40 Georgian Way continues to be let temporarily, which provided a gross income of £7,200.

The planned giving through envelopes and banker’s orders increased by 10%. Total income decreased by 0.2%. No legacies were received during the year.

£36,000 was spent from unrestricted funds as the parish contribution to the diocese. This was an increase of 9% This largely provides the stipends and housing for the clergy.

Net movement in funds on unrestricted funds was an increase of £34,3543. Restricted funds showed a decrease of £16,328. There was an increase of £330 in endowment funds.

Reserves policy

It is PCC policy to try to maintain a balance on free reserves (not current assets) which equates to at least 40% of annual unrestricted payments. This is equivalent to £39,205. It is held to smooth out fluctuations in cash flow and to meet emergencies. The balance on the free reserves at the end of year was £98.012.

We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community that it is.

Structure, governance and management

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity.

PCC Accountability

The method of appointment of PCC members is set out in the Church Representation Rules. At Emmanuel Church the membership of the PCC consists of the incumbent, churchwardens, curate, deacon, readers and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our services/members of the congregation are encouraged to register on the electoral roll and stand for election to the PCC.
