THE SHIRE HALL TRusr CIO Independent Examiner's Report to the Members of The Shire Hall Trust CIO Charity No.. 1206336 I report on the accounts of The Shire Hall Trust CIO for the year ended 31 March 2025, which are set out on pages 11 to 23. Respective responsibilities of trustees and examiner The charity's trustees are responsible for the p￿paration of the accounts. The charity's trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Att) and that an independent examination is needed. It is my responsibility to: examine the accounts under section 145 of the Charities Act; to follow the procedures laid down in the GenerBI Direttion5 given by the Chartty Commissioners under *ttion 145 (5)(b) of the Charities Act; and to state whether particular matters have come to my attention. Basis of independent examiner's report My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be requir& In an audit, and consequently I do not express an audit opinion on the view given by the accounts. Independent examiner's statement I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: the accounting records were not kept in accordan￿ with settion 130 of the Charities Att; or the accounts did not accord with the accounting records; or the accounts did not comply with the applicable requirements con￿mIng the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair, view which is not a matter considered as part of an independent examination. Objectives and Activities The objects of the charity as set out in the Scheme are: The provision and maintenance of a village hall for the use of inhabitants of Howden the area of benefit without distinction of political, religious or other opinions, including use for meetings, leclures and classes, and for other fomis of ￿CreatIOn and leisure time occupation, with the object of improving the conditions of life for the said inhabitants. Achievements and Performan Review f Attivities 2 24-2 The Shire Hall Trust CIO Board of Trustees is &7tisfied that in 2024-25., £$ Our work reflected our aims. £1 Our resources were well managed. £1 Members were satisfied with the service they received. Once again, we have seen an increase in both turnover and footfall, we have incwsed our regular hall users with more classes joining us alongside some great community initiatives like Memory Café, Warm Spaces and the now regular Christrnas & Company Christmas Day Dinner. Our Duty Manager Liz Neal left us in January to pursue pastures new, and we wish her all the best and thank her for her time with us. All is not lost though as she has joined our group of volunteers and is volUnt￿rIng in the office one day a week. In Febnjary Angela Wood took on the role of Bar Manager and we welcome her to the team. Steve Smythson our Venue Manager has continued to work with clients to bring both new and returning acts to the hall. He has also overseen the installation of the frontage which is now complete and we are grateful ERYC and Howden Town Council for their grants and also to the people of Howden who generously donated to our fundraising appeal. We have applied to the Town Council for a grant towards the pointing of the front of the building and have received notification we will received half the amount required. Financial Review Income Reserves Poli All of the funds of the Shire Hall Trust are used to Servi￿ its day to day operations and therefore at present there is no Reserves Policy.

THE SHIRE HALL TRusr CIO Charity No: 1206336 Trustees Annual Report For the year ended 31 March 2025 Plans for Future periods At the time of writing this, January 26, the hall is gearing back up after the post-christmas lull we have a busy year ahead with Howden Live celebrating their 40th anniversary year and some great acts coming to the hall to celebrate, Most weekends a￿ bcKiked up throughout the year with parties, shows and a couple of weddings. We have completed the poinb'ng of the front of the buildingi and our next projett is replacement windows, we have applied to Howden Town Council for a grant towards the first ten windows and are just waiting to find out, we hope to carry out this work In May 2026. Statement of disclosure of information to Independent Examiner We, the trustees of the Charity who held office at the date of approval of these financial ststements, each confirm so far as we are aware, that: <1 there is no relevant information of which the Charivs Independent Examiner Is unaware. and we have taken all the steps that we ought to have tsken as Trustees in order to make ourselves aware of any relevant information and to establish that the company's independent examiner's are aware of that informab'on. ststement of Trustees's responsibilities Charity law requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs Of the Charity and of the excess of income over expenditure of the Charity for that period. In preparing those financial statements, the Trustees are required to: select suitable accounting policies and then apply them consistently. S observe the methods and principles in the Charities SORP. make judgements and estimates that are reasonable and prudent; I stste whether applicable UK accounting standards have been followed, subject to any material departures disclosed and explained in the financial ststements; £1 prepare the financial slBtements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. Statement of Trustees's responsibilities The Trustees confirm that the accounts comply with the above requirements. The Trustee5 are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the Charity and to enable them to ensure that the financial ststements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the Charity and hence for taking reasonable steps for the prevention and detettion of fraud and other irregularities.

Accounting Convention The financial statements have bn prepared in accordance with Accounting and Reporting by Charities., Ststement of Recommended Pffittice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) (effective 1st January 2019) - (Charities SORP (FRS102)) and the financial reporting standard applicable in the UK and Republic of Ireland (FR5102). The Shire Hall Trust CIO rn￿ts the definibon of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). 1.2. Going Concern The Trustees consider the Charity to be a going con￿rn. The accounts have b￿n prepared on this basis. 1.3. Income Income is recognised when the charty has entitlement to the funds, any perfomiance conditions attached to the item(s) of income have been met, it is probable that the income will be received and the amount can be measured reliably. Income from government and other grants, whether'capital, grants or'revenue, grants, is recognid when the charity has entitlement to the funds, any performance conditions attached to the grants have been met, it is probable that the income will be received and the amount can be measured reliably and is not deferred. 1.4. Interest Receivable Interest on funds held on deF()Sit is included when recetvable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank. 1.5. Fund accounting Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors. Restiicted funds a￿ accounted for separately to each other and to the unrestricted funds of the Charity. General funds are unrestritted funds which are available for use at the discretion of the Trustees in the furtherance of the general objectives of the charty and which have not been designated for other purposes. Designated funds comprise unrestritted funds that have been set aside by the Trust&s for particular purposes. The Charity has no designated funds. 13

Expenditure and irrecoverable VAT Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third paty, it is probable that settlement will be required and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity headings: Expenditure on charitsble activities includes the costs of all activities undertaken to further the purpos of the charity and their associated supwrt costs, Costs of raising funds includes all costs relating to fundraising and the 500 Club. The Charity is not VAT registered and irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred. 1.7. Allocation of support costs Support cost5 are those functions that assist the worl( of the charity but do not direttly undertake charitable activities. Support Costs include back office costs, finance, personnel, payroll and governance costs which support the Charities attivities. Due to the level of materiality of allocating sUPPOrt costs to the costs of fundraising, these costs have all been allocated to charitsble activities. A full breakdown of all costs related to Charitable Activities has been provided in Note 5. 1.8. Tangible fixed assets and depreciation Tangible fixed assets are stated at cost less depreciation. Depreciatlon Is provided at the following rates in order to write off each asset over its estimated useful Ilfe or, if held under a finance lease, over the terms of the lea, whichever is the shorter. Rates of depreciation are as follows: Improvements to Property 250/0 straight line 1.9. Debtors Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due. 1.10. Cash at bank and in hand Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account. 14

Creditors and provisions Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of fund5 to a third paty and the amount due to settle the obligation can be measured or estimated reliably. Creditor5 and provisions are normally recognised at their sett]ement amount after allowing for any trade discounts due. 1.12. Taxation The charty is exempt from Corporation tsxats'on under Section 505(1) ICFA 1988 as an approved charity. 15
