The Circuit if govemed by the Methodist Church Act 1976. the Deed of Union aThl the Model Trust
Deeds of the Methodist Church. The purpose of the Methodist Church are and shall be deemed to
have been since the date of the union the advancement ofr.-
al The Christian Faith in accordance with the doctrinal Star￿ardS and the discipline of the
Methodist church:

organisation of the Methodist Church

to the Methodist church.
The Gornal and Sed8ley Circuit Is a group of 4 churches at the end of August 2025. 1 church is belng
used under Ilcense agreements by community groups and an Independent evan8elical church.
The Clrcult meetin8 is held hvo to three tlmes each year, has 8Sven careful consideratlon to the
Charity Commission's general guidance on publlc benefft and. in particular, to its supplementsry
publlc benefit guidance of advancing our objectlves as set out above.
The Trustees confimi tIRt they have complled with the duty under the CharitSes Act 2022 to have
due regard to the Charity Commissions general guldance on publlc benefft.
Premlses are ava51able to other organisations that need somewhere to meet. Some churches have
long tenn tenants. Uniformed or8anisatK)ns a￿ affiliated to Some of our churches and meet on
church premlses. Other outreach artlvltles and rdlsing money for other charftles.
Safe8uardlng
The Methodist church works in partnership wlth other Chrlstlan Churches and other agencles in
delivering safeguardin8.
Each church in the Circuit appoints a safeguarding reP￿SentatIVe and the Circuit appoints a
Safe8uarding Officer to coordinate polices. prartkes and training which promotes safe prartice
amongst children and vulnerable adul
Rlsk Management
All Churches and Manses are the subject of quinquennial Inspections and the reports on each are
reviewed by the Circuit as well as the local Trustees. Attion is taken to reduce the risks of injury to
all who have a legltlmate purpose to be on these premises.
Flnancial Revlew
The Circuit prepares ￿eipts and payments actounts. The Circuit budget Is prepared by first
anticipating the expenditure forthe forthcoming year then deterniining how that sum will be raised.
Sufficient fi&nds will be maintsined to meet daY-t￿daY operating expenses. induding stipends and
manse costs. They ￿￿11 be topped us a required by wtthdrawal from the Model Trust Fund.

Reser¥es Polky
The general fvnd derive5 its incomes principally from the church contributions (known as
asse55ments). This finances the day to day runnlng costs of the circuit. The Circuit believes that it
should ensure that it has income and reseNes sufficient to cover the stipends and manse costs of its
Ministers and Community Worker.
Changes
At the I September 2025. the Gomal and Sedgley Circuit will be known at the Anthor Circuit. All
assets will come under th￿ umbrella. The Anchor arcult w511 be merging with the Blackheath and
Halesowen Clrcult, whlch wlll be the receivin8 charity (charity number 11348741. The name should
be In place. at the latest. by September 2026.
