- 3.1 The purposes of the Church are:

The church meets weekly on Sundays at 10:30am. This service is open to members and non-members and provides opportunity for people to offer worship to God, to hear Christian preaching and teaching and to meet and have fellowship with others. On a practical level, the maintenance team, which is a collective of men and women from within the wider church membership, have worked to maintain the buildings and ensure they remain fit for purpose, enabling the church to carry out its objectives effectively.

Section D Achievements and performance
Summary of the main achievements of the charity during the year
This report is related to the first year of the charity’s operation and, whilst Ebenezer Machen has existed for generations in the village, we have been pleased to see how the work has evolved over the first period of its operation as a CIO.
The church has grown significantly over the past year and we have reached a point where our regular services are reaching the capacity of the buildings that we use. We have had significant interest from the general public with a number of people coming to regular and other events to join in and explore the church in and open and welcoming environment.
Regular women’s events provide an opportunity for women from the village to join in a social event with a core message about the love of Jesus and their value and worth as individuals and members of the wider community.
Giving and supporting mission
It has also been a blessing to be able to support other works and make contributions to the hard work that others are undertaking at a local and international level. We made sure that we are using the charity’s resources responsibly and generously in this respect and have taken into account the Commission’s public benefit guidance when making our decisions.
The appointment of our Church Missionary worker in November 2024 has been a key milestone for us and it has been exciting to see the work that we have been able to do flourish as a result. The church missionary worker has run a number of events within the church and reaching out for the benefit of the public over the period since appointment. Examples include youth meetings and women’s events for the community.

Section E Financial review
The charity endeavours to keep a minimum of £5,000 in the Church Brief statement of the Deposit account (equivalent to 3 months of expenditure). This figure charity’s policy on reserves seems to represent a prudent and sensible balance between holding funds unnecessarily that could be better used in other ways and ensuring that there is enough resource available to cope with needs that arise in the short term (e.g. remedial building work, or other unexpected requests for support).
At the year end, the charity held unrestricted cash of £66,000. These funds have accumulated in the last few years as a result of donations to the church. We envisage that the building where we meet will need a new roof in the near future (although we have done remedial work in the short term that will delay the expense). We also plan to continue supporting our Missionary worker, and we will consider other needs which meet our charitable objectives.

TO THE TRUSTEES OF
EBENEZER CHURCH MACHEN
I report to the trustees on my examination of the accounts of Ebenezer Church Machen ('the charity') for the period ended 31 March 2025 on pages 10 to 13 following.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in accordance with section 130 of the 2011 Act; or
-
the accounts do not accord with the accounting records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
The accounts have been prepared on a receipts and payments basis and comprise a statement that shows the charity's receipts and payments, a statement that summarises the charity's assets and liabilities and related notes. The accountancy profession have determined that only accounts prepared in accordance with applicable accounting standards present a 'true and fair' view and, as these receipts and payments accounts have not (and cannot) be prepared in accordance with accounting standards, these accounts do not present (and are not intended to present) a 'true and fair' view of the charity's financial activities and state of affairs.
General funds are unrestricted funds which are available for use at the discretion of the trustees in furtherance of the general objectives of the charity. Designated funds comprise unrestricted funds that have been set aside by the trustees for particular purposes. Restricted funds are donations which are to be used in accordance with specific restrictions imposed by donors; they include donations received from appeals for specific activities or projects.

Missionary worker funds are given to support the housing costs of a full-time Christian worker. Education support raises funds for Wyclif Independent Christian school.
Computer: these funds were given towards the cost of a new church computer. The remaining funds have been transferred to the general funds with permission from the donor.
6 Movement of funds
On 13th December 2024, the assets from the predecessor charity, Ebenezer Evangelical Baptist Church Machen, an excepted trust, were transferred to this CIO.
