## **Annual Report for the Western Wards Allotment Association 2026 – Charity number 1205562** ## **Introduction** This is the second annual report for the Western Wards Allotment Association as a Charity Incorporated Organisation (CIO). The Trustees have continued to work with the Management Committee in support of their running of the five allotment sites in Western Wards area of the Borough of Fareham, Hampshire _._ Since my report of last year, the Trustees have met three times in September 2025, and in January and May 2026. These meetings have been minuted, with copies stored on the Association’s SharePoint site. At least one Trustee attends the bi-monthly of the Management Committee as an observer. All five Trustees attended the Annual General Meeting (AGM) of the Association held in November 2025. One Trustee David Doran resigned at the end of May 2026, due to no longer having an allotment, and a replacement has been appointed to maintain the number of Trustees at five. ## **Management Update** As previously reported the management of the sites is undertaken by a Committee of the Association made up of Site Managers, the Trading Hut Manager, an Honorary Treasurer and Honorary Secretary. It is chaired by the Honorary Chairman who is currently also one of the Site Managers. The Management Committee have been dealing with an, as yet, unresolved complaint from a tenant on one of the sites. The complainant has been responded to, under the Association’s complaints procedure, but remains dissatisfied and has indicated that they would be referring the matter to the Charity Commission. In view of this and as Chair of the Board of Trustees I submitted a Reporting of Serious Incidents (RSI) report on 27 May 2026 with Reference 904365. Throughout the process the Trustees have been fully engaged with the Management Committee in attempting to resolve the matter. The Management Committee, since my report last year, proposed two changes to the operation of the Association. The first of these, as a trial, was to hold the AGM for 2026 in July and to do so in future years. This was with the aim of encouraging more members to attend and contribute. It was felt that the dark and often wet nights in November were possibly restricting attendance. The Trustees were consulted and supported this proposal and it was formally approved by the members at the AGM on 22 July 2026. The second proposal was to align the accounting period with the fiscal year of 1 April to 31 March. This will serve to smooth the workflow for the Treasurer and make the reporting of our accounts easier. Again, the Trustees were consulted and supported this proposal and it was also formally approved by the members at the AGM. Future accounts will be submitted based in line with this timeframe. The level of the annual honoraria payments to members and officers of the Management Committee, proposed by the Trustees, were considered and approved by members at the AGM. ## **Trustees** The five Trustees are now: Richard Bastow - Chair Edward Weager – Trustee Margaret Thorpe – Trustee Richard Lamperd – Trustee Susan Jarman – Trustee Appointed in June 2026 to replace David Doran Along with the members of the Management Committee, their appointments were confirmed at the Annual General Meeting of the Association which was held in July 2026. Since reporting last year Terms of Reference have been developed and approved for the Trustees. No payments are made to the Trustees who provide their services voluntarily. ## **Community Engagement** The Association provides an important leisure facility for the community and is currently able to meet the current demand for allotments. A local junior school has a plot on one of our five sites at Sarisbury Green and the same site has engaged with the local group of Cub Scouts. The Committee are working to promote allotments in the local area to ensure that our sites are fully occupied. ## **Financial Position** As stated earlier, the financial year for the Association is being revised, as approved by members at the AGM held on 22 July 2026, from 1 October to 30 September to 1 April to 31 March. The accounts for the year ended 30 September 2025 (inspected by Catherine Messinger), were presented and approved at the AGM, and are being submitted separately to this report by the Association’s Treasurer. The Trustees are satisfied that the accounts have been prepared in accordance with the requirements of the Commission and a statement from the inspector, is appended to the documents. The Trustees are content with the reported financial position of the Association and with the qualifications of the person undertaking the inspection of the accounts. The Association continues to have a sound financial position, with adequate reserves. An impact that the Management Committee continue to have an awareness of, is the continued increase in the cost of water. This was exacerbated by the high level of usage last year, due to the dry weather, and with the conditions experienced to date looks like being repeated again this year.
