Appendix l- Grant making policy Feb 2024

## Grant-making policy Trevelyan Grenada Reparations Fund February 2024

The objective of our charity is to advance education in Grenada, for the public benefit. We make small, targeted grants to charities or charitable organizations in Grenada. Since illiteracy was a legacy of enslavement after emancipation, and the trustees are descendants of those who enslaved Africans in Grenada, this charity has a clear mandate to assist Grenadians with their education at all levels - from pre-school through to mature students wishing to undertake tertiary study.

**The Trustees will make discretionary grants where they believe that their contribution will make a real difference to education in Grenada** . **What follows is principles and process the Trustees will use when making grants.**

Applications are taken all year round and from all parishes in Grenada. Applications are assessed once received. Applications can be made by emailing a two-page (maximum) letter to the Trustees at trevelyangrenadareparaons@gmail.com detailing what the organisation is and what the grant would be spent on.

The criteria used in assessing applications are as follows:

## 1. Organisation structure

Applications will only be considered from non-governmental organisations in Grenada.

## 2. Organisation beneficiaries

Grants will be awarded to organizations with a clear mandate to advance education for the people of Grenada.

## 3. Grant purposes, sizes and restrictions

## a. Categories

Applications must be for charitable purposes that fall into one of the five core categories below.

- Pre-school education, after school care

- Primary education

- Secondary education

- Further education

- Libraries/Museums/exhibitions

Page **1** of **2**

## b. Grant size

The minimum grant size is £2,500. Awards of more than £7,500 are rare. Grants are usually made as single payments.

## c. Restrictions

There are no restrictions on the _type_ of funding for which applicants may apply, and Trustees will consider contributions towards core costs and capital works as well as specific projects.

## 4. Decision making

Applicants must submit sufficient detail to allow trustees to identify and assess risks and carry out due diligence which will be proportional to the size of the grant. Applicants may be asked to provide further detail to enable decision making.

- No grant will be made unless to do so is a decision of the trustees.

- The trustees shall assure themselves

   - that the organisation to be granted is genuine, reliable, and competent to carry out the activity being funded.

   - The organisation is suitable for the charity to work with.

- The trustees will check and confirm that

   - awarding the grant is in the best interests of our charity and the trustees can justify their decision.

   - the terms of the grant require the organisation to comply with these requirements.

   - the grant does not give rise to more than incidental personal benefit.

   - the terms of the grant state in writing how the grant may be spent which must be in line with our charity’s purposes.

   - the terms of the grant state what reports and records are required from the organisation.

   - what will happen if any terms and conditions are breached, or the organisation can no longer carry out such terms.

- The trustees shall make themselves aware of the requirements of HMRC in respect of charitable purposes.

- Where there is doubt the trustees shall refer to the relevant Charity Commission and HMRC guidance.

## 5. Reporting

A follow-up report, the scale of which is commensurate with the size of the grant, is expected within 10 months of payment. Details will be provided to successful applicants.

- The trustees will check and confirm the funds have been used properly in line with our purposes.

- The trustees shall assure themselves that the funds have been used for the purposes given. The organisation shall furnish accounts to this end.
