Manchester Reform Synagogue CIO is a Charitable Incorporated Organisation governed by its constitution dated 27 Oct 2023. The charity is managed by its trustees, who are appointed in accordance with the provisions of the constitution. 

## Objectives and Activities 

The charity’s objects are: 

- To advance the Jewish faith in accordance with the principles of Reform Judaism. 

- To provide facilities for religious worship, education, and community engagement. 

During the reporting period, the charity remained **dormant** with no financial transactions. Trustees focused on strategic planning for the transfer of membership and assets from the existing Manchester Reform Synagogue entity to this CIO, ensuring continuity of charitable purpose and compliance with Charity Commission requirements. 



## Public Benefit 

The trustees confirm that they have complied with their duty under section 17 of the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission. 

## Achievements and Performance 

- Maintained governance and compliance for the CIO during its dormant phase. 

- Developed a detailed plan for transferring assets and membership to the CIO. 

- Scheduled trustee meetings and prepared draft transfer agreements. 

## Financial Review 

The charity had **no income or expenditure** during the year. Nil accounts have been prepared on a receipts and payments basis. The CIO holds no assets or liabilities at year-end. 

## Reserves Policy 

As the charity is dormant, no reserves policy applies at this stage. Following the transfer, trustees will adopt a reserves policy appropriate to the charity’s activities. 

## Plans for Future Periods 

The trustees intend to: 

- Complete the transfer of assets and membership from Manchester Reform Synagogue to the CIO within the next financial period. 

- Begin active operations under the CIO structure, including managing synagogue activities and community programs. 

- Submit final accounts and apply for closure of the old entity once the transfer is complete. 

## Risk Management 

The trustees have considered risks associated with the transfer process, including legal compliance and safeguarding charitable assets. Appropriate professional advice will be sought where necessary. 



## Independent Examination 

As required, the accounts will be subject to independent examination, even though the charity was dormant.
