Structure4 governance and management 1.2.1 The PCC is a corporate body estsblished by the Church of England. The PCC operates under the Parochial Church Council {Powersl Measure 1956. 1.2.2 The method of appointment of PCC members is set out in the Church Representation Rules 2020 (as amended). 12.3 All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. 1.2.4 The PCC is responsible for making decision5 On all matters of general concem and importance to the parish, including decisions on how the fund5 Qf the PCC are to be spent 1.2.5 On 31 December 2024, the PCC had the following Sub-Groups'. 1.2.5.1 Children and Young Peopl¢ 1.2.5.2 Environmental and Social Justice,. 1.2.53 Finance and Propety (which reports to the PCC on Health and Safety matters);
1.2.5.4 Ministy Leadership Team: 1.2.5.5 Mission Support 1.2.5.6 PastoraL Prayer and Wholeness Ministry,. and 1.2.5.7 Worship Services Support. Objectlves and actlvlti 1.3.1 St Gabriel's PCC has the resFK)nsibility of cooperating with the incumben( the Revd Alistair Stevenson, in promoting in the ecdesiastical parish the whole mission of the Church, pastoral. evangelistic, social and ecumenical. It also has maintenance responsibilities for the Church and Hall Buildings. 1.32 When planning its activities for the year, the PCC ha5 considered the Charity Commission's Guidance on public benefit and, in particular, the supplementsry guidance on charities for the adv?ncement of religion. Accordingly, the PCC tries to enable ordinary people to live out their faith as part of our parish communty through.. 1.3.2.1 Worship and Prayer 1.3.2.2 Provision of pastoral care for people living in the parish and Church members; 1.3.23 Commurnty engagement activities (including "Playmate5° (a group for under-5s), Cuppa and Cake. the Bless Greystones initiative, school assemblies and Nativity carols in the Greystones pub); 1.3.14 Use of the Churth and Hall buildings by community groups,. and 1.32.5 Mission and outreach wo To facilitate this work tt is important that the PCC maintains the fabric of the building of St Gabriel's and the Church Hall. higvements and perforniance 1,4.1 Church attendance In 2024 there were 68 people on the Church Electoral Roll, 25 of whom are resident within the parish. The average weekly "in person" attendance. counted during October 2024, wa5 65 adults and 24 children. In addition, the weekly setvice has also been streamed on Zoom, the average weekly attendan at whith was 4 in October 2024. 1.42 Review of the year The full PCC met seven times during the year with an average level of attendance of 88%. In addition, the PCC met on one Saturday morning,
which meeting included a presentation on the duties of Charity Trustees by an external speaker. 1.4.3 At each meeting of the PCC consideration was given to reports from the subgroups of the PCC (see paragraph 1.2.5) including, in particular on Safeguarding and F)olicies. In additiorn specific topics discussed durirbg the PCC meetings included: 1.4.3.1 The strurture of the PCC and its Sub-Group5; 1.4.3.2 The co-option of an additional PCC Member,. 1.4.3.3 Appointment of Electoral Roll Officer, Secretary, Treasurer and the members of a Stsnding Committee. 1.4.3.4 The 2024 APCM and reports to be produced to the APCM. 1.4.3.5 ReF)orts from the PCC Sub-Groups- see paragraph 1.2.5; 1.4.3.6 Tems of Reference of the Sub-Groups", 1.4.3.7 Safeguarding and other policie5- 1.4.3.8 Health and Safety, 1.4.3.9 The Liwng in Love and Faith process,. 1.4.3.10 Changes to service times: 1.4.3.11 Neurodiversty and an application for a grant from the Diocese of Sheffield Small Sparks Fund- 1.4.3.12 Comrnunty engagement and mission activities generally, 1.4.3.13 The holding of a launch event to promote an Alpha course,. 1.4.3.14 Support and Pastoral Care for Alistair,. 1.4.3.15 Eco-churth and environmentsl matter5: 1.4.3.16 Arrangements for a Parish Away Day which took place in October 2024and a proposed Parish Away Weekend which is planned to tske place in May 2025; 1.4.3.17 Donations to be rnade by the PCC to charities., and 1.4.3.18 yOh and Children's work irkcluding the appointment of hildren's worker and the refurbishment of a room to be used by the Youth Group.
Financial revlew 1.5.1 Full detsils of the financial actiwties in the year to 31 December 2024 can be found in the Financial Statements in paragraphs 3 and 4, together with the notes to the Financial Statements in paragraph 5 of this report. 1.5.2 Total income reNed in the year amounted to £153984 of which unrestricted income received into the General Fund during the year was £150409 and a further sum of £3574 was received by way of restritted income. 1.5.3 Overall expenses totslled £144354 of which £143523 related to the General Fund. 1.5.4 There wa5 therefore an overall surplu5 in the year of £9630, including surplus of £2352 in respect of the General Fund. Both it)come and expendbture for the ye?r to 31 December 2024 show significant increases from the figures in 2023. Overall income increased by 11% and expenses by 16%.The fartors leading to these increases included.. Continuing growth of thè Church, reflerted in increased attendance at services, the number of activities undertaken and increased donations to the funds of the Church. 1.5.5 1.55.1 1.5.52 In particular, regular giving by members cf the Church has increased during the period under rwew and the generosity of the members of the Church to fund the growth of the Church is greatly appreciated. 1.5.5.3 Increases in hall running costs, particularly in relation to elertricity and gas prices and the undertaking of repairs to both the hall and church. 1.5.5.4 In addition, work has been carried outto refurbish a room for use by the Church's younger people and youth club membeys. 1.5.6 The PCC madÉ¥ a contribution to the Diocesan Common Fund (formerly called Quota) in attordance wtth the pledge made at the stsrt of 2024. The amount contributed tt) the Common Fund was £69.996 12022.. £70,0. 1.5.7 Details of the amounts held in Restricled and Designated Fund5 can be found in notes 2 to 9 to the Financial Statements in paragraphs 3, 4 and 5 of this Report Res•Tves Pollcy 1.6.1 It 15 PCC policy to maintain a balance of unrestricted fijnds that equate5 to three months of unrestricted payments to cover emergency situations that may arise from time to time. Based upon the budgeted expenses for 2025,
the amount of unrestricted fijnds required to comply with the reserve5 policy is Cuentty equivalent to £43000. 1.6.2 The balantr stsnding to the credit of the General Fund on 31 December 2024 in the sum of £50473 exceeds the tsrget reseNes amount referred to in paragraph 1.6.1. 1.6.3 The PCC will continue to monitor the amount of the unrestricted balance of the General Fund to ensure that the target level of reseNes can be maintsined. 1.6.4 In addition, however, the PCC has res0ed to keep a sum within the Legacy Fund available to ensure that the PCC is able to comply wth its reserves policy even rf the balance of the General FL5nd falls below the target reserves level. Investment Policy It is the PCC'S policy to invest fvnds not immediatety required for the day-to day operation5 of the PCC with the CBF Church of England Deposit Fund. Donations in kind The PCC did not receive any donations in kind during the year. Connerted Party Transartlons 1.9.1 During 2024, the following transactions invofved connected parties: 1.9.1.1 SIM la) grant of £3.0(Kl {payable in monthly instalments of £2501 was made directly to support David and Helen Smtthers. work through SIM and a similar sum has been pledg to support this work during 2025. Please also refer to note 9 to the Financial Stst@ment5. {b) Peter Smithers and Paula Smithers IPCC Members) 3 the parents of David Smithers. However, neither was invofved in any decision making relating to ihis grant and did not participate in the part of the PCC meeting where the possibility of making a donation to SIM to support the work of David and Helen Smithers was discussed. 1.9.1.2 Christians and Sheffield Schoo15 ICaSS) (al A donation of £1,(K)O was made by the PCC to the Cass, a charity of which nda Chambers IPCC Mernber) is a trustee. (b) However, nda Chambers was not involved in any deasion making relating to this grant and did not participate in the part of the PCC meeting where the
possibility of making a donation to Cass was discussed. 1.92 Save as set out in paragraphs 1.9.1, the PCC is not aware of any transactions which took place dumng the relevant period beeen the PCC and either a member of the PCC or a person connerted to a member of the PCC Approv•d by the PCC on 30 Aprll 2025.
