athles of association. 11 is a registered company wilh Companies House. incorporated 30 March 2022. Charitable
Stsbjs was obtained on 06 October 2023.
M6Ynbers of the Company
The members of the company indude those 8dmttled to membership by the Directors and up to three local
authority represent8tives are appointed by Blackpool Council.
Appointmenl of Trustees l Non Executive Directors
The Trustees l Non.Executive Direclor5 who served during the year 2024125 are listed above. The Chair was paid
a remuneration of £5:000 per annum and the WI￿ Chair received a remuneration of £2,500 per annum unlil his
resignation on 09 May 2024. The Interim Vice Ctrair did not take any remuneration. No other posilions are
remunerated.
The Board of TNstees l Non-ExecJlive Directors is rrade up of al least three and not more than len members. This
comprlses up to three local authority directors an¢ up lo seven olher direclors.
In selecting Trustees l Non-Executive Directors there will be due regard for the existing range of skills and expertise
of Ihe Board, the skills and expertise of the individual and how they will contribute to the success of the charitable
company.
The Trust has also appointed a Chief Executive and as of 31 March 2025 employs 36 salaried members of staff.
The Trust has also appointed a Company Secretary in line wili its powers within the Anicles of AssoGialion.
Trustee l Non-Executive Director Induclion and Training
All Trustees l Non-Execulive Directors complete an induction programme. designed to inform them about Ihe
Trusl's slnJCtU￿, strategy, financial planning arrangements and delegalion Iramework. As appointments were
dispersed throughout the year this forrned part of the Away Day held n the financial year. Arrangements are made
to make new Trustees l Non-Executive D1￿CtorS aware of their responsibilities under chanly law and arranging
appropriate induction and training.
Management of the Trust
The Boaid of Directors meets at least four liwnes a year to shape the Ttust's decision making proGess.
The day lo day operalion of the chanty is the responsbility of the Chief Executive and her Senior Leadership Team.
The Trustees l Non-Executive Directors provkle stralegic leadership in line with the charity's aims and values.

The Blackpool Heritage and Museum Trust is commrtted to employipg a trar6parent and ethical approach to our
f￿r￿raiSing activity and seek5 to put its supporters at the heart of what we do.
Governance and Policy Doeumenls
The museum was opened to the public on 15 March 2024_ A suite of good practice policies in line with a Policy
Fr8mework outline. agreed during the year is being put together arKJ brought lo the Board for agreemeNI on a
priority basis.
The Board has agreed lo athpl the Charity Goveman(t Code and is approaching ils compliance as it is in ils eady
stsges of development in accordance with the folk)wng statement of the code..
e anticipate that how a charity uses the Code is something which wll develop and mature, particularly where the
charity is growing and changing. &"ven this. some of the recommeided practice may not be appropriate for a
particular charity to follow initially. but it may become so in the future.
A Conflicts of Interest Policy was agreed by the Board together with a Board Member Agreement setting out the
Trustee l Non-Executive Directors star)dard expectations. rdes and resF)onsibilities and reflected the obligations
contained withir) the Articles of AsSo￿ation. The Board Member agreement confirmed a lerm of off￿e of three
years subjeGI to a 12 month review.

Public benefit
In shaping the objectives and planning the activities for the year. Ihe Trustees l Non-Executive Directors have
considered the Ch¥ity Commission's guidance on public benèfrt. inclJding the guidance on public bènefit and fee
charging. The charity relies on grants and the income from fee5 and charge5 to cover its operating costs.
The TrLJStees l Non-Executive Directors confjm) that they have coMpl￿d with the requirements of section 17 of the
Charities Acl 2011 lo have due regards lo Ihe publ￿ benefil guidance published by the Charily Commission for
England arKI Wales. They have considered the Chartty Cornmission's general guidance on public benefrt and have
taken It into accourbt whell reviewing the Chartvs aims anc objectives and in planning its fulLJre activities. The
Trustees l Non-Execulive Directors are satisfied that the aims of Ihe Charity are carried out wholly in pursuit ol its
charilablo aims for the public benefit.
ACHIEVEMENTS AND PERFORMANCE
1. Mearly 100,000 visitors welcomed in Year One, vAlh eX￿p￿nal local engagement
Showtowll attracted 97,000+ vi51tors in its first year, wtth 57% of all visitors coming frorn Blackpool. This represents
engagement equivèlent to 28Yo of the town's wpulabon. demonslratiig unprecedented local cultural participalion
and establlshlng Showtown as a valued part of every(Jay life for resi(Jents.
2. Blackpool's entertainment heritage secured for future genèrations
The museum significantly sirengthened stewardship of Blackpool's nationally important entertainment collections,
conserving 700+ obiecls, digiknsing 3,700+ mages, and enhancing access lo collections of more than 100,000
items. Majc>r acquisitions included the Charfie Cair(Ai Colleclion. Norman Wisdom's ￿Oni￿ 'gump" costume, and
Peter Kay's purple suil.
3. National recognitK)n has put Showtown and BlackFKM)l firmly on the cultural map
Within ils first year. Showtown achieved a &star Tripadvisor rating. ranked among Blackpool's top attraclions, and
won Museum + Heritage Permanent Exhitrilion of the Year 2025. The museum has also been shortlisled or
recognised through a range of prestigious national awards. raising ￿aCkpO01,S profile as a destination for culture
and heritage.
4. Powerful new partnerships established with major national instilutions
Showtown developed and strengthened relationsh ps with leading organisations including the V&A. Science
Museum Group, Iwnperial War Museum. Arts Council England, Art Fund, NatioN31 Archives and numerous
perfomier and heritage neI￿orkS. The V&A partnersiip alone helped unlock loans from 20 public inslilulions and
123 private lenders, firmly positioning Showtown wilhin national museum networks.
5. A community-F)owered museum with engagement at its heart
Building on years of co-crealion, Shovrtown's activity programme delivered 39 community engagement projects
reaching rnore than 63,000 people. Volunteers contrbuted 4,562 hours. performers helped shape gallerie5 and
interpretation, and programmes such as Open Up the Mic. Gel Dancing. and Showtols delivered measurable
impacts on wellbeing. confidence. sknlls and civic pride_
6. Built a skilled new cultural workforce, with staff completing 79 training pr()grdmmes and 11 accredited
qualifications while creating new museum cateers in Blackpcx)l.

FINANCIAL REVIEW
The financial accounts relating to this report ran from 01 April 2024 to 31 March 2025 inclusive.
This report is relevant for the financial year 2023124 however r( remains evidenl Ihal the Museum can only continue
to develop and become sell-financing with the continued support of 81ackpool Council in Ihe early years. This was
always part of the business plan and il is being l)ome oul in the current year as the financial and operational
performan￿ of the charity has shown actual earned income being s￿nIfICanty lower Ihan the expense of running
the organisation.
We wholeheartedly welcome the support of Blackpool Council. which has ￿en confirmed, and look forward to
working with the Council. other stakeholders and funding parlners as Ihe museum continues to move on to its next
phase of operation and devdopmenL
Reserves Policy
The purpose of a Reserves Policy is lo oulline the reasons why an organisalion may choose to keep money aside
83 a reserve either lo protect itself against unforeseen circumstances or to allow il to lake advantage of new
opportunities.
The Blackpool Herltage and Museum Trust remalns a relatfvety newly forme(J organlsallon. The Trust does not yet
posses the resources to sel aside meaningful reserves: and it seems improbable thi5 Posltion will change in the
near future 11 relies on the support of its original sponsor. Biackpool Council, and will continue to do so until it is
trading fully and can demonstrate a sustainable revenue stream. At that point it will seek to set out a Reserves
Poliey in lin& with good pracliee.
Investment Policy
As a registered charity and a company limited by guarantee, Ihe Blackp(x)l Herttage and Museum Trust has a legal
identity and as such has the ability to hold inveslmenls in its name. The Blackpool Heritage and Museum Trust
does not currently have Ihe resources lo actively pursue investmenl and currenuy has no plans lo do so in Ihe
future. There is no investment activty to rewt in thi5 Annual Report_

1. GENERAL INFORMATION
The charity is a public benefit entity and a private company limited by guarantee, registered in and a registered
charity in England and Wales. The address of Ihe registered office is Showtown Palatine Building, Promenade,
Blackpool, FY14TQ.
2. STATEkfjENT OF COMPLIANCE
These financial stalements have been prepared in compliance with FRS 102. 'The Financlal Reporting Standard
applicable in the UK and the Republic of IreL3nd', the Statement of Recommended Practi￿ applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicat￿e in the UK and Republic of
Ireland IFRS 1021 (Charities SORP effective 20191 and the Companies Act 2006.
3. ACCOUNTING POLICIES
Basis of preparation
The financial slalernents have b￿n prepared on the historical cost basis. as modified by the revaluation of cer1ain
rinancial assets and liabilities and inveslmenl properknes measured at fair value Ihrough income or expenditure.
The financial statements are prepar&l in steding, which is the functional Currer￿Y of the entity.
Going concern
The Trustees note the net liability position of the charity at the year end. This position is supported by funds
8dvanceé lo the chartty from Blackpool Council. The Trustees h8ve received wnfirmalion that the amounts due to
Blackpool Council will not be demanded for repayment in such 2 way 1hat would cause the chanly to fail lo meet its
liabilities as they lall due and have re￿iVed confimiation Ilal Blathpool Council wll conlinue to provide such
support as may be required. On this basis the charity is considered to be a going concem
Judgements and key sources of estimation uncertainty
In the application of the charity's accovnling policies. the trustees are required lo make judgements. estimates and
assumptions aboLrt the carrying amount of assets and liabilit es that are not Teadily apparent Irom other sources.
The estimates and associated assumptions are based on historical experience and other factors that are
considered lo be relevanl. Actual results may difter from Ihese estimales. The eslimales and underlying
assumptions are reviewed on an ongoing basis. Revisions lo accounth'ng estimates are recognised in the period in
which the estimate Is revised where the rewsion only that period. or in the period of the revision and future
periods where the revision affects both current and fvture peri(Mls.

Fund accounting
Unrestricted funds are available for use at the discretion of the truslees to further any of the charity's purposes.
Desigr)aled funds are unrestricted funds earmarked by the tnjstees for particular future project or commitment.
Restricted funds are subjected lo restrictions on their expenditure dec ared by the donor or through the terms of an
appeal. and fall inlo one of two sub-classes." restricted income lunds or endowment funds.
Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has passed lo the
charity,. it is probable that the economic benefits associated with the transaction will flow to the charity and the

Stocks
Stocks are measured at the lower of cost and estimated selling price less costs to complete and sell. Cost includes
all costs of purchase. costs of cornversion and other costs inojrred in bringing the stock to tts present location and
condition.

Financial instruments
A financial asset or a financial liability is recognised only when the charity becomes 3 party to the contractual
provisions of the instrument. Basic financial instruments are irmtially recognised al Ihe amount receivable or payable
includir)g any related transaction costs. Current assets and current liabilities are subsequently measured at the
cash or other consideration &xpected to be paid or received and not discournted. Debt instruments are subsequenlly
measured at amortised cost. Where investments in shares are publidy traded or their fair value can othe￿iSe be
measured reliably. Ihe investment is subsequently rr*asured al fair value wtth charbges in fair value recognised in
income and expenditure. All other such investments are subsequenlly measured al cost less impairment. Other
financial instruments. including derivatives. are initially recogni5ed * fair value. unless payment for an as5el is
deferred beyolld normal busines5 tetms or financed at a rate of intere51 that Is not a market rate, in which case the
asset is measured at the present value of the future payments discounted at a market rale of interest lor a similar
debt instrument. Other finanaal instruments are subsequently measured at fair value. with any changes recognised
in the statement of finanaal activities, with the exception of hedging instrument5 in a designated hedging
relationship.
Flnancial assets that are measureo al cost or amortlsed cost are revlewe¢ for oblectlve eviden￿ of Impalrmenl at
the end of each ￿pOrting date. If the￿ is objective evidence of impairment. an impairment loss is recognised under
the appropriale heading in the statement of financial acbvities in which the inityal gain was recognised. For all equity
instruments regardless of significance, and other financial asset5 that are individually significant, these are
assessed individually for impairment. Other financial assels are either assessed individually or grouped on the
basis of similar cre(lit risk tharacteristics. Any reversals of impairmeit are recognise(l immediately, lo Ihe extent
that the reversal does not result in a carrying amount of Ihe financial asset that exceeds what the carrying amount
would have been had the impaimienl not previousty been recognised.
Defined contribution plans
The charity is a member irf a multi*mployer defined benefit pensK>n scheme, however it is unable to obtain
sufficient infomiation lo determine ils share of the assets and liabililies of the scheme. The charity has therefore
accounted for conlribLrtion3 to this scheme as rf it were a defined contribubon scheme. Contributions lo defined
contribution plans are recognised a5 an expense in the perK)d in which the related service is provided. Prepaid
contributions are recognised as an asset lo the exlenl that the prepayment will lead lo a reduction in future
