Objectives and Activities

Summary of Purposes of the Charity

The Sam Pegram Humanitarian Foundation, Sam’s Legacy, was set up in memory of Sam Pegram. Sam was a humanitarian worker from Preston who sadly died aged 25 in a plane crash in March 2019. We aim to honour Sam’s commitment to humanitarian work and build a legacy in his name that will support vulnerable people and those setting out with the same intentions as Sam to help those people.

The Charity’s specific objects will be in support to:

The promotion of social inclusion for the public benefit among People on the Move who are socially excluded on the grounds of their social and economic position, and to relieve the needs of those people, by providing, or assisting in the provision of:

  1. Education and training in vocational skills;

  2. Public awareness campaigns of the issues affecting People on the Move, including generally and in relation to their social exclusion, and in relation to their human rights (as set out in the Universal Declaration of Human Rights and subsequent United Nations conventions and declarations);

  3. Workshops, forums, advocacy, and general support;

  4. Social and recreational facilities and events involving the local community;

  5. Items, goods, and services to meet their basic needs;

  6. Training and support to volunteers participating in humanitarian work for the above communities.

“People on the Move” refers to the inclusive definition from the UNESCO handbook 2008 that includes: International migrants; refugees; stateless persons; asylum seekers; nonnational persons and internally displaced persons.

Summary of main activities in relation to the purposes

In this period the charity’s main activities have been fundraising and grant making with 3 fundraising events held in the reporting period. 2 online pub quizzes took place in May 2023 and February 2024. These pub quizzes are an annual event organised and hosted by Sam’s immediate family Debbie, Mark and Tom. Teams pay a voluntary donation to enter the quiz, and it is a fun way to stay in contact with Sam’s friends and colleagues from across the world and other supporters of our work with Sam’s Legacy.

The other fundraiser was a charity football tournament hosted at Sam and Tom’s old school Penwortham Priory Academy. A total of 12 teams took part including 2 made up of refugees who came from the Sir Tom Finney Soccer Centre, the beneficiary of the fund raiser. Entry fees, a cake and refreshment stall and a raffle with prizes donated by Penwortham businesses generated over £2000.

Grants were provided to the Sir Tom Finney Soccer Centre (STFSC) and Refugee Action York (RAY) from these funds.

The STFSC is an FA Charter Standard Club and a registered charity with an ethos ‘Football for All'. They have a group of adult refugee/asylum seeker adults who meet on a Friday evening at Playfootball, Tag Lane in Preston. They provide kit and trainers to an average of 30 players. Football brings them together to enjoy sport, create friendships and link into support networks.

The children of refugees/asylum seekers attend Saturday morning sessions at UCLan sports arena on Tom Benson Way, where they integrate with children of their own age and receive football coaching in a safe and fun environment. They can learn without pressure through sport and play.

Funds from Sam’s Legacy has paid for the pitch hire for the adult refugee sessions and equipment and training for refugees so they can play football and develop coaching skills.

RAY work with refugees, asylum seekers and migrants from within and around the City of York. They provide a safe meeting point where people can seek information and support, learn new skills and languages, and form lasting friendships. Through providing this support they hope to empower individuals to assist them in rebuilding their lives.

While studying for his master's degree in international human rights law and rpactice at the University of York Sam volunteered for RAY. Staff remember him as enthusiastic and hardworking, service users remember him as ‘smiling Sam’. Sam’s Legacy is keen to continue the relationship with RAY and this year provided a grant that meant RAY could enable young service users to afford the travel to and from football coaching sessions with a local community football club.

Achievements and Performance

Sam’s Legacy achieved registration with the Charity Commission for England and Wales. A Board of Trustees was established and a set of governance documentation produced. Registration was achieved on 19 September 2023.

This foundation will be essential as the charity moves into the next financial year, where a substantial increase in funding is expected to enable a significant increase in activities.

Financial Review

At the end of the financial period the charity had a cash balance of £6,576.82 an increase of £583.84 from its opening balance of £5,992.98.

Income was derived from family donations and 3 fundraising events, a football tournament and 2 online quizzes.

The Board of Trustees agreed to hold a cash balance of at least £5000 until the family can provide a significant funding increase which is expected in the financial period April 2024 to March 2025.

Structure, Governance and Management

The Charity is a Charitable Incorporated Organisation.

The founding Trustees were selected based on their familiarity with Sam Pegram and his ethics and values and being people of good character and in an appropriate professional role.

Two Trustees are relatives of Sam Pegram, his father Mark and brother Tom who act as CoChairs for the Board. They provide Governance and Operational support to the charity on a purely voluntary basis.

3 non-family Trustees were appointed to ensure most of the Trustees are non-family members. These Trustees also provide their time on a voluntary basis. All Trustees are individual persons, there are no corporate Trustees.

All Trustees were asked to read the charity commission guidance for Trustees before agreeing to their appointment. Any further guidance material issued by the Charity Commission is forwarded to the Trustees. Any relevant issues are discussed at Board meetings.

Debbie Pegram is the Treasurer of the Charity which reports to the Board but does not have voting rights.
