The Trustees. strategy during the year focused on successfully launching and operating the Community hub
followng complglion of the construction phase.

Delivering activities and initialives thal support community wellbeing.
Promoting the Hwb as an inclusive space accessible lo all sections of Ihg community.

The main activity during the year has been the successful opening and operation of the Hwb communty café
and hub facilities.
Key activities undertaken during the year included..
Opening the Hwb lo the public in October 2024.
Operating the café five days per week
Delivering the Warm Spaces initiative during the wnler months.
Supporting community events and seasonal activities including Sl David's Day and local events such as
Picnic in the Park.
Providing volunteering opportunities for local r8sidents.
Delivering community @ngagemenl and partnership working with Rossett Cornmunity Council and other
organisations.
Developing operational systèms, training and pro¢gdures.
Providing food, refreshments. companionship and support lo rnembers of th8 community.
The Hwb has rapidly become an established and valued part of community life within Rossell and surrounding
villages.
During the year, the Hwb welcomed thousand5 of visitors from Rossett and the Surrounding communities,
providing not only food and refreshments but also an important social space that has helped reduce isolation,
improve wellbeing and strengthen comrnunity connections. The Trustees are particularfy pleased with the
positive impact the Hwb has had on bringing people together and creating a welcomin9 environment lor all
mernbers of the community.
d. Volunteers
Volunlgers continue lo play a vital role in the success and operation of the Hwb.
The organisab'on has experienced significant growth in volunteer involvement during the year, with volunteers

Front of house operations.
Food preparation.
Events and activities.
Adminislralion and organisation.
. Community engagement.
The Trustees recognise that the success of the Hwb is directly atlributabl8 to thg commitment, enthusiasm and
dedication of ils volunteers. Collectively, volunteers have contributed many thousands of hours throughout the
year. enabling the Charity lo deliver Services and aotivities that would otherwise not have been possiblg.
The Trustees would like lo place on record their sincere appro¢iab'on for the generosity, hard work and
community spirit shown by all volunteer5 throughout the year.
The Hwb continues to benefit from a strong volunteer cuiture and community ethos which remains central to the
organisalion's success.

The principal achl8v&menl during the year was the successful establishmgnt of the Hwb as a thriving community
hub at the heart of Rosseti.
The Tiuslees are delighted with the level of supwjrt received from volunteers, customers. local organisations
and the wider ¢ommunity. During ils first full year of operation, the Hwb has developed into a valued local asset
providing affordable food and refreshments, OPPDrtunities lor volunteering, cornmunily events and social
inleraclion.
In addition lo the successful operation of the café, the Charrty dolivered a number of community inilialivès
in¢luding the Warrn Spaces programm8, St DaV￿d,$ Day celebrations and support for local community events.
These activities have helped strengthen community cohesion and provided opportunities for residents of all ages
to come tog8th8r.
The popularity of the café and community hub &xcggded expectslions during the year. with trading levels
increasing lo the extent that the organisalion became required to register for Value Added Tax IVATI. Whilst this
created additional administrative responsibilities, il reflects the significant level ol community support and usage
achieved during the Hwb's first year of operation

throughout the year and is well positioned for future growth and devolopmgnt.

Going concern
After making appropriate enquiries, the Trustees have a reasonable expectslion that the Charity has adequate
resources lo continue in operational existence for the foreseeable futur&.
The financial 51alements have therefore been prepared on a going concem basis.
Whilst the organisation has experienced operational losses during its first trading year, this was anticipated as
part of the eslablishmenl and growth phase of the organisalion. The Trustees have continued to Teview staffing
arrangements, operating costs and income generation opportunities in order lo improve financial sustainability
whilst maintaining the charitable objectives of the organisalion.
The Trustees reTTSain encouraged by the level of community support received, the growth in trading activity and
the increasing engagement of volunteers and community pathers.
b. Reserves polloy
The Trustees rgcognise the importance of malnlainlng appropriate ￿serveS lo support the ongoing optrralion
and financial stability of the Charity.
As the organisalion moves beyond its initial establishment phase, the Trustees will continue to remew reserve
levels in line wth operational requirements and financial performance.

During the year, the Trustges commenced work lo transition the organisation to a Charitsble Incorporatsd
Organisation ICIOI slructure. This change is intended lo simplify governance arrangements and provide a more
appropriate legal structure to support the lulure developmenl and long-lerm suslainabilily of the ¢harity.
The transfer to Ihe CIO structure was completed on 26th January 2026. and all assets and liabilities transferred
to the CIO on that dale.

Hwb Yr Orsedd Limited meets the definition of a public benefit enlily under FRS 102. Assets and
liabilities are iriilially recognised al historical cost or transaction value unless olherwise stated in the
relevant accounting policy.
2.2 Going concern
After making appropriate enquiries, the Trustees have a reasonable expe¢tslion that the Charity has
adequate resources to ¢onliniJe in operational existen¢& for the foreseeable future. For this reason,
they continue to adopt the going concern basis in preapring the financial statements.
2.3 Income
l income is recognised once the Charity has entsllemenl lo the income, il is probable that the
income will bè received and the amount of incorne receivable can be measured reliably.
Granis are included in the Stalemenl of financial activities on a receivable basis. The balance of
incotne received lor specific purposes bul not expended during the period is Shown in the relevant
fund5 on the Balance sheet. Where income is received in advance of antiuement ol recgipt, ils
recognition is delerred and included in creditors as deferred income. Where 8ntillemenl occurs
before income is ￿￿1ved, the income is accrued.
2.4 Expenditure
Expanditure is racognised on¢e there is a legal or constructive obligation lo transfer economic benefit
lo a third party, il 15 probable that a transfer of econornic b8nelils will be requir@d in settl8mgnt and
the amount of the obligation can be measured reliably. Expenditure is classified by activity. The costs
of each activity are made up of th8 lolal of direel costs and shared costs, including sUPPOrt costs
involv8d in undertaking each acts'vily. Direct costs attributable to a single activity are allocaled directly
lo that aclivily. Shared costs which contribute to more Ihan one activity and support costs which are
not attributable to a single acliwty are apportioned between those activities on a basis consislenl with
the usé of resources. Central staff costs are allocated on the basis of lime spent, and depreciation
charges allocated on the portion of the asset's use.
Expenditure on raising funds includes all expenditure incurred by the Charity lo raise funds for ils
charitable purposes and includes costs of all fundraising activities events and non-charitable trading.

Charitys objectives, as well as any associated support costs.

2.5 Govemrnent grants
Grants that are not subject lo performance-related ¢ondilion5 are credited to the Statement of
financial activities as the grant proceeds are received. Grants received prior ID the revenue
recognition criteria being satisfied are recognised as a liability.
2.6 Tangibl• fixèd a$$ets and depreciation
Tangible fixed 8ssets costs'ng £200 or more a￿ capilalised and recognised when future e¢onomi¢
benefits are probable and the cosl or value of the asset can be measured reliably.
Tangiblg fixed assets are initially recognisgd al cost. After rècognition, under the cost model, tangible
fixed 85sets are measured at cosl less accumulated depreciation and any accumulated impairment
losses. All costs incurred to bring a tangible fixed asset into its int8nded working condition should be
included in the measurement of cost.
Depreciation will be charged so as to allocate the cost of tangible fixed assets less their residual
value over their eslimaled usgful lives, using the slraighl-line method.

2.9 Liabilitias and provisions
Liabilities are recognised when there is an obligation al the Balance she81 dale as a result of a pasl
event, il is probable that a transfer of economic benefit will be required in selllement, and the amount
of the sèttlamant can be eslimaled reliably.
Liabilities arg re¢ognisèd al the amount that the Charity anli¢ipates it will pay to settle the debt or the
amount it h89 received as advanced payTnents for the goods or services il musl provide.
Provisions are measured al the best 8slimate of the amounts required lo settle the obligation. Where
the effect of the lime value ol money is material, the provision is based on the present value ol those
amounts, discounted al the pre-tax discount rale that reflects the risks specific lo the liability. The
unwinding of the discount is recognised in the Siatemenl of financial activities as a finance cost.
2.10 Flnan¢lal Instruments
The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial
instruments. Basic financial instrumenls are initially recognised at transaction value and subsequently
measured al their 5ettlervienl value with the exception of bank loans which arè subseqLJ8ntly
measured al amortised cost using the effective interest method.
2.11 Penslon$
The Charity operates a defined contribution pension scheme and the pension charge represonts the
amounts payable by the Charity lo the fund in respect of the year.
2.12 Fund a¢¢ountlng
General funds are unreslricled funds which are available for use 81 the discreb.on of the Trusteès in
furtherance of the general objectives of the Charity and which have not been designated for other
purposes.
Restricted funds are funds which are lo be used in accordance with specific reslriclions imposed by
donors or which have been raised by the Charity for particular purposes. The costs of raising and
administering such funds are charged agalnsl the speciflc fund. The aim and use of each reslricl8d
fund is sel out in the notes lo the financial slalements.

Funds deserlption
Unrestricted funds represent income which is available for use at the descrelion of the Trustees in
furtherance of the general objectives of the Charity. These funds may be used to meet both support and
charitable expenditure.
Restricted funds comprise income received for specffic purposes as defined by the donor or funder. These
funds may only be applied in accordance with the stipulated t8m)s and conditions and cannot be used for
the general purposes of the charity.
Shared Prosperity Fund
The UK Shargd Prosperity Fund is a UK govornmenl prograrnme designed to support local economic
grovAh, strengthen communities, and improve opportunities by investing in projects that enhance places,
support businesses, and boost skills.
Al Hwb Yr Orsgdd, the fund has been used lo transform a disused public to1￿1 site in Rossett, Clwyd into a
café and community hub. This project directly supports the fund's aims by irnproving a local place,
crealing a welcoming communily spaco, encouraging social interaction, and supporting local economic
aclivty through a new small bLJsiness facilty.
Communiliy Facllities Programme
The Community Facilities Programme is a Welsh Government grant scheme that supports community-lod
projects lo improve, create, or redevelop local facilities, enabling pèople to come together and access
services that benefit their wellbeing and local ar8a.
Al Hwb Yr Orsedd, the funding supports the redevelopment of a disused public toilet sile in Rossett, Clwgd
into a café and community hub. This aligns with the programme's aims by bringing an unused silè back
into productivo use. creating a sustainable community 8S5et, improwng local wellbeing, and providing an
inclusive space for social and community aclivilies.
Warm Spaces Grant
The Warm Spaces grant is funding received lo support the deliv8ry of a warm, welcorning community
spa¢e during the wnter period, providing access to heat, refrgshments and social support. The funding
has been usod lo support the operation of th8 communlty hub and related activities, and is restricted lo
costs incurred in delivering these sgrvices.
Application of restricted ftjnds and transfers between funds
During th8 year, the charity did not separately record expenditure bebNeen reslriclèd and unreslricled
funds wlhin its accounting ￿cordS. Expenditure incurred during the year relates lo activities that further
both the general objectives of the charlly and the specific projects for which restricted funding was
received, in¢luding the Shared Prosperity Fund and the Community Facilities Programme.
As expenditure was not analysed between funds al the point of recognition, it has been presgnled within
unrestricted expenditure in the Slalement of Financial Activities.
Th8 Trustees have reviewed the natur8 of the expenditure incurrod durln9 the year and are satisfied that
reslricled funds have been applied in accordanco wlh their intended purposes.
Accordingly, transfers have ￿en made from restricted funds to unreslricled funds to reflect the utilisalion
of restricted income on the relevant charitable activities and lo present an appropriate cbsing position lor

The charitable company has not entered into any related paty transaction during the year, nor are th*r8
any outstandlng balances owing betsveen rel8ted parties and the cha￿table Company at 30 September
2025.
