To promote for the benefit of the residents of Wallasey, Wirral and the surrounding area or communities, the provision of a public library for recreation and/or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said residents. |

Para 1.38 | The charity is volunteer-led and relies fully on the goodwill and support of our volunteers, whether those who act as trustees and/or part of the Management Team or those who contribute their time to ensuring the building is open and available to meet the needs of the local community. The contribution from volunteers throughout the period of the report was substantial and critical to the foundation of the charity and successful transfer of the asset from the Council to the charity. Post completion of the building works, several volunteer parties were held to bring the building into use. We were grateful for the continued active support of the Friends of Wallasey Village Library. A Volunteer Handbook was produced and adopted for day-to-day use. Para 1.20 | The closure of Wallasey Village Library in October 2022 by Wirral Council was a significant blow to the local community. In response, and with the support of the Friends of Wallasey Village Library, Councillor Ian Lewis initiated the creation of a group to seek to re-open it. Throughout the period of this report, suitable trustees and volunteers were recruited; the asset transfer of the building negotiated and completed; a business plan created, and funds raised. During the period, the building was remodelled, creating new café and community space. We were delighted to partner with ‘Baked’ to provide a café within the building, drawing in new visitors to the library and community space. Donations of books were sought and much of the work within the library was to catalogue and process more than 5,000 books. The success was recognised at the official re-opening of the library in December 2024 by renowned local author, Ramsey Campbell and around 100 guests from the local community. The opening attracted coverage from the local media including the BBC. As anticipation and awareness grew, so did the numbers of people volunteering to support the charity. Many were volunteering for the first time, due to recent retirement or loss of partners. This helped us to implement our plans to re- open the building quickly, following completion of the lease, and to receive donations of books for use in the library and community space. |

Para 1.21 | This was the first period since the charity was formed and, as such, most of the financial activity was geared towards bringing the building back into use. By the end of the period, with most works completed, the charity had £8,754 in funds, with £5,704 committed to completion of the works. |

Para 1.46 | The main financial risks to the charity came from higher than forecast energy costs and the impact this would have on our cashflow. Other risks were mitigated via insurance and commitment to increase fundraising in the event of one or more income streams reducing. |

Para 1.25 | The four founding trustees undertook a public recruitment exercise and interviews were held throughout 2023. The Charity did not appoint any Corporate Trustees during the period and no trustees hold title to property belonging to the charity or act as custodian trustees on behalf of others.
There were no serious incidents during the period that should have been reported to the Commission but were not.
We are grateful for the services of Dr. J. K. Ashford, BA (Econ.) PHD FCMA for agreeing to be appointed as Verifier for the accounts and to Mr C Parkinson for taking on the role of Secretary to the Board in a nonvoting capacity.
