The charity has acquired the lease to the
former Wallasey Village Library from Wirral
Borough Council and, throughout the period
of this report, worked to reopen the building,
including a new community space and café,
toilets. Work to reopen the library was
almost complete by the end of this report
period.

Para 1.38 The charity is volunteer-led and relies fully
on the goodwill and support of our
volunteers, whether those who act as
trustees and/or part of the Management
Team or those who contribute their time to
ensuring the building is open and available
to meet the needs of the local community.
The contribution from volunteers throughout
the period of the report was substantial and
critical to the foundation of the charity and
successful transfer of the asset from the
Council to the charity.
Post completion of the building works,
several volunteer parties were held to bring
the building into use.
We were grateful for the continued active
support of the Friends of Wallasey Village
Library.
A Volunteer Handbook was produced and
adopted for day-to-day use.

Achievements and performance

Para 1.20 The closure of Wallasey Village Library in
October 2022 by Wirral Council was a
significant blow to the local community.
In response, and with the support of the
Friends of Wallasey Village Library,
Councillor Ian Lewis initiated the creation of
a group to seek to re-open it.
Throughout the period of this report, suitable
trustees and volunteers were recruited; the
asset transfer of the building negotiated and
completed; a business plan created, and
funds raised.
During the period, the building was
remodelled, creating new café and
community space.
We were delighted to partner with ‘Baked’ to
provide a café within the building, drawing in
new visitors to the library and community
space.
Donations of books were sought and much
of the work within the library was to
catalogue and process more than 5,000
books.
The success was recognised at the official
re-opening of the library in December 2024
by renowned local author, Ramsey Campbell
and around 100 guests from the local
community.
The opening attracted coverage from the
local media including the BBC.
As anticipation and awareness grew, so did
the numbers of people volunteering to
support the charity. Many were volunteering
for the first time, due to recent retirement or
loss of partners.
This helped us to implement our plans to re-
open the building quickly, following
completion of the lease, and to receive
donations of books for use in the library and
community space.

Para 1.21 This was the first period since the charity
was formed and, as such, most of the
financial activity was geared towards
bringing the building back into use.
By the end of the period, with most works
completed, the charity had £8,754 in funds,
with £5,704 committed to completion of the
works.

for reserves during the period with all funds
dedicated towards the re-opening of the

Following the opening of the community

Para 1.46 The main financial risks to the charity came
from higher than forecast energy costs and
the impact this would have on our cashflow.

commitment to increase fundraising in the
event of one or more income streams
reducing.

Wirral CVS, the charity was established as a
Charitable Incorporated Organisation (‘CIO’)
in August 2023.

from mass-retirement.

Para 1.51 A Safeguarding Policy was adopted in
October 2024.
Trustees were inducted throughout the
period with additional training offered by the
Wirral CVS and the Community Managed
Libraries Network.

not less than twice yearly, with functions

The Charity is a member of the Community
Managed Libraries Network and seeks
guidance, and support, when needed.

Para 1.51 The Charity maintains good relations with
Wirral Council and the local community. With
the exception of the lease on the building,
and a Service Level Agreement (SLA) with
Baked, the Charity has no formal
agreements in place with external
organisations.
