The Bathurst Charity ("the Charfity") was regisiered on 15 Augusi 2023, with the Constitution of a
ChaTitable Incory)orated Organisation. DuTlng 2024. pursuani to Orders of the Charity Commlssion
for England and WaEes. the Charity assumed the assets and undertaking of three unincorporated
chaTities- The Bathur5( Chatity (regislered No. 209710). Dr Cartet's Charity (re8iSteted No.
208251), and The ChaTiry of John Measant (registered No. 208250). This report covers the activitles
of all these charitles durlng that year. with flnantial infornuuon PTqpared on the basis of meTger
accoiinting, and of the con(inuing CIO during 2025.

The Bathurst Charity was establtshed fin 1868, to &quire and admi￿(er properties in the Paish of
Debden, Essex as almshouses.
The objects of the Charity are for the benefit of the public withln the parishes of Debden and
Wimbish, near Saffron Walden Rn E&sex, and I￿￿ude the relief of tM)verty OT hardship by the
provision and n￿l￿tenance of al￿shouse accollun(xktion. ResidenLS of the almshouses are
beneflciaries of the Charlry, no( tenants, and pay maintenance contributions. not renL Malntenance
Con￿lbU￿0ns are reviewed by the Th￿teeS annually.
The almshouses compdse four units, and thiring the year provfided housing for four pwple, one of
the unfits being unoccupied pending refurbishmem, which commenced in September 2025. This
major project ts being funded by a loan from The AIn￿houSe Associatlon, a ￿an[ from the Searle
Thist, for both of which the Thisiees wish to express their grauiude, ￿ well as the Charity's own
resources. During the year, the Charity has carried out any necessary mainienance work on the other
propenfies.

exercising any powers or duties to which the guidan￿ is relevanL

The pollcy of the Trustees ts to ensure the Charfty has sufflcleni free reserrfes to meet current
and foreseeable obligauons In the next twdve n￿nths. As at 31 Decanber 2025, the Charity had
free rese￿e$ of £14,769 (2024.. £28,661), and unrestricied reserves designaied for future prot
maintenance of £15,325 (2024: £14,075).

To help fund the refurbishmeni and extension of one of the almshouses, the Charlty has an interest
free loan facility from The Almshouse Association. The loan is repayable over ten years in slx-
monthly instalments commenclng sfix months after the final drawdown.

managed by the Chariiy.
The Restricted Fund ￿PreSents the grant recelved from The Searle Th]st to fund spedfied Items
wlthln the overall cost of the refurbtshment and extension of one of the almshouse5,
The Cycllcal Repatr Fund and Extraorth'nary Repair Fund are to cover routine and non-routine costs
of Mainl￿ning the almsho￿8es reSp￿1vely. These funds are fuDded by regular tTansfers from the
General Fund.
