CHAIRMAN'S STATEMENT FOR THE YEAR ENDED 31 JANUARY 2026
Chairmans Report
This report covers the year from 1st February 2025 to 31st January 2026 and reflects another busy and successful year for all.
Llanfoist Village Hall is run by volunteer Trustees of the Llanfoist Village Hall C.I.O. who put in a great deal of time and effort to ensure the Hall is used for the benefit of the local community. We welcome anyone who would wish to be involved in the running of the Hall to join our group of volunteers.
We have always ensured that we operate with stringent financial control with carefully planned spending within our budget. This enables us to plan for longer term development projects as well as maintaining the fabric and facilities of the Hall. It is used by a wide variety of groups throughout the year and is also booked for special events such as children's parties, baptismal celebrations and other family celebrations. We provide a base for several non-profit making community groups at significantly reduced rates. Without this support many of them would not be able to continue. Monthly film nights are always well attended.
The other major task was the planning and development of a newly restructured car park which, with associated improvements to surface drainage, provides an excellent surface for people of all abilities and ages to gain easy and safe access to the Village Hall. It also deals with the increasing danger from surface flow, following heavy rainfall, of seeping into the Hall Building. Since the outbreak of Covid and the war in Ukraine, building costs have increased significantly. We built up a healthy surplus over the last few years and were grateful for grant funding from the Welsh assembly enabled us to have this project completed before the end of the summer 2025. Our contractor, Carver Bees did a really job, ensuring the Hall remained open during the 8 week construction phase.
The year 2025 was a real challenge for many reasons. During the year two stalwart volunteers, Claire and Nick Taylor, moved to Lancashire to be near family members and I cannot praise the work they carried out over many years. I must again thank the volunteer members of our Association for their commitment and hard work during the year. Special thanks must go to Jan Benjamin, our Treasurer; Bev Waller, Secretary; Helene Lawton who has taken over bookings and to all who help out in any way. Without their support the Village Hall could not operate as successfully as it does. We are also delighted that a new group of volunteers have come forward to help with the successful running of the Hall and they are already having a real impact on our work. To all of them, we are extremely grateful.
The coming years will present us with numerous challenges. The Covid pandemic continues to make us realise the importance of a safe and healthy community. We look forward to the future with cautious optimism.

TRUSTEES REPORT
FOR THE YEAR ENDED 31 JANUARY 2026
The trustees present their annual report and financial statements for the year ended 31 January 2026.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Charities Act 2011, FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities SORP "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)".
Objectives and activities
The object of the charity is to promote for the benefit of the residents of the parish of Llanfoist without distinction of sex, race, political, religious or other opinions by associating the local authorities, voluntary organisations and inhabitants in a common effort to advance education, provide facilities for social welfare, recreation, leisure-time occupation, to improve conditions of life and local environment for residents.
The main activities undertaken in relation to the above purposes is the hiring of the hall.
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake.
The main activities undertaken to further the charity's purposes for the public benefit are noted throughout this report.
Achievements and performance
This report mainly takes the form of annual accounts for the year and a copy has been provided to all trustees, officers and volunteers.
The financial records for the year have been independently examined by Azets Ltd who have prepared draft accounts. The treasurer presented at the AGM these annual accounts for agreement and subsequent logging with the Charity Commissioners.
Llanfoist Village Hall charity should be non-profit making, financially prudent and ensure it has sufficient funds to secure, maintain, repair, improve and develop the hall. The Treasurer is able to confirm these financial aims and objectives had been met over the financial year.
The Treasurer for the year was Jan Benjamin.
Summary
The financial position was strong throughout the year.
Fund raising events such as film night continued to be popular, though footfall depended on the weather and the film. There was the usual turnaround in classes some new and some closed for a variety of reasons. However the hall remained very well used and we continued to offer a wide variety of extremely well maintained and presented space, at competitive rates for community use.
It was pleasing to see the social event held in the Spring of 2025 resulted in a number of additional volunteers. The quiz events sought to make a small profit to cover heat and light costs and were a real success.
Running cost pressures continued and consequently we felt we had to increase the commercial rate. This came into effect February 2025. The concessionary rate (below cost) for local non-profit making groups remained the same.
The access project including the control and management of the Welsh Government grant was the main focus in 2025. Full financial reports were provided to Welsh Government during the delivery of the project and when it was competed. The charity supplemented the grant of £93K with £65K funding it had accumulated over the last 10 years especially for this project.

Financial review
The small profit at the year-end confirms the hall operating business is not viable without the donation of time and skills by the trustees, officers and volunteers that run the hall.
The charity's financial position however remains strong.
The charity received total unrestricted incoming resources of £63,260 (2025: £57,265, excluding the income from Llanfoist Villagers Association) and total resources expended of £51,382 (2025: £43,164) with £11,744 being restricted expenditure (2025: £8,448). The organisation made an unrestricted surplus of £11,878 (2025: £14,101).
The charity's financial position remains strong.
Net Current Assets
Our general unrestricted funds or our bank balance, which is a reflection of the organisations financial wellbeing, has decreased over the year from £136k to £82k. Mainly as a result of funding the access project.
Reserves
The unrestricted reserves at year end were £218,488 (2025: £206,610) and restricted reserves at the year end were £520,137 (2025: £438,761) (page 16 of accounts).The free reserves of the charity (excluding fixed assets) totalled £79,790 (2025: £132,169).
The charity aims to maintain at a level equivalent to 12 month’s expenditure. The trustees considers that reserves at this level will ensure that, in the event of a significant drop in income, they will be able to continue the charity’s current activities. This level of reserves has been maintained throughout the year.
The trustees have examined the major strategic business and operational risks to which the charity is exposed and examined the charity's requirement for reserves in the light of these risks and with the strategic aim to develop and improve the hall has to offer the community.
Overall
Operationally, excluding depreciation, we made a surplus of £25k (£63.3k income against £38.3k expenditure).
Structure, governance and management
The LLanfoist Villagers Association charity is governed by its constitution which was adopted on 10 January 1997 amended on 2nd March 2010 and transferred to the present charity Llanfoist Village Hall in 2024.
The charity is an Incorporated Charity.
Members of the public can apply to become a trustee of the charity, the applications are considered by the board and new appointments made when required.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF LLANFOIST VILLAGE HALL
I report to the trustees on my examination of the financial statements of Llanfoist Village Hall (the charity) for the year ended 31 January 2026.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the charity’s financial statements carried out under section 145 of the Charities Act 2011. In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the Charities Act 2011.
Independent examiner's statement
Your attention is drawn to the fact that the charity has prepared the financial statements in accordance with the relevant version of the Statement of Recommended Practice applicable to charities preparing their financial statements in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn. I understand that this has been done in order for the financial statements to provide a true and fair view in accordance with UK Generally Accepted Accounting Practice.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1 accounting records were not kept in respect of the charity as required by section 130 of the Charities Act 2011.

3 the financial statements do not comply with the applicable requirements concerning the form and content of financial statements set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the financial statements give a true and fair view, which is not a matter considered as part of an independent examination.

1 Accounting policies
Charity information
Llanfoist Village Hall is a charitable incorporated organisation.
1.1 Accounting convention
The financial statements have been prepared in accordance with the charity's governing document, the Charities Act 2011, FRS 102 “The Financial Reporting Standard applicable in the UK and Republic of Ireland” (“FRS 102”) and the Charities SORP "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)" (effective 1 January 2019). The charity is a Public Benefit Entity as defined by FRS 102.
The charity has taken advantage of the provisions in the SORP for charities not to prepare a Statement of Cash Flows.
The financial statements have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a true and fair view. This departure has involved following the Statement of Recommended Practice for charities applying FRS 102 rather than the version of the Statement of Recommended Practice which is referred to in the Regulations but which has since been withdrawn.
The financial statements are prepared in sterling, which is the functional currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £.
The financial statements have been prepared under the historical cost convention, The principal accounting policies adopted are set out below.
1.2 Going concern
At the time of approving the financial statements, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.
1.3 Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.
Restricted funds are subject to specific conditions by donors or grantors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.
1.4 Income
Income is recognised when the charity is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.
Legacies are recognised on receipt or otherwise if the charity has been notified of an impending distribution, the amount is known, and receipt is expected. If the amount is not known, the legacy is treated as a contingent asset.

Hall rental is recognised in the period to which the rental relates. Any income received in advance is deferred.
Film night income is recognised when the film night takes place.
Grants are only included in the SoFA when the general income recognition criteria are met.
1.5 Expenditure
Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a third party, it is probable that a transfer of economic benefits will be required in settlement, and the amount of the obligation can be measured reliably.
Expenditure is classified by activity. The costs of each activity are made up of the total of direct costs and shared costs, including support costs involved in undertaking each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs which contribute to more than one activity and support costs which are not attributable to a single activity are apportioned between those activities on a basis consistent with the use of resources. Central staff costs are allocated on the basis of time spent, and depreciation charges are allocated on the portion of the asset’s use.
Support costs are those functions that assist the work of the charity but do not directly undertake charitable activities.
Support costs have been allocated between governance costs and other support. Support costs included central functions and have been allocated to activity cost categories on a basis consistent with the use of resources.
Governance costs comprise all costs involving public accountability of the charity and its compliance with regulation and good practice.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.
1.6 Tangible fixed assets
Tangible fixed assets are initially measured at cost and subsequently measured at cost or valuation, net of depreciation and any impairment losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their useful lives on the following bases:
Land and buildings 2% straight line Fixtures and fittings 10-20% straight line
The gain or loss arising on the disposal of an asset is determined as the difference between the sale proceeds and the carrying value of the asset, and is recognised in the statement of financial activities.
1.7 Impairment of fixed assets
At each reporting end date, the charity reviews the carrying amounts of its tangible assets to determine whether there is any indication that those assets have suffered an impairment loss. If any such indication exists, the recoverable amount of the asset is estimated in order to determine the extent of the impairment loss (if any).
1.8 Stocks
Stocks are stated at the lower of cost and estimated selling price less costs to complete and sell. Cost comprises direct materials and, where applicable, direct labour costs and those overheads that have been incurred in bringing the stocks to their present location and condition. Items held for distribution at no or nominal consideration are measured the lower of replacement cost and cost.

Net realisable value is the estimated selling price less all estimated costs of completion and costs to be incurred in marketing, selling and distribution.
1.9 Cash and cash equivalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities.
1.10 Financial instruments
The charity has elected to apply the provisions of Section 11 ‘Basic Financial Instruments’ and Section 12 ‘Other Financial Instruments Issues’ of FRS 102 to all of its financial instruments.
Financial instruments are recognised in the charity's balance sheet when the charity becomes party to the contractual provisions of the instrument.
Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.
Basic financial assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised.
Basic financial liabilities
Basic financial liabilities, including creditors and bank loans are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future payments discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised.
Debt instruments are subsequently carried at amortised cost, using the effective interest rate method.
Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using the effective interest method.
Derecognition of financial liabilities
Financial liabilities are derecognised when the charity’s contractual obligations expire or are discharged or cancelled.
2 Critical accounting estimates and judgements
In the application of the charity’s accounting policies, the trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.

11 Trustees
None of the trustees (or any persons connected with them) received any remuneration or benefits from the charity during the year.
During the year 1 trustee was reimbursed for expenses relating to travel costs totalling £45 (2025: £18).

14 Taxation
