Status
OSPA Cabo Verde Cats And Dogs CIO is a CIO registered with the charity commission on 10 August 2023 governed by its cons�tu�on.
OBJECTIVES AND ACTIVITIES
Objects
The charitable objects as set out in the charity’s governing documents are as follows:
- To promote humane behaviour towards animals, by providing grant funding or by such other charitable means as the trustees decide, for the appropriate care, protec�on, treatment and security for animals which are in need of care and a�en�on by reason of sickness, maltreatment, poor circumstances or ill usage or for any other reason that compromise the animal’s welfare (including their owners’ poverty).
In shaping the objec�ves for the year and planning ac�vi�es, the trustees have considered the Charity Commission’s guidance on public benefit, including the guidance ‘public benefit: running a charity (PB2)’.
Ac�vi�es
Since our registra�on with the Charity Commission in August 2023, OSPA Cabo Verde Cats and Dogs CIO have enjoyed a very produc�ve first year as a UK registered charity.
We have ini�ated many improvements, lots of fundraising events with the aim to raise funding for the Cape Verde based charity, OSPA Cabo Verde Cats and Dogs (OSPA CV) in Sal and have progressed very well in other areas too.
Our main objec�ves so far, have been to help improve facili�es and welfare for the dogs and to fundraise for a much-needed veterinary room to be built and stocked with essen�al medical supplies on site at OSPA’s rehoming centre, as well as assist with day to day running costs and upkeep. The proposed vet room would be used to treat sick and injured animals who find their way to OSPA through no fault of their own. It would be a safe haven to tend to condi�ons and wounds, to provide a calm and quiet space to promote healing, as well as a clean environment to invite visi�ng vets to use for minor opera�ons, neutering etc.

employment and a new part �me caretaker has since been employed.
Our fundraising ac�vi�es (OSPA UK) have included online and in person events, behind the scenes collabora�ons and other improvements, including;

‘Name the Dog’ draws, where we allow our supporters to suggest names for any new canine arrivals at our centre in Cape Verde and send a dona�on. The winner picked has the honour of naming the new entry with their suggested name.

Supporters have held cake and samosa sales at their workplace, not only raising funds for OSPA, but also raising awareness of who we are and what we do with the help of supplied posters detailing OSPA CV’s informa�on.

Christmas compe��ons were launched on our social media pages to provide a special Christmas meal and treat for the dogs at our CV rehoming centre. For each dona�on made by a supporter, choosing a dog for whom they would like to pay for a meal, OSPA UK pledged to match this with a meal dona�on for a street dog of Sal and OSPA CV proceeded to buy good quality local produce, prepare and cook fresh meals and distribute them for the residents at OSPA CV and also the strays and community dogs in the local area. This resulted in over 140 dogs receiving a nutri�ous and tasty meal over the Christmas period, where otherwise at least 70 of these dogs would have either gone without food or have been reliant on a passer-by providing some scraps from le�over meals.

and regular volunteers, along with tourists a�er seeing posts on social media, led a dog walk in Sal, from OSPA’ Rehoming Centre to Kite Beach, taking out over 60 of the resident dogs in one large group walk, the first ever event of its kind with so many dogs, which was joined in conjunc�on with par�cipants in UK and Europe. UK supporters organised wellbeing walks through their employers, and other individuals took their own dog/s for a walk, with a view to raising funds and awareness.

the likes of incen�ves such as EasyFundraising, where OSPA receives a small dona�on from every purchase made via well-known companies when supporters purchase from them.
Teaming, where you can donate just £1/€1 per month, a �ny amount that wouldn’t be missed each month but could add up to a valuable dona�on to our charity over �me. OSPA UK have also set up Amazon wish lists for general day to day dona�ons and also more specifically, supplies for neutering campaigns to be used in CV. We have volunteers in the UK who maintain and update the wish lists and who organise for any dona�ons received to be sent to OSPA CV. OSPA UK also adver�sed birthday fundraisers through Facebook.
- Merchandise was sourced in the UK, purchased, printed and sales have been good both in the UK and Cape Verde. Merchandise consists of OSPA branded clothing, tote bags, dog bandana’s, caps and keyrings sourced in the UK plus locally cra�ed bracelets and dog

businesses. All merchandise has been available to buy locally or online from the UK and we have a volunteer in the UK who holds and despatches the stock as requested. We have a UK volunteer providing all the equipment and ingredients for making natural, healthy dog treats to sell and dona�ng 100% of the proceeds and her own �me, plus also a Swedish volunteer who arranged for ar�sts to produce bespoke dog artwork, which was printed and made available to sell, raising funds towards a sensory area at OSPA CV in the future.

A new website was created from scratch, providing all the informa�on about OSPA CV, including details about what is done at the rehoming centre, how to get involved, fundraising efforts, details of merchandise for purchase, dogs who have been adopted, dogs who are available to be adopted, staff informa�on, links for social media and dona�ons etc and more. The site is being maintained and updated by an OSPA UK volunteer and trustee, free of charge and �me.

In August 2024, in collabora�on with another dog rescue charity in Greece (Andros Animal Sanctuary), an online auc�on and charity day�me disco was organised by a UK volunteer (OSPA UK Trustee) from each charity (OSPA UK and Andros). Auc�on prizes were requested from local businesses and further afield. Tickets were designed, printed and sold for the event via adver�sing on social media, a hall was hired, a DJ provided disco services for free, volunteers made cakes and savouries to sell and prizes were raffled. An online auc�on was created and adver�sed with prizes donated.

An online dog show was created by an OSPA UK volunteer/trustee which included huge input from another OSPA UK supporter with graphic design experience, who set up all the social media content in her free �me and free of charge. Supporters were encouraged to show photos of their dogs and cats for various categories, with dona�ons being allocated to the Vet Room campaign for a prize including a locally produced bead bracelet, a rose�e, a bag of natural treats and a £50 prize voucher kindly donated by a UK supporter and OSPA merchandise.

Charity collec�on buckets have been sent out to UK and CV supporters who have requested them for their workplace, including Heathrow Airport, AirTanker, TUI, Tesco Direct, Robinson Hotel in Sal, LoofaWoofa Dog Grooming, Village Hotel Portsmouth, Whitehouse Vets and Angel Wilkins LLP Solicitors. Dona�ons from these buckets have been received by OSPA UK and paid into the bank account/PayPal.

out the logis�cs of hiring a shipping container from the UK to Sal and managed the whole process for us. There were a number of challenges we faced with transporta�on of goods to the island and the delay in customs releasing the goods. Very o�en goods required are just not available and need to be shipped to Sal from other islands or beyond. Due to this, the prices are o�en cost prohibi�ve, or the items are in great demand and we miss out. We were able to successfully facilitate a shipping container by sea, filled with dona�ons from

well-wishers, companies, other rescues with surplus supplies and items purchased specifically from supporters to aid us on Sal at the rehoming centre, which le� the UK in April.
Despite delays in releasing the container from customs, this has not deterred the UK team and we will look to plan another shipping container delivery in the future, hopefully filled with building materials, veterinary supplies donated from UK veterinary prac�ces, plus other equipment and much needed items. We will hopefully have learned from our ini�al experience and be able to facilitate a smoother transi�on of goods from UK to Sal next �me.
Rela�ons have been extended by Heathrow Airport, who are in the process of dona�ng excess building materials for use at OSPA CV, which are essen�al and very much valued, due to the scarcity and costs on the island. Materials such as this allow us to achieve our goals in upgrading facili�es at our CV rehoming centre, to help improve the condi�ons of the dogs in our care. They have also donated unwanted dog travel crates from their Animal Recep�on Centre to help facilitate the transporta�on of the dogs from Sal to their new forever homes in UK/Europe. They have also offered OSPA UK other ongoing support.

The same supporter/volunteer above has since joined our admin team and is now a trustee of the UK charity.

Local community grants were awarded to us from Fresh Foods, Whitehouse Vets and Angel Wilkins LLP Solicitors in the UK, thanks to OSPA UK supporters who work in these businesses.

We con�nue to support and aim to increase monthly sponsorship program par�cipa�on. Our programs support ‘Sponsor a Dog’ (caring for a par�cular dog at the rehoming centre and suppor�ng their ongoing care and welfare) and ‘Sponsor a Suite’ (suppor�ng improvements and upgrades to current kennel facili�es in CV). OSPA CV encourage followers to subscribe to these programs to provide reliable monthly dona�ons, which cover basic costs at the rehoming centre, such as food, puppy and annual vaccina�ons, veterinary care, maintenance of the site and staffing to support the dogs and provide improvements and upgrades to their homing. These regular dona�ons help cover fixed and variable costs required by the charity to run and maintain the rehoming centre in Sal and provide for all the dogs in their care.
We have extended the ‘Sponsor a Dog’ programme by supplying sponsors with photo and video updates of their sponsor dog. In addi�on, we have looked to expand these regular incomings by offering a new sponsorship program, promo�ng preventa�ve treatment for the dogs, by covering costs for flea/�ck and de-worming treatments specifically, especially as �ck borne illnesses are rife in Cape Verde and protec�on is essen�al to their wellbeing and health.
- Through adver�sing on social media and via local contacts, our regular volunteers and UK trustees have created good rela�onships with some small businesses, other rescue chari�es and larger corpora�ons, as well as friends and family. Dona�ons in the form of supplies are offered, when available, and our UK team pro-ac�vely work to collect these dona�ons and

from holiday makers who want to help make a difference when travelling to Sal.

A collabora�on with RIU Hotels has been secured, rela�onships built, and discussions have taken place on how they and OSPA UK & CV can work together moving forward. Management at the local RIU Hotels have visited the rehoming centre to be�er understand the challenges there. Following discussions, RIU have offered assistance with providing free accommoda�on at their hotels on the island for visi�ng vets and their staff, in order to provide essen�al neutering campaign support, help with promo�ng OSPA on their adver�sing media within the hotels to raise awareness of OSPA and the work done there, amongst other sugges�ons. OSPA CV in turn will help the RIU Hotels with capture/neuter/release of the cats and dogs who encroach on their property, to ensure the safety of their guests, maintenance of their health and safety standards etc.

Every Friday, one of our UK trustees post on hotel, local and other tourist Facebook groups based in Sal, when local adver�sing is allowed and encouraged, in order to raise awareness of our rehoming centre, the work carried out and what visitors and guests can do to enhance their holiday experience by visi�ng the centre, volunteering and suppor�ng our charity in UK or CV. A lot of support and interest is generated from these posts, resul�ng in raised awareness of OSPA CV and what we do as a UK charity to help the dogs and local community in CV.
Visitors come to see the work we do at the rehoming centre, socialise and o�en play with/walk the dogs and bring supplies or make monetary dona�ons during their visits. This o�en creates repeat visits during their holidays and o�en beyond and repeat visits are very welcomed.

OSPA CV con�nue to have regular, reliable and valued support and help from ex-pat volunteers, who either live on Sal, or who have property there and visit regularly through the year. These volunteers have supported OSPA CV for years and con�nue to be a hugely valued part of our charity, suppor�ng staff and helping out with daily chores on the ground. Some visitors have been encouraged by this and have also become regular volunteers whenever they are able to visit the island or from afar, in whatever capacity they are able.

Since establishing our UK charity, we have applied for Gi� Aid, have been granted and have received support from people who have kindly donated to us. Gi� Aid forms have been produced in the UK, located locally and are also sent to donators via email or requested in person and are completed by those willing and eligible to do so. The forms are then sent to the tax office in UK and any eligible dona�ons received from UK tax payers are increased by 25%, to support our charity.

Historically, although OSPA CV is now be�er known in Sal, the original founders of the charity in Cape Verde had ini�ally and officially, named the charity, SOS Cats and Dogs. OSPA UK are working with the local team/staff to update the paperwork and requirements with the local authority to ensure that OSPA Cabo Verde Cats and Dogs is the official recognised and registered name for the CV charity, as well as the UK charity.

Sadly, with the loss of the vehicle available to OSPA CV since the pandemic, regular weekly mobile clinics in Sal had to be stopped. However, due to dona�ons received specifically for this purpose, OSPA UK were able to fund and carry out a couple of mini mobile clinics throughout the year by hiring a vehicle, to help the dogs and cats in the local communi�es across the island, providing flea treatments, de-worming, eye and ear cleaning, treatment of small wounds, advise and educa�on.

Plans are in place behind the scenes to provide educa�on on animal care to school age children on Sal, by visi�ng local schools and community centres etc. Once suppor�ng literature and other prepara�ons are completed and everything is in place, OSPA CV will be able to carry out essen�al educa�onal training to the future genera�on, in the hope of improving the condi�ons for the animals in the coming years.
In the mean�me, back in June 2024, OSPA UK held a couple of collabora�ve visits with another UK charity, My Cape Verde. One visit took place in CV where OSPA UK trustees a�ended a community centre for local children in the poor area of Terra Boa and spoke about animals/pets and how best to care for them. This was in conjunc�on with the Chair of the charity My Cape Verde and one of their trustees, who is also a local, who was our interpreter. We took fresh fruit and water, which had been donated by RIU Palace hotel for refreshments upon our request and these were distributed to the children and community centre leaders to share with others in the community. This was alongside supplies of sta�onery, books and toys from My Cape Verde charity.
The second visit was a feeding trip for the animals in another shanty town in Espargos called Santa Cruz. OSPA UK purchased the food to be distributed to the locals during the visit, to provide a decent meal or two for their pets. It was a good opportunity for our a�ending trustee to see the current condi�ons the animals are living under in this area and the challenges they have to overcome and how OSPA UK/CV can possibly help in the future.

22 adop�ons have taken place over the last year, with new homes found locally on Sal, in Europe and UK and sadly 20 dogs have died whilst in our care, including 10 puppies from Parvo.

There are two dogs currently in OSPA’s foster care, one who is due to be adopted to the UK in October.

Throughout the year we have welcomed dona�ons to OSPA via GoFundMe and Just Giving campaigns set up in the UK. The fundraisers have included ‘Angels’s Gi� to OSPA’, ‘A Vet helping street dogs & cats in Cape Verde’, ‘Raise money to buy 15 Seresto collars’, ‘Raise money for Dogs & Cats in Sal Cape Verde’, ‘Vet Room at OSPA Cape Verde’ and ‘I’m running the Worcester 10km in Sept for OSPA’ so far OSPA UK have raised a net total of £21,394!

Throughout the earlier part of this charity’s year, there were a number of dog and cat deaths through poisoning on the island of Sal, specifically in the Santa Maria area, causing devasta�on to the owners, locals, tourists and chari�es alike, who had to deal with the fallout. In January 2024, a protest was organised by OSPA CV and a�ended by

representa�ves of all three animal chari�es on the island, along with locals, ex-pats and tourists, to protest peacefully against the inhumane culling of the dog and cat popula�on. 61 dogs were poisoned on Sal that we knew of leading up to this protest. As a result of the protest, the poisonings appear to have stopped and no further reports of poisonings have been recorded in recent �mes.
- Visi�ng vets from the UK or Europe, involved with neutering campaigns currently remain restricted due to lack of facili�es, equipment, supplies and support from the local authori�es in promo�ng the events and providing suitable loca�ons to work in. OSPA UK hope to help resolve this issue in the future by providing a dedicated vet room set up at the rehoming centre, which we are currently fundraising for.
Aside from the fundraising ac�vi�es being held to raise funds, OSPA UK have been ac�vely targe�ng veterinary prac�ces all over the UK via email reques�ng their assistance with surplus unwanted supplies. We have already been gi�ed a variety of medical supplies, tools and instruments so far and have also received offers of help in the form of labour, expressing their desire to come to Sal and be involved with neutering campaigns, bringing along qualified UK staff to perform spays and castra�ons and other surgical/medical assistance.
collabora�on with the German associa�on, Tieraertzepool and their regular vet Marga, who carries out neutering in Nov/Dec each year. At the end of the last campaign, the total number of animals neutered in the two-week period was 426! 158 dogs/bitches and 270 cats. Alone, this means that on average, 1,280 unwanted puppies were avoided being born due to the campaign to stop overpopula�on on the island. There were also 46 other opera�ons carried out including hernias, pyometras, tumours, tooth extrac�ons etc. All neuterings and opera�ons were carried out in unsterile condi�ons, without electricity or running water.

A huge challenge faced by OSPA CV is that of being able to secure reliable local labour at a reasonable cost. OSPA UK have plans in hand to make improvements to and build new/extra dog pens, strengthen/secure/replace/ expand perimeter walls, paint the outer gate to the rehoming centre to adver�se and promote our loca�on, build the vet room, create a sensory dog area and more. The challenges faced are due to lack of cost-effec�ve materials and equipment on the island, cost prohibi�ve building work quoted for, reliability of the builders and the skill of the labour not adequate or acceptable. Without the readiness of these skills, improvements to the rehoming centre are slower to evolve than we would like.

Another huge challenge faced at the rehoming centre is security. Without electricity and WiFi, it is extremely hard being able to secure OSPA CV premises from the� and damage. There have been several cases of the� from the office/kitchen area in the past year, resul�ng not only in lost stock, par�cularly large bags of food, but also damage to the outer doors, locks and fixings, rendering them useless and suscep�ble to further a�acks.
In June 2024, OSPA CV installed two SD card security cameras, thanks to an equipment dona�on from German supporters, in order to assist with visuals of any illegal ac�vity/the�,

however, they are o�en glitchy and need daily downloading. So far, we have been unable to use any footage from them, despite two the�s since their installa�on. OSPA CV have since had a further dona�on of a third security camera, which will hopefully give us a be�er visual coverage. This challenge will con�nue un�l such �me as we have use of electricity and can install alarms and Wi-Fi.
ACHIEVEMENTS AND PERFORMANCE
Future plans/aims/objec�ves for the next charity year:-

To expand the rehoming centre in CV to accommodate the increasing number of incoming dogs, (to provide backup medical care where needed with the eventual aim to rehome them), including building and maintenance of extra pens, as well as make improvements to exis�ng pens and facili�es and to increase security and stability of the exis�ng perimeter fencing.

Where currently the land used by OSPA CV belongs to the local authori�es, we aim to work with OSPA CV, to become the officially assigned owners and take responsibility for the land.

to UK associa�ons offering help for animal welfare purposes, to further fund our plans of expansion and improvements to our rehoming centre and for the benefit of any dogs and cats in need on the island.

We aim to encourage more local hotels/businesses in CV to have a collec�on box/bucket on their premises, to help raise awareness and encourage monetary dona�ons from tourists.

Our inten�on is to provide educa�onal programs taking ‘OSPA CV’ into local schools and community centres, in order to provide essen�al informa�on to the next genera�on of Cape Verdian children, so they can learn from and improve their knowledge and skills in the aspects of acceptable animal welfare.

OSPA CV and UK are already working in collabora�on with the RIU Palace Hotel on assis�ng with their challenges of the beach dogs roaming onto their property and the tourists who encourage this. We would like to assist with making necessary improvements to advantage both dogs and hotels across the island and strike up a be�er rela�onship and harmony between them and the beach dogs.

At OSPA CV, the aim is to eventually rehome all the dogs who cross our paths, to a loving forever home. We are looking at improvements in crea�ng more online awareness of the dogs in our care, with the hope to increase the current adop�on rates. This includes the use of QR codes located on the pens in the rehoming centre, which visitors can scan with their phones. This will refer them to the relevant page on our website, telling them of each dogs

story, how they arrived at OSPA and their individual situa�on, as a way of encouraging them to empathise with the dogs on a higher level and consider adop�on of a rescue dog.

We would like to explore the possibility of solar panels being purchased and installed at OSPA in Sal, with the hope of genera�ng power, in order that we can establish be�er condi�ons and security at our premises there.

To create rela�onships and work with local businesses, restaurants, shops and the like, to ensure that health and safety is upheld on their premises and by kindly discouraging dogs who stray onto their premises during work hours where hygiene is of utmost importance and by encouraging owners to keep their dogs on leads (where dogs are permi�ed to enter) using signage to indicate as such and to show that the businesses are working in conjunc�on with OSPA CV with the animals welfare at heart.

To provide funding for more mobile clinics around the shanty towns and poor areas of Sal, providing much needed care to the stray animal popula�on and provide essen�al services and supplies free of charge to those who are unable to afford it and to provide educa�on to the locals on caring for their pets.

There are currently three registered animal welfare chari�es working on Sal, all with a different aims, purpose and focus. We would like to look into the possibili�es of cross collabora�on across all three, in order to become jointly more effec�ve, for the sake of the animals.

A very important objec�ve that OSPA CV and UK would like to achieve is to help mo�vate the local authori�es to change their outdated strategies, opinions and ac�ons on their current methods of dealing with stray dogs and with that their image portrayed to the outside world on animal welfare, where currently this is very much in ques�on. There has been a lot of nega�ve adver�sing over the past year, which has put in ques�on Sal as a pet-friendly holiday des�na�on and also a family-friendly des�na�on due to the poisoning ac�vi�es undertaken, which were not only inhumane, but dangerous to children adults and animals alike.

Reserves policy
The trustees have established a policy whereby the unrestricted funds not commi�ed or invested in tangible fixed assets ( “ the free reserves ” ) held by the charity should be 3 months of the total expenditure, which equates to £5,243 in free reserves. At this level, the trustees feel that it would be able to con�nue the current ac�vi�es of the charity in the event of significant drop in funding, allowing �me to consider how the funding would be replaced or ac�vi�es changed accordingly.

I report to the trustees on my examina�on of the accounts OSPA Cabo Verde Cats and Dogs CIO (the Charity) for the year ended 29 February 2024.
Responsibili�es and basis of report
As the charity trustees of the Charity you are responsible for the prepara�on of the accounts in accordance with the requirements of the Chari�es Act 2011 (‘the Act’).
I report in respect of my examina�on of the Charity’s accounts carried out under sec�on 145 of the 2011 Act and in carrying out my examina�on I have followed all the applicable Direc�ons given by the Charity Commission under sec�on 145(5)(b) of the Act.
Independent examiner’s statement
connec�on with the examina�on giving me cause to believe that in any material respect:
