Aim and Purposes
The aim of Neuadd Goffa Rowen Memorial Hall is to provide and maintain the village hall for the use of the community; this includes providing events in the hall and allowing people to hire the hall for their own use. The charity is also responsible for the adjacent playing field.
Structure, governance and management
This was our first full year operating as a Charitable Incorporated Organisation. In terms of day to day actions this has made no difference to what we do but there are slight changes to the committee structure.
Each year one third of the elected trustees must retire although they are eligible for reelection. The elected Trustees are: Peter McFadden, Annabel Meayers, Linda Anderson, Judy Boddington, Sean Brand and Ann Cotterill. All were re-elected at last year’s AGM but had served different periods before that so the Trustees have agreed that those retiring will be chosen by duration and then alphabetically.
This year Peter McFadden and Linda Anderson will retire but stand for re-election. In 2026 Sean Brand and Judy Boddington will retire but are eligible for re-election.
We would welcome more Trustees and these can be appointed at the AGM or at subsequent Trustee meetings.
The Nominated Trustees who are Appointed Representatives for the agreed local organisations do not need to retire and have all indicated their intention to continue. They are Jennifer Young (for Caerhun Church), Penny Wingfield (for Ti a Fi Rowen) and Dilys Phillips (for Seion Chapel).
Conwy County Borough Council, Seion Capel, Llangelynnin Church and Caerhun Community Council also have non-voting Representatives as these people have chosen not to become Trustees.
Rowen Snooker Club and Rowen Young Farmers are also on the list of local organisations who can appoint a representative. As the Young Farmers no longer use the hall and haven’t had a representative for over 10 years it is being proposed that they should be removed from the list. The Snooker Club use the hall and will be encouraged to find a representative.
We have applied to the Charity Commission to close the old charity (Rowen Memorial Hall, Reg. No. 523846).
Property
HM Land Registry now shows the charity as owners of Rowen Memorial Hall, title number CYM884516.

The lease on the playing field has been assigned to the charity and the change has been submitted to the Land Registry so we are just waiting for the record to be updated.
Financial Reporting
We started the year with £13706 transferred from closing the old charity. See attached financial return.
Achievements
This has been another busy and successful year. All the regular activities (two art groups, yoga, pilates, Tai Ch & Qigong, Ti a Fi, long mat bowling and snooker) have continued and a second yoga class has started recently. There have also been performances by CHAPS, cinema nights, numerous children’s parties and family gatherings and meetings of other groups such as Rowen Community Group and Conwy Civic Society. The church and the craft group have each held successful coffee mornings and the AM held a surgery.
Physical improvements have included widening the gateway onto the field, upgrading the cooking facilities, installing a freezer and creating a serving hatch between the kitchen and the field. Work has also been carried out in all three toilets. Work parties throughout the year have tidied the garden around the hall.
