Aim and Purposes
The aim of Neuadd Goffa Rowen Memorial Hall is to provide and maintain the village hall for the use of the community; this includes providing events in the hall and allowing people to hire the hall for their own use. The charity is also responsible for the adjacent playing field.
Structure, governance and management
Neuadd Goffa Rowen Memorial Hall was formed on 26 July 2023 by converting a previous charity which had the same aim.
The previous charity was Rowen Memorial Hall, registration number 523846, and was governed by a conveyance dated 17 Dec 1963. At the AGM on 22 June 2023 a special resolution was passed agreeing that the old charity should convert to a Charitable Incorporated Organisation and take the name Neuadd Goffa Rowen Memorial Hall. This new charity has the registration number 1204133.
The original 1963 conveyance listed a number of local groups who could appoint a representative to join the charity’s committee. This concept has been continued in the new charity so that some Trustees are elected and some are appointed by the agreed local groups. If any of the local groups can’t find someone willing to be a Trustee they can appoint a non-voting representative who can attend Trustee meetings but does not have full Trustee authority.

Property
On 7 February 2024 ownership of the memorial hall was transferred from the old charity to Neuadd Goffa Rowen Memorial Hall and the process of registering this with the Land Registry was started. The registration was completed just after the end of the reporting year, on 9 April 2024.
The process of transferring the lease on the playing field was also started. The old charity remains open while it still holds this lease.
Financial Reporting
As the daily operation of the hall was unaffected by the change between charities the reporting continued under the old charity for the rest of the financial year. On 31 March 2024 the bank balance was £13706. This was reported as the closing balance for the old charity of 2023-24 and is the opening balance for Neuadd Goffa Rowen Memorial Hall for 2024-25.
Achievements
From July the Trustees concentrated on establishing the governance and transferring the property to the new charity. At the same time the regular hall activities continued namely Rowen Art Group, Tuesday Art Group, Ti a Fi, Pilates, Tai Chi, Yoga, Welsh for Intermediates, Short Mat bowling. Other occasional activities continued too including Civic Society meetings, cinema, Rowen Community Group meetings. The hall was also hired for numerous children’s parties.
Routine cleaning and maintenance continued throughout the year ensuring the hall and surrounding area remained in good condition.

The charity Neuadd Goffa Rowen Memorial Hall was created on 26 July 2023 with zero bank balance.
