Zone sits alongside the wider town centre regeneration plan, which has seen the development of a new urban
precinct incory)oraling cutture and heritage venues, community spaces and connected places.

principles. devekjped by the Charity Onside Youth Zones, which is building 21st contury yOLrth faciltiies acros$
thg UK. Youth Zone$ are based upon a proven model. which has been established in several other towns and
cities across the county, and young peop￿ from Bamsley will have acce55 10 a variety of fanlaslic activities for o
cost of only £5 for an annual membership and 50p per ￿$rt. The YoLth Zone will provlde a safe environment,
where young people can spend their leisure time, hglping each young person to raise their aspirations, as well as
improve their physical and mental heamh. Up to 20 drfferenl activrties will take place each ni9hl. such as fc4)tball,
boxing. danting, climbing, creative arts, music, drama and employabilty training- all forjust 50p per wsit.
The Onside Youth Zone model uses a unique partnership apFxoach,' (Irawing logelher the Local Authority,
private sector businesses. young people and the wider local community. This partnership approach aims to
estsblish the Youth Zone right in the heart of the communty for the long tern, whilst meeting the neeils i)f young
people loday. An actrve revenue fundraising campaign is w811 und8rway to provide the necessary funds required
to operate the Youth Zone for the first three years and we are now in the building and developirvJ our service for
young people. The expectations are for an off￿￿1 opening taking place in January 2026 when Barnslels young
people can then benefft fully from their amazing new Youth Zone.

of Association dated 21 June 2023. Management of the companys affairs is vested in the co-Directors. 11 is a
charity registered with the Charity Ccfflmission on 25 July 2023.
In the event of a wnding up, the pre5enl membeis and those who have ceaseil to be a member within one year

Recrubtment and appointment of Trusltts IDir8Ctors}
The first Directors were the SUbscritre￿ to the memoTandum as notified to Companies House as the first
Directots of the Charty. A person appointed as a Director thereupon beccmes a Momber of the Charity and
Director who ceases to hold office for any reason thereupon ￿Se8 to bo a Member of the Chanty. Directors
have the power to appoint. by ordinary resolution, any person to be a Director who 15 willing lo act as such. New
Directors w¢ll be recruited according to the needs of the Charity and the $ust*bilty of possible candidates. A
unanimous approval of existing Directors would lead to their appointment.
The Memorandum and Article5 of Assoclalion stsles that the number of members IDirgclors) shall have no
maximum and shall not be les$ than three. At the first Annual General Meeting all Directors musl retire and seek
re4lection. At each subsgqugnt Annual General Meeting one third of the DI￿S1or¥ are reqUI￿d to retire by
rotation and 8e&k re-appointment rf they wish to continue.
The Members of the Charty are its Dlrectors for the lkne being a￿1 the On￿ persons eligible to be Members of
the Charity are its DireGtors.
Full details of the rubs are contained in the companls Memorandum and Articles of As80ciats'on, dated on
incorporation on 21 June 2023, which may be inspected al the Barnsley Youth Zone registered offi￿.
A pay reviv+V wll be conducted annually by the Chief Ex8cutive with a proposal being brought to the Nomination
& Remuneration Committee. The CEO remains responsible for the proposal of the Organisation's amployees
remuneration with oversight from th8 C<)mmittee. The Committee shall be consulted on the CEO'S proposed total
planned aggregate employee costs for the nexi financial year, including the proposed standard annual salary
uplift, prior lo the setting ofthe annual budget. A number of scenarios may be presented to the Comm¢ttee which
consider economic conditions, individual perfomarKe and the financial $ecunty of the Organisation
Oryanlsational structure
Barnsl8y Youth Zone is governed by its Trusteg Board which is responsiblg for setting the strategic direction of
the organisation and the policy of the Charity. The Trustees carry the ultimate responsibility for the con(tuct of
Bamsley Youth Zone and for ensuring that the Chanty satisfies ts le9al and contractual obligations. Trustees

order that thoy may gr{￿ to ful maturty as individuals and members of society and thgir condrtions of lrfe may
improve.

Having taken ownership of the building from the construction tsam in October 2025. are fulty Immersed
in ￿rUitir0 our staff team at)d designing our offer for the young people of Bamsley. A phased opening has been
implemented and we have been busy Wel￿mIng young people from schools and groups from across 8amsley to
enjoy bespc4(e IOUTS and sessions in the evanings. increasing the number of attendees ag we approa¢h our
opening dale in January 2026. A donation from Barnsley Metropditan Borough Councl h83 enabled us to offer
free membership for all young people until March 2026, which has led to a pre4pening membership of over
1700 young Peop￿ to date.
The Founder Patron Gwnpaign. whi¢h provides a slgnlficant pre4)ortion of the operating revenue for the Youth
Zone, aims lo se¢uTe a lolal of £3.9m lo support the first three years of Nnning costs of Ihe Youth Zone,. this will
come from a combination of supporters al Found8r Patron {£100kl and Comerslone Patron ￿lS1£400k). We
aro moving po$￿Vety towards our target of securing 34 Founder Patrons, alongside other funders who have
CO[r￿1tted lo supporting the Youth Zone. Access to our building has enabled us to give potential Founder
Palrons guided tours of the Youth Zone and we are seeing a positive impact lo our ¢ampaign aims once they
8ee the fantastic fa¢blrties on ¢)ff8r lo young people.
Bamsley Youth Zone enjoys th8 support of Onside Youth Zones (chanty number 112589318nd is a member of
the grcwing Onside ne￿Ork ofyouth Zones.
Public benèfrt
All the adivities of the Charity la5 summarised above) were undertaken to fvrther ts chaiitable puypoges for
public benefft. Thfj provision of a huqhquality town centre facilty for young people responds to a clear, ongoing
demand from young people. parents and wider communities for more and better places for young people to go.
Although providing a service to all young people, Bamsley Youth Zone will focus on attendance and participth'on
by young members across the entire community who will be able lo enjoy affordable acc&$s to all tha
opportuni(ies that the facilits￿ will provide. This will lead to improved achievements and enhanced a$piratiu)ns
amongst young members of the local communty. They will be happier, healthier and make more Constructive
use of their leisu￿ lime which consequently will hel) reduce nuisanrE and antisocial behaviour. Longer lem
public benefits will include improved heallh, reduced crime. enhanced learning and 6mployabilty and greater

The Trustees of Barnsley Youth Zone believe they have complied with the duty in section 17 of the Charities Act

investment wh￿h the Trustees see frt. Investments are made where required lo further the aims and objec¢8 of
the Chanty. Th& Charity does not Cuffently hold any Investrnants other than cash on deposit with Handelsbanken

The Charity is still in its early life with grants and donations being received to fund the design and construction of
the Youth Zone. The Charity wntinues lo cullivale further donations to support future revenue expenses from a
variety of sources as outlined above (see 'achieverr*nts in the perioJ-).
The Chanty had total reseNes of £7,982.691 at 31 March 2025.
Reserve$ policy
The Founder Patron (revenue) campoign is well underway and the TnJstees have prepared projections of the
operating costs expected once the facility is fulty open. Th9 Board of Trustees of Barnsley Youth Zone ha5
established a reserves policy which apprcynatety reflects the risks lo ¥thich the Charty is exposed. On¢e the
YoLrth Zone is fully operating and in compliance with such polKy, it will review ￿gUlartY both tha sum il wishes lo
hold in reseNes in the unrestricted budget and the basis for that figure. Tha reserves policy does r￿1 consKler
expenditure which is linked to restricted projects and Iherefijre covered by restricted funds.
In reviewing the potential costs that could arise th)uld a Signifi￿nt reduction in In￿Me be incurred, the Trustee$
have delemined that unreslrKled, Yree,, resetves should be maintained al approximal&ly 3 months running
costs. This is based on the Nnning costs when the Youth Zone is fulty op&rational and is not therefore based on
the expendrture in these accounts.
Total reserves at 31 March 2025 were £7.982.691 of which £7.868,497 are restricted re8eNes and £114,194 ar8
unrestricted reseTVO$. £7,869,197 of totsl reserves can onty be reali5ed by disposing of fixed assets.

pl8dged their support to the work of the Charity.
We cannot overstste the importance of the FourKler Patrons who have commitled their support lo Barnsley
Youlh Zone so far. In particular. as Cometslone Patroiis, ASOS who have shown incredible enthusiasm and
generosity toward the project, and their invofvemenl will onw aid to the credibilty of our work. helping to draw

Future plans
As we are now In the building. we have implemented a phased opening programme of delivery with a limited but
ste&Jily In¢rea¥ing number of invited young peeple in the building. Th1$ approach supports the training need5 of
our increasing staff provision, wlth the aim of a¢h￿VIng a fvll Staff Complement by the official opening date in
January 2026. We are also ready to launch the voluntegr recruitment campaign arKI hop8 to achieve over fvlenty
regukr volunteers by January and increase this numbgr over lime, as suitable volunteering OPPC*rtunithes are
identified.
At the same time th6 ¢ampaign will eontinuè to grow the Youth Zone's family of Founder Patrons with a target of
ensuring that the Youth Zonos first three years of running ¢osl$ are fvlly fvnded.
Barnsley Youth Zone already benefrts from a Board of experienced and commiited Trustees, with portfolios lor
finance. leyal, safeguarding, people. partnerships and markets'ng in place, alongS￿e the fundraising and audit
and risk committees. providing effective governan￿. oversight and support &ro88 the full spectrum of Youth
Zone ¢)peralions and aclivilie$.
The financial statements have been prepared on a going concem basis, as the trustees believe there are no
material uncertainties regarding the charitys abilty to continue operating_
The campaign to secure funding for the ongoing operation of the Youth Zone continues al pace.

with some funding already secured. To maximise the success of this campatgn, the trustees have
implemented a phased opening of the Youth Zone.
In assessing the ch8rty$ ability to continue as a going concern, the trustees have rewewed the level
of fvnds held and the projected income and expendilure for the 12 months following the aulh0ri5afion
of these financial ststements. The budgeted income and gxp8ndituro. along with the level of reserves
and cashll¢)w. provkle sufficient resourees for the charity lo continue operating as a going tAJncem.

The company operates a defined contribution pension scheme. The assets of the stheme are held
separalety from those of the company in an independonlty administr8T8d fund. The pension cost charge

21. Rèlat￿ party transactlons
D Barton, who is a director of Barnsley Youth Zone, is a member of the key managoment personnel of
Onside. During the period to 31 March 2025. Barnsley Youth Zone Ltd paid £223,71312024'. £371,311)
to Onside by way of a Project Sejvices fee. This fee 1$ charged in relation to Onside's responsibilty for
the development and delivery of all aspects of Barnsley YoLrth Zone including,. fundraising. planning,
on5truction and fil out of the building, development of partnerships and communty engagement.
Tecruilment and trwning of staff volunteers and securing the first 3 years of revenue funding.
Bamsley Youlh Zone has enter￿1 into a 125 year lease wlh Barns￿ Metropolilan Borough Council to
lease the land on which the Youth Zone building is being constfucted. Bamsley Youth Zone has not been
tharged any rent in the period to 31 March 2025. Barnsley Metropolitan Borough Council is deemed 8
