Incorporation As A Charitable Incorporated Organisation
A new Charitable Incorporated Organisafion. Dunk's Almshouse Chariry Yos registered on 12 July
2023. A resolution was pAs5ed on 3 Augu￿ 2023 that all the property and assers of the Dunk's
Almshouse Charity (Charirable Regisrration No 240563) k transferred to the newly fornied
Ch2rit2ble Incorporated Organisauon. Dunk's Almshouse Charity (Charitable Registration No
1203952). This transfer took place on 3 August 2023. The accounts for the previous year were
prepared as merger accounts.
Objects Of The Charity
The object5 of the Charity are to provide accommodation for poor Pe￿OnS of good character who
(except in special cases co be approved by the charity commission) have resided in the area of the
Ancient Parish of Hawkhurst for not less than two years prior to their appointmenL
The charity Nyks established by the Will of Sir Thoma5 Dunk dated 8 July 1718 by which he
bequeathed Ixnd at Hawkhurso Kent on which he direcred that a building should be erected with
money also bequeathed by him to comprise six almshouses a School and a schoolmaster's house to
be administered by uustee5 as described in his will. The building was erected after his death by his
executor and the tharity vrds organised in accordance with his directions.
The building was extended in the 19 century to provide more space in the almshouses.
By an Order of the Charity Commission dated 19 August 1904 the part of the Charity comprising
the almshouses ￿d5 separated from the part held for educational purposes. Ihe charities to be
henceforth Called Dunk's ￿mShouse Charity and Dunk's Education￿ Foundation respecEively.
Dtjnk's Almshouse Charity (including another charity (211ed Springett's Eleemosynary Donation) are
now governed by a Scheme made by the Chariry Commission dated 15 February 1916 as varied by
Scheme dated 25 sePt￿nber 1970. The Governing Docuwneni used ai estsbli5hment of the
Chariry has been (arried across on the forniatbon of the Charit2ble IncorpoTrted Owdnisation on 12
Juty 2024.
In 1969170 the stx almsh¢)uses together with a part of the buildin& which Wds leased to Dunk's
Almshouse Charity by Dunk's Educational Foundation by a lease for 99 years from l June 1970.
were converted into eleven modernised almshouse5. In 1991 National Wemin5ter Bank PLC
donatrd to the Trustees of Dunk's Almshouse Charity a piece of adjoining land to be used for the
purposes of the Charity 2nd UFQn the charitable tru5(s aptAicable thereto.
Four bungalows were buili behind the original almshouses over the period from l January 199B to
31 December 2¢)00.

Organisation
The Trustees who served during the year are set out on pkge one. The Representative Trustres are
appointed by the Parish Council and the Co-OPEative Trustees are people residing or carrying on a
business in or near the Parish of Hawkhursc The truscees meet quarrerly.
Reserve5 Policy
It the policy of the chariry to build up the Exrraordinary Repair Fund to a target of £200.000 by
2017, co provide sufficient fund5 to deal with a major emergency, such as a fire with consequent
costs of rehousing the residents during a period of repair. The Cyclical Maintenance Fund should be
maintained at a level to adequately cover the budgeted maintenance coscs for the forthcoming year,
while the General Fund should be maintained at a level w adequately cover the budgeted c05t&
excluding the maintenance costs. for the coming year. At the year end the balance on the
Extraordinary Repair Fund stood at £390,478 and the Cydical MainTrnance Fund at £51.925.
Risk Management
The Trustees have assessed the major risks to which the charity is exposed. in particular those
relating to the buildins operations and finances of the chartry and are satisfied that systems a￿ in
place to mitigate their exw)sure to the major risks.
Public Benefit
The Trustees confirm that they have referred to the guidance contained in the Charity
Commission s general guidance on public benefit when reviewing the Trust's aims and objettives arsd
in planning fvture activities.
Statement of Trustees. Responsibilities
Charity law requires the Trustee5 to prepare financial statements for each financial year which grive a
true and fair view of the affair5 of the Chancy and of its financia5 activities for that period. In
preparing those financial statementy the Trustee5 are required to: _
select suitable accounting ￿licIeS and apply those policies consistsndr,
make judgements and estimates that are reasonable and prudent
State whether applicable accounting srandard5 and statemenr5 of recommended
practice have been followed subjett to any deprtures disclosed and explained in
the financial statemenrs.

Review of The Year and the Future
Dunks Almshouse Charity held a good and stable financial position throughout 2024. This
was despite rising utility costs and ongoing maintenance of the residential properties, school
hall and communal areas.
In June 2024 Dunk'5 held 2 3(M) year celebrntion aimed at ra15ing the Dunk's profile 2nd
generating funds for the education charity. Thi5 has raised the Dunk's Educational
Foundation balance by approximately £3.000.

Basis of independent examinees report
My examination was carrhed out in accordan￿ with the General Directions gtven by the Charty
Commissioners. An examination includes a review of the accounting records kept by the chariry and
a compari50n of the accounrs presented with those record& It also includes tonsideration of any
unusual items or disclosures in the accounts and seeking explanations from you as trustees
concerning any such matters. The procedures undertaken do not provide all the evidence that
would be required in an audi¢ and consequendy Y￿ do nrx express an audit opinion on the wew
given by the accounts.

I. ACCOUNTING POLICIES
Basis of Preparation
These accounts combine the accounts of all funds Ythich are governed by the ierms of Ihe order
dated 15 February 1916. They have been prepared on the 3ccruals basis and include items of
income and expenditu￿ as they are earned or incun-ed, r&ther than as cash is re￿iVed or paid.
The accolsnts are prepared in accordance vlith the prowsions of Secuon IA "Small Entities" of
Fin2ncial Reporting Standard 102 'The Financial Reporring Srandard applicable in the UK and
Republic of Ireland" and the St2tement of Recommended Practice "Accounting and Reporting by
Charities" 2015. They have ken prepared under the historical cost convention except for
investments which are carried at market Yalue.

Merger Accounting
A new Charitable Incorporated Organi5ation. Dunk's Almshouse Chariry was registered on 12
July 2023. A resolution vrds passed on 3 August 2023 that all the property and assets of the
Dunk's Almshouse Charity (Charitable Registration No 240563) be transferred to the newly
formed Charitable Incorporated Organisation. Dunk's Almshouse Charity (Chariuble
Registration No 1203952). This transfer took phce on 3 August 2023. The accounts for the
previous year were prepared as merger accounts .
Fund Accounting
The Chariry s Permaneni Endowment Fund comprises the oriy'nal land and buildings together
with subsequent addition5 and cerrain investmenrs.
The Charity'5 unrestricted funds consitt of funds vthich the charity may use for its purposes at its
discretion.
The Charity has set aside certain sums in designated funds as follo

Funds Set aside by the Chariry to cover repairs and maintenance of the properties necessary at
trregular intervals. This is maintained to meet the year 5 xnnual mwntenance.

Fixed Assets and Depreciation
Fixed assets are Yalued at the cost of land and buildings incurred by the Chariw. No ￿dIve is included
for the original land and building5 bequeathed to the Chariry or subsequent gfrs prior ro the
introduction of the charitie5 SORP in 1995.
The land and buildings are considered to l￿ inalienable and to have an Indefini￿lY long useful life. An
annual provision is made for maintenance and repairs bu£ depreciation is not provided on the
grounds that the annual charge and accumulated fund would not be matsrial.
The stxial housing grant is shown as a deduction in accordance with the General Determination
2006 for Registered Social Landlords.
Investments
Investmenrs are included in the accounts ai market value.
Investment Income
Dividends are credited in the accounts when receivd and credit is taken for interest when it falls
due.
Administration Expenditure
Administration expenditure comprises all costs incurred in running the Chariry and are recognised
when a leg1 and constructNe obligation is e5ublished.
Going concern
The trustees consider that there is no ma￿￿al uncertainty relating 10 going concern and consider
that the Charity is in a position to meet its financial obligations as they fall du

5. RELATED PARTY TRANSACTIONS
Dunk's Educational Foundation (Charity NuM￿r 1204336) is under the control of the same
Committee of Trustees.
During the year Dunk's Educational Foundation charged Dunk's
AlmshoLsse Charity £12.514 in rent for 3 fiats (2023- £9.959). In addition, some charges made to
Dunk's Almshouse Charity are recharged to Dunk's Edutjtional Foundation. At the year end
Dunk's Educational Foundation owed Dunk's A1rn5house Charity £3.038 {2023: £3.769).
Payments totalling £30.869 were made in the year ro Mr C Faulkner who ts a Trustee of the
Charity. These were approved by the building Su￿CoMmittee and Mr Faulkner did not
participxte in the vote. It is regarded to be open market value for the work performed.
Payments totalling £660 for cleaning seThice5 were made in the year to Mrs J Faulkner who is a
Trustee of the Chariry. It is regarded to be open marker valLFe for the work performed.
