Email: BarlingMagnaCT@gmail.com ## Our charitable objects are: “The Trust property shall be held upon the trust for the purposes of a village hall for the use of the inhabitants of the Parish of Barling Magna in the County of Essex, without distinction of political religious or other opinions including meetings, lectures and classes and other forms of recreation and leisure time occupation, with the object of improving the conditions of life for the said inhabitants.” ## Trustees The trustees for the period relating to this report: - Anne Ashdown - Norman Bright - John Edmunds - Daniel Efde (from May 2023) - Shirley Glover - Kim McKillop (Vice-Chair) - Jo Mcpherson (from May 2023) - Debbie Myers - Mike Steptoe (Chair) During the year the trustees created the category of non-voting board member and invited Mandy Cohen to join them in that capacity, in view of her expertise and distinguished service to the charity. The trustees bring a very wide range of experience and skills, including: - Charity management and fundraising - experience of working with community groups - civic leadership - public administration, policy and management 2 - financial and legal affairs; business management All our trustees are volunteers, offering their time, energy and experience as a way of contributing to the wellbeing of their home community. The team is supported by a volunteer secretary, Reverend Ivan King, who brings 35 years’ experience in the management of charities. Aside from the reimbursement of approved out of pocket expenses, the trustees confirm that neither they nor the secretary receive any salary or other remuneration from the charity’s funds. ## Public Beneft Statement The charity’s trustees continue to observe the charitable objects set out in the governing document. They take every step to ensure that the activities of the charity meet the public benefit test. In so doing, they take account of the Charity Commission’s public benefit guidance when planning the charity’s activities. The trustees are confident that the activities of the charity demonstrate clear evidence of public benefit. ## Impact for the year to 30 April 2024 The trustees report that the main achievements of the charity during the year were: 1. To continue to provide the Barling Magna Parish Hall as a much-valued amenity for local residents, in partnership with our lessee Barling Magna Parish Council. 2. The creation of a new Charitable Incorporated Organisation (CIO) to succeed the original unincorporated charity. Their aim was to achieve a simpler and more effective legal structure for the future. The new charity was registered by the Charity Commission in July 2023 and the former charity was dissolved on 15 January 2024. The charity now benefits from a modern model constitution. 3. Another successful fundraising quiz night was held in October 2023, with thanks to all who made this possible. 4. We acknowledge, with gratitude, kind financial donations towards our work by Amazon UK and Shoeburyness & Thorpe Bay Baptist Church. ## Future plans We will continue to work in partnership with our lessee, Barling Magna Parish Council, to ensure that its management of hall lettings on our behalf will serve our charitable objects and demonstrate public benefit. ## Accountng basis 3 Our accounts were prepared on a receipts and payments basis once again this year. ## Independent examinaton The Trustees have this year taken advantage of the Charity Commission’s exemption from the requirement for independent examination of financial statements for charities with a turnover below £25,000. ## Reserves policy Reserves will be maintained to ensure our core charitable activity may continue during any period of unforeseen difficulty. A proportion of reserves will be maintained in a readily realisable form. The calculation of the required level of reserves is part of the organisation's budget cycle. It considers: - Risks associated with each stream of income and expenditure - Planned activity level and the charity’s commitments On this basis, the Trustees believe that for 2024-25, a reserve equivalent to six months’ running costs should be maintained. **£4,897**|| ## Notes to the Financial Statements 5 1. After costs, the quiz night in October 2023 raised £678. Donations were gratefully received from Amazon UK (£14) and Shoeburyness & Thorpe Bay Baptist Church (£90). 2. Charitable expenditure comprises all necessary costs to enable the charity to fulfil its charitable objects. 3. Bank charges have reduced in the past year and are now additionally offset by bank interest. For 9 months, each charity needed to hold its own current account so increasing the fees charged. This will reduce considerably in 2024/25. 4. The charity owns the freehold of the Barling Magna Parish Hall, 432 Little Wakering Road, Barling Magna, Essex. The most recent valuation was carried out by a qualified surveyor and valuer in 2017. The premises are let long-term to the Barling Magna Parish Council on a full-repairing lease. Our lessee manages and maintains the building, ensuring its greatest use to the benefit of our community. 5. The charity’s funds are held by specialist charity bank, CAFCash Ltd. 6
