Risk Management
The Trustees have a thity to identify and wiew the risks to which the D¢an¢ry is exposed and to ensur¢
appropriate controls are in placc to provid¢ re&sonable assurancc against these risks. The Trustecs aim to
ensure that thc Dcanery could (¥)ntinue to opernte in accordance with its objectives despite reasonably
fore8e¢abl¢ adverse occurrences.
Objects and Activities
Objects
The constitution specifies that the Obj￿ of the Deanery are to bencfii th¢ public by furthering the
religious and other charitsble work of the Churth of England in the Dcanuy of Wanlage in the Dioccse of
Oxford.
Charitable Actlvities
The Deanery enables the Angli(zn pansh church&s in and around Wants8e and Gro￿ trj collaborate on
charitable activiti&s within their parish Frf)undaTies. The charitsble activities will be Identifi￿ by the churches
or Deanery syn￿￿. but not necessarily bc undertaken by them. Thc activiknes supported must be consistent
with both Christian principles- deTnonstratingth¢ love of G(Ml in words aT)dlor a¢tions- and Dcancry PriOTilies.
They may in¢lud¢ community buildin& care for the environm￿( SUPPOrting children. young people and
s¢hools and specific mission activities.
Achievements and Perfomanee
The Deanery h&8, throughout its hisiory. supported and encourageA the Anglican church￿ within the
Deanery in th¢ir mi&sion and witness to their local commwiities.
The major achicv¢ment of 2023 for the Deanery was becoming & recognised Chanty wilh the fomial
name of Wantage Deanery CIO. This w&s donc to enable the Deonery Lg a body to Teceive grants and if
necessary to employ staff. with th¢ particular aim of faciliiating collaborative work with local schools.

A particular area of focus for this first pan of the year w&8 s￿lainablI]ty in chur¢h flowers- the Deanery
tabled a motion at Diocesan Synod 'callin8 on all paTishes to promole the use of lo¢al, se&sonal and
biodegradable flowers and foliage. and to strongly discourngc th¢ use of floral foam in their churches and
aveyards.. We are delighted and proud that this was passed by
The s¢¢ond and more ongotng area of WOTk has been alongside the local Ac&lany T.#'rust ffl)e Val¢
Academy Trusi- VAT) and Head Teachers to develop and fund a Schools. Chaplaincy Parther5hip. The
aim is to foster and develop the spiritual &spe¢ts of resilience in children and young people in local
schools. It will uliim8tcly k open to all state schools in the Wanthgc and Grove area covering school
years 5-8, Ihi8 b¢ing a time of rnultiple signifi¢aDt transitions. The Deanery w&5 givcn a Se¢tion 106
(S106) grant to more fully th¢ leadership role which was noi fvlly

The Sch(x)Is Chaplaincy PaTtnership scoping proces5 was cornpleted in Autumn 2023 and application
has been mad¢ for a more substantial grant frotD S106 funds towards the first two years of th¢ posi. If the
grdnt application 15 5ucce&8ful. th¢ post will be C￿funded by the Oxford Diocese and the VAT

The foTmal accounts of the CIO start on 2P June with the year-eTLd of 31° December. For reference. and
cornparison with preVio￿S and subsequent year& a whole year a¢￿￿t has also b¢¢n siven.
Deanery Share TS a major $OUTce of income for tbe Di(Kese to fimd clergy stipenth. local and national
training and thc essents'al central safeguarding and administrative functions of the Diocese. The Deanery
coordinates payment from Parishe5 (Partsh Share) to mxke up the Dcancry Share total. We ar¢ delighted that
once again the Parishc8 have enabled payment of Dl￿ery Share in full and on time. In recognition of this
the Dio¢cse re￿nded 2.5•/• of this year's Dl￿ery Sharc. This year this was returned ￿ Parishes in full.
The l)eanery re¢eived a S106 grant of £3.gYM) towards a Chaplainry S¢oping Tole PriOT to the fomiation of
thc CIO. This was used to pay a consultsnt who invoiced for thcir time. The Deanery &Jrants' were matched
by the Vale Academy TTU$t. In the end nol all the S106 8rnnt was required. The outstsnding £2,640 remains
in the restricted Chaplain¢y PartneT5hip fimd and. if our next S106 grdnt application is not 5uccessfvl. it will
be returned to the granting IMMty- the Vale of White HoTse District Council - in 2024.
No oth¢r grants were made in 2023. unclaim￿ grants previowly agreed for various partsh aclivities were
re$Linded as expired. Th¢ only potential liabiliry for any fund is the unused S106 8rdnt referrcd to above.
Future Plans
The Dcanery's ¢#pacity to cijntivme with its objL*tive8 and charitable activitiu dq)cnds on its continuing
receipt of Ihc Parish Share ￿bal¢ from the Diocese of Oxford which is dcperwjcnt on th¢ liinely payn¢nt
of parish 8har¢, and on grdnts. The Trn$tets continu¢ to operate on th¢ b&8is thai thc Deancry's incoine
will be broadly mainlained. bul prudendy avoid undcrtsking longer im fmancial coinmitmcnts without
tsking tske great carc in considering all Telcvani factols.
Our work depends entirely on the gen¢rosity and practical support of parishes and volunt¢er8 across the
Deanery. along With grants and support from exiernal Erf)dies' we off¢r them our sin¢¢r¢ thanks.
Reserves Policy
The TnLsi¢es have examin￿1 the Deanerfs requirements for reserv￿ in light of the main risks to the
or8anisation. The Dcanery maintains reserves in its Gen¢rnl Fund of around £6.000 against unexpected
expenses. s￿0d has also agreed that this fund can be useAJ as cash flow support where parishes stEuggle
to Pay Parish Share on tim¢. In this casc full rcpayment is requircd, eiiher from th¢ parish involycd, or
from withholding a proportion of Deanery Shar¢ T¢bat&s from all the parishes.
In addition, a fvrther sum of around £511) is held in the Managcment fund against Trustee expcn8es and
80v¢rnance costs. This is topped up anmially if v4uired by withholding a proportion of Dcanery Share
rebates from all pari8hes.

accounting 8tandards.
Unreslrlcted Funds represent Ihe fvnd5 of the tk8n¢ry that are not subject io any restrietiong regarding th¢iT use. They include the G¢n¢ral Fund which
is available for application on th¢ geneTal purpos¢s of the Deanery. and the Mana8¢ment Fund which is fund8 set aside for Deanery management.

De*nery share rebates are monies rethrned by the Diocese to the Deanery if the D¢anery pays their shaTe in fvll and in a timely manner. The
Deanery Share iy raised from ¢ach parish (Parish Share) based on a fornjula which ¢108ely maps to the fornjula used by the Diocese lo cal¢ulate
Deanery Share. The specifi¢ 8um due from each parish is a8re¢d at the Au￿mn Deanery SynThl. If r¢b&t¢s are received they returned to p￿isheS
in proportion to their Parish Share, minus money withheld for tkanery pur[￿¢5.
Grants can b¢ from the Diocese OT from exiernal bodies. They are in¢luded in the 8¢wunts when they ar¢ re£¢ived.
T*x re¢lJlm$: The Deanery h&8 not Teceived incoming resources from tax reclaims but if a tax reclaim w&8 made il would be included in the
counts when it was received.
Fundraislng: The Deanery has not Teceived iDc(NDinB resouTces with related expmdittwe (as with fundrnisin8 income). If they were to do so then
the incoming resources and the related Tesources ex￿MIed would be accounted for gross.

Autumn Deanery Synod io cover Deanery governance and management costs.
Govern*nce cogt$ include costs of the preparation and examination of a¢wunts, the costs of Synod and Trusie¢ meetings and ¢ost of
any legal adwc¢ to tThstees on governance or constitutional matters. During the period the Deanery incurred the legal costs associated
with drawing up a Consti￿¢10n and applying for and being y4nted ¢haritabl¢ s¢a¢us.
GrAnts wlth ¢Dndition5 are where the Deanery agrees a Grant which requiT&S S￿tried condition8 to be mel {and invoices or copies of
