## **Structure, governance and management** 

Houghton & Wyton Pre-school became a Charitable Incorporated Organisation (CIO) and commenced trading on 29 September 2024. The charity is governed by its constitution and managed by a committee of trustees, who are responsible for the governance, financial oversight and strategic direction of the charity. The day-to-day operation of the pre-school is delegated to the manager and staff team. 

## **Objectives and activities** 

The charity's objects are to enhance the development and education of children primarily under statutory school age by encouraging parents and carers to understand and provide for the needs of their children. It achieves this by providing appropriate play, education and care facilities in accordance with the Early Years Foundation Stage. 

During the year the pre-school continued to provide early years education and childcare for children in Houghton, Wyton and the surrounding area, including funded early education places through Cambridgeshire County Council alongside privately funded sessions. 



## **Public benefit** 

The trustees have had regard to the Charity Commission's guidance on public benefit when planning the charity's activities. The pre-school continued to provide accessible early years education and care for children and families within the local community. 

## **Achievements and performance** 

Occupancy remained strong throughout the year. The outdoor learning environment was further improved and children continued to benefit from Forest School sessions. Enrichment activities included caring for ducklings and caterpillars and participating in Mr Piccollo's Music Club. Fundraising activities included Mother's Day and Father's Day gift sales, the Toddle Waddle, Valentine's activities, tea towel sales and a jar tombola. 

The trustees are grateful to the staff, parent volunteers and families whose support contributed to fundraising activities and the successful operation of the pre-school throughout the year. 

## **Financial review** 

Total receipts for the year were £228,748 and total payments were £109,633, resulting in net receipts of £119,115. 

Following the establishment of Houghton & Wyton Pre-school as a Charitable Incorporated Organisation (CIO) on 29 September 2024, the assets of Houghton & Wyton Preschool Playgroup were transferred to the charity. This transfer represents the majority of the donation income shown in the accounts and provided the charity with the resources required to continue its charitable activities. 

The charity's remaining income was principally derived from funding received through Cambridgeshire County Council, parent fees and fundraising activities. Expenditure was primarily incurred in providing childcare, including staffing costs and the day-to-day running of the pre-school. At 31 August 2025, the charity held cash reserves of £119,115. 

## **Reserves policy** 

The trustees have adopted a reserves policy to maintain sufficient funds to ensure the continued operation of the pre-school and to meet unforeseen expenditure. The level of reserves is reviewed regularly by the trustees. 

## **Future plans** 

During the coming year the trustees will continue to work with the pre-school to develop the outdoor learning environment, maintain high-quality early years provision and ensure the financial sustainability of the charity.

## **Independent Examiner’s Report to the Trustees of the above named charity** 

I report to the trustees on my examination of the accounts of the above charity for the year ended 31[st] August 2025. 

## **Responsibilities and basis of report** 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent Examiner’s Statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
