## **Objectives and activities**
## **The charity's objects**
The objects of the CIO, to be carried out in the Halton Moor and Osmondthorpe neighbourhood and surrounding areas of East Leeds, are:
for the public benefit the relief of those in need because of youth, age, ill-health, disability, financial hardship or other disadvantage through the provision of items, services, advocacy, support, information and signposting services to individuals in need;
to promote social inclusion for the public benefit by preventing people from becoming socially excluded, relieving the needs of those people who are socially excluded and assisting them to integrate into society;
for the purposes of this clause, ‘socially excluded’ means being excluded from society, or part of society, as a result of being a member of a socially and economically deprived community.
## **The charity's main activities**
HOPE enables and supports older people in the Halton Moor, Osmondthorpe and Sutton Park areas of Leeds to retain their independence by providing practical help, advice and support. We work to address the isolation, poverty, fear of crime and poor health which impact negatively on their lives. We provide outreach, advocacy, medical appointment support and group sessions to relieve isolation and loneliness.
## **Public benefit statement**
In setting our objectives and planning our activities our trustees have given serious consideration to the Charity Commission’s general guidance on public benefit.
HOPE enables and supports people 60 plus who live in the Halton Moor, Osmondthorpe and Sutton Park areas of Leeds. Our aims are to deliver services to meet individual and community needs; keeping safe/warm, peer support groups/sessions, shopping, debt/benefit advice, and activities to develop skills and reduce isolation. We are service user led and value the contribution of both service users and volunteers.
## **Achievements and performance**
In the financial year 2024-2025, deprived communities in the UK which includes Halton Moor and Osmondthorpe were disproportionately and severely impacted by the cumulative effects of the ongoing cost-ofliving crisis, which included high food and energy prices, increasing housing costs, and inadequate income support. Much of HOPE’s work, has focused on the impact this has had on our community.
Food insecurity affected a rising percentage of our community; we witnessed a growing demand on the need to access HOPE’s Food Pantry. This demand saw an increased number of people over the age of 60, requesting support.
Debt and Arrears and persistent hardship, we also noticed we were having more conversations about debt and arrears, especially relating to energy and water and were able to offer advice and signpost to debt organisations in Leeds. Financial pressures contributed to increased anxiety and stress especially with vulnerable groups which included disabled people and families with children. This support reduced anxiety and stress and resulted in debt management plans arranged and financial support for those most in need.
We also had more conversations about Health and Mental Health and encouraged social interactions for our members, this included attending group sessions, day trips and other activities to reduce/eliminate feelings of isolation and loneliness.
This year has been HOPE’s 30-year anniversary. We are incredibly proud of this achievement and look forward to the next 30 years of supporting the whole community and developing and delivering more services.

## **Financial review**
The net receipts for the year were £30,260, including net receipts of £6,910 on unrestricted funds and net receipts of £23,350 on restricted funds.
## **Reserves policy**
The charity's free reserves, at the year end were £6,910. The trustees have not adopted a reserves policy.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2025, which are set out on pages 6 to 9.
## **Responsibilities and basis of report**
As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the charity's accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement - matter of convern identified**
I have completed my examination. Unfortunately, due to illness, financial records had not been maintained during the financial year. This meant that it would not have been possible to establish the financial position of the charity during the year. Rather, the financial records were produced some months after the year end. The trustees are taking steps to remedy this situation in the current year.
The result is that my statement is therefore qualified on the grounds of the record keeping not meeting the standard as required by section 130 of the Charities Act.
There are no other matters that have come to my attention in connection with the examination giving me cause to believe that in any material respect:
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies**
## **Basis of accounting**
The trustees have taken advantage of section 133 of the Charities Act 2011 and have prepared the accounts on a receipts and payments basis.
There has been no change to the accounting policies since last year.
No changes have been made to the accounts for previous years.
## **Taxation**
As a charity the organisation benefits from rates relief and is generally exempt from income tax and capital gains tax but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates.
## **Fund accounting**
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general objectives of the charity.
Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through the terms of an appeal.
Further explanation of the nature and purpose of each fund is included in the notes to the accounts.
