BIUG is a respnse to the systemic rneism our communilies and SOCAety continue to ¢ndure. We emerged out of the 4th
June 2020 Birniingham Black Lives Matter protryt outcry of 5000 strong young people and famili¢s. The call to action
denwided change and accountability lor cumulative impact and corLsequ¢nw of the rncism we experi¢n¢e4 and the
lack of prospects afforded to our ¢ommullities.
The need for urgenl sustained aclion to addressing societal, structtwal, instithtional and culturnl racism in th¢ eity, and
across the regio￿ is not simply a r¢aotlOD to Birniingham now being the most diverse minority rnajority e&ty {51.4ty/0 of
colour) wilh up to 70Vo of its school pupils being of colour, bui that every citizen has to experience a dignity free from
th¢ fdcism tbat both discriminates and kills, in order to access opportunities on an equitsble basis. Our cultural
)bTinging is inter-woven with the lived exE>erience of the racism we faced, but this does have lo be the case for ￿t￿re
generntioLs tbat will be th¢ custodlans of our city and regio
We bec4m¢ a wlle¢tive of proud citizens of Birmingkn with liv¢d experience of racism, who set about to create and
live in an anti-rdcist city.

We consti￿ted as a non-profit on 5th May 2021 and launched on 12th July 2021 on the 40th Anniversary of the 1981
Hatmlsworth UprAsings. W¢ obtained Charithble status &5 a Charitsbie. Incorporat¢ Orgatiisation (CIO) on 7th Jull¢ 2023.
Tbree years on frorn its inception, the need to ¢xist for BIUG has never been more keenly felt. Claims that illstittltional
racis￿ is dead is contradicted by one official report afier another thai uncovers the continuing exisience of widespread
and deq)ly rooted rncist (as well as s¢xist and homophobic), policies and prdctices, cultures and behaviours in every part
of civil society. Recent investigations into th¢ police, fire seryice. universities, sport, civil service, the NHS. local
governmeni and even in th¢ corridors of power in Whitehall and Westsninster, rev¢al that the and ￿lbjreS of
contempornry Britain are as shot through with racist sentiments they were in imperial times.
In th¢ face of such oYenvh¢kniD8 evidence, BRIG remaiDs even more comnllttcd to exposing and dealing with racial
injustices wherever tbey exist. The 1&8t year has seen a prodigious growth in BRIG'S activities designed to hold to
aceounl all those who ar¢ in powerfid and responsible positions.
Our limited resourees are inversely proportional to our absolu¢¢ ¢OJDmitmenL dedication ond resolve. Over the last y¢Ar,
BRIG has initiated and ¢o-produced an arrdy of discusslon groups. sernin￿ and mini.summits and has held numerous
Th￿CtIngs with decision mak¢rs in posiuons of pow¢r alld infiuence. In all such encounters we have off¢rd l)oth
challenge and support in equal meaw.
I. BIUG RACE EQUALrrY i Eourry ECOSYSTEM
To aid the ¢reati¢)n of an auti-racist City BRJG d¢v¢10￿d a Race Equality l Equity Ecosystem. Race Equality being the
goal atd race equity the process by which it is achieved. The components of this being tbe 'BIUG Race Equality
Manifesto, underpiDllin8 the anti-ra¢ist city and the Birn]ingham 10 Year Race Equality Delivery Plan, nhaking 1¢
happen. Key to the desired change is the development of themati¢ summits delivering position papers f¢eding in their
three respective recomnmdations into the 10 Year Plan. Thereof. progress is monitored via repeating bi.8mkn￿l
thematic SUD]rnits.

BRIG has now comrnenced th¢ d¢v¢lopmellt of all'Anti-Racist P]aces Frdtnework, {ARPFI with the $upwrt of the West
Midlon(ts Cornbilled Autbority Independent R￿¢ Equality Taskforce. The draft ARPF be explored and refined
through ¢on]Jnunities and ¢ros8 instithtional W0￿pS throughout 2024125.
BRIG will also host an Anti-Racist City Summit in partiwthp with the University of Bitmingbam in 2025 as part of
their 125th Anniversary celebrations of bemg a civic university.
We want to ensure that delivering an anti-racist city'is eVerybod￿S responsil)il1￿, and i￿h151ve of oll stakeholdeTS and
con]munities. It is crucial that w¢ gre all on this journey together.
The BSrmlngbaJn Race Equality Manlfe8to:
The fjrst review of the manifcsto took place on 25th May 2023 with a subsequent progress Teport killg produced for the
various agencies engaged. The City Council's adoption of the manif¢stO is still outstanding. BRIG continue to ¢ngage
with th¢ City Couucil to fommlly adopt it through full councAI.
The nmnifesto has been fornwlly adopted by the Birmingham and Solihull Integrated Care Board {BSol ICB), as well as
other agenci¢s iti the city taking forward key elernents of il. Bsol ICB have n(Trw asked all NHS Tn￿tS in their system lo
adopt the Race Code and take on tbe Three-year Board Challenge to eLsure representstion.
We aim lo r¢fr¢sh the matjtfesto at the next BRIG Sullllnit b1-at￿Ual summiL ￿heduled for October 2024.

A 10 Year Plan template has been produc¢d for thematie position papers to summaries their fjndings and calls for a¢tiOlL
We will be seeking dis¢ussion with the Birniingham City Partn¢ryhip as th the role they may potentially play in the
developmenL adoption and I￿￿1¢mentatiOn of the 10 Year Plan.
BIUG SuDunlts and Posltlon Papers
We still aim lo ¢otDpl¢¢e all key then￿tiC positioD papers (Criminal Justice, Education, Ery10￿1, Health and
Housing) fteding into the 10 Year Plan prior to next BBJG Summit (Octokn 2024). The final Housing Summit took
pia¢e on 15th June 2023.
There have been several additional summits including for the Voluntary, cOll￿nuDity. Faith and Social Entetprise Sector
(Birniingham Volulltary Services cow￿11) and Further Education (Bmet and South attd City Colleges). Both bave
produced ex¢ellenl position papers and cojnpleted their 10 Year Plan ten]plates. Ther¢ 1$ a Sports Position Paper in
PTep8ration following the initiyl Sports Sun]mit Evaluating th¢ Cornmonwealth Games held in Septankn 2023. The
Sports Pgsition P4)er will go io the next Sports Race Sumjnii on 10th September 2024.
Bsol ICB are conunended for continuing to hosi their Amiual BIUG Health Sun)mit which assess the 17 pledges they
made at the&r 2022 summit.
Thematic wnuniLs held for Environment & Climate Change and WonM bave pledged to produc¢ their position papers
soon. BirD]in8haTn Trade Unions have also pledged to host a summit.
2. BRIG STRUCTURE
BRIG'S has a twste¢ lead (3) govemance stN¢ture with an appointed Board 112), inclusive of the CIO trustees. At the
AGM a ￿rther 3 Board memb¢rs will be graduated as twstees of the CIO. We will continue to develop and recrnit
young peopl¢ to the Board through our'Pw the Baton, activities.

- The Metries Group has develi>p¢d a partnetship with The City Observatoty (Bimiingham) to develop a Race
Disparitie5 Dashboard, (RDD) covering a rdnge of th¢matic ￿E&s, inclusive of criminal justice. education, ernploynMiL
health, housing. transwTrrtation and leadership. We hosted variow thematic discussion sessions to d¢t¢tmine the relevant
metrics that would popula￿ the dashboard. Th¢ RDD will be launched at th¢ 2024 BIUG Summit.
The AGademic Review Panel is in transition to focusing on BRIG'S aCti￿￿tieS with the city and regional university
sectt)r. Our aim remains to develop and promote a, City and Regional Univ¢r5ilies Race Equity Compact that britigs the
expertise and capacity of universities to tsckle racism in their localities.
t￿ring th¢ next year we will conduct a r¢vi¢w of our structure and assw its fitr¢8s for BRIG'S evolving activities and
growth. This will in¢lude the development of a regional structure linked to the work of national organisations
(Runnytnede Tn￿1, Black Equity Or8anisation and the Alliance for Police Aceountability}.
3. PROJEcf AcfiviTIES
The following project a¢tiviti¢$ have commenced and been S¢CUTed during the last year:
- Who Am I: Is a y¢arlong Awards for All young peoples mixed heritage id¢ntiti¢s project cxploArd through workshops,
art and discussions with inspirational speakers in safe spaces.
- Seektng the Pioneers - Race History Detectives: Has been secwed as a 2-y¢ar National Heritage Lottery Project
completing in March 2026. It will see the develOpn￿lt ot] an anli-racist lin￿line from the 194(Is to dat¢ presented on an
snteractive web platforni and the training ljf young rdce history detectiv¢s, who will go on to fill gaps in th¢ timeline. The
project provides BRIG with a Heritage OtTicer ond a Media Communication's Officer.
- Bim)ingham 3 Year Board Chali*Jge.' In partsiership with Karl George'y (RSM) Race C(th a virtual launch of the 3
Year Board Challenge got place on 7th Febnjary 2024 as part of Race Equality Week Th¢ ¢hallenge has been adopt
by all adOp￿ts of the Race Code and rolled out to NHS Tn￿ts in the Bsol ICB system. The first progr¢yg report back
will b¢ ready for Race Equality W¢¢k (F¢bruary) 2025.
- Pass the Baton Anti-Racist Fesuval.. Ill partnerbhip with Bmet and South & City Colleges work experience students
were ¢Dgaged to develop, promote and stage the'Pass the Baton, inaugurdl festivdl. The festival took place ¢)n 25th May
attracting colleges and whotsls, providing a solid bas¢ to grow the annual festival.
- P0￿r of the Black Vote l Black Britain's Mandate: Funded by th¢ Black Equity Organisation and Operation Black
Vote, BRIG developed a media campaign wgeted at yOllll8 people to iK*th register to vote for the 2024 General Elwtion
and participate in the creation of Black Britain's Mandate, to hold the Goverment to account. We ¢ommissioned young
poets and young people to knst'Power of the Black Vote, (16th May 2024) alld subsequently the'operdtion Black Vote
Hustings, {26th June 2024).

4. DEVELOPING OUR BUSINESS
BRIG sin¢¢ its inception has been incubated by Punch Records, fjrst through a memoralldum of understanding
INoYember 2020) ayKI then a Service Level Agreement though the £50K 2-year {2022124) pump priming support from
the Barrow Cadbury Trust and a fvrther £20K (2024125) as a transition bridging grant to securing our own operational
b￿. We are grdtefLd and indebted to EKTrth Punch R¢¢ord8 and the Barrow Cadbury Tn￿t for providing us stsbtlity to
BEUG been explorin8 various options for its activities during the year. inclusive of tendering for the Friends of the
Earth Warehouse Café (Alison Street, Digbeth, Birmingham). We went on to be successful in being avthed the *nder.
A fidl business case has been developed and approved by the BRIG Board (24th June 2024}.
The BIUG Café will allow income generation through the café operation, space hirt. kitchen hire ynd development of
grant fill￿ed project activities within the space.
The 2-year HLF Project {£243K) will be based at the Caf& Furtber fimding is in the Pr￿¢88 of being applied for,
i￿lusIVe of Esmée Faithirn Foundation (£150K) for infrastru¢tur¢ support al￿ National Lottery Community Fund
(£300K) for our the Baton, aciivities bringing young p&iple together from across communiti¢s.
The anttual development 8￿pOrt of £IOK respeciively from Bsol ICB attd West Midlands Police and Crime
Commission¢r ¢olltinue to be invaluable for mainlaintng our operational base.
The continued support from West Midlands Combined Authority for the BRIG Bi-Anllual Summits and commi%8konin8
of the'Anti-Racist Places Framewo￿ is welcomed wnd appre¢iated.
