Structure, governance and management

The Sir Edgar Stroud Plummer Charitable Trust was established by will proved on 27 August 1940, as governed by the Trust Deed.

Trustees are to be appointed by the continuing trustee.

Decisions on matters of policy and grants to beneficiaries are made at meetings (physical or virtual) of the trustees of Church Society or through correspondence between them.

Risk Management

The trustee has considered the levels of various risks relating to the activities of the trust and the investments held to fund those activities. They are satisfied with the arrangements made to minimise, mitigate and insure against those risks but have agreed to keep the situation under regular review.

Objectives and activities

Objects

To advance the Christian Faith for the public benefit in accordance with the terms of the will of Sir Edgar Plummer proved in the district probate registry at Exeter on 9[th] May 1940.

Policies

Church Society (charity no. 249574) has a range of policies, including a Finance Policy and Investment Policy, which have been followed within the day-to-day activities of the Charitable Trust.

Public benefit

The trustee confirms that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit and have given due consideration to this guidance in relation to the public benefit requirement, and in running the Charity and reporting its activities.

Achievements and performance

Church Society is the ultimate capital beneficiary of the Sir Edgar Plummer Will Trust. The main requirement of the Will is that the income of the charity is given to the Daily Prayer Union (charity no. 284857). On 26[th] November 2024, Church Society agreed to start the process to merge the Sir Edgar Stroud Plummer Charitable Trust into its own accounts where it was planned to be accounted for as an endowment fund. However, in June 2025, solicitors concluded that was not possible, therefore the accounts will remain separate.

Financial review

Over the financial period from 1[st] July 2024 to 30[th] June 2025, income was £56,783, compared to the prior period, 10[th] May 2023 to 30[th] June 2024 in which income was £56,431. Income was very similar in both years, mainly due minimal changes in the investment portfolio over the period. However, there was an investment fund disposal near the year end due to a closure of the Fund. A new investment is expected to be completed in September 2025. In both years the income consisted of investment income from listed and cash investments. During the current financial period, grant expenses to the Daily Prayer Union were £56,783. There were minimal of one-off costs during the current year, compared to the previous year, as the Management Fees and Independent Examination Fees are now annual costs but there was a one-off solicitor fee in regards to exploring the merger with Church Society. Due to the closure of the investment fund mentioned above, there was significant movement within the investments and a high cash investment at year end. Overall, there was an investment loss of £31,851 during the period compared to a gain in value of £16,655 in the previous period.

Reserves Policy

The income of the fund is for the use of the Daily Prayer Union. The Endowment can cover the expenses of running the Charitable Trust, for example, legal and accounting fees and the management fee. The overall aim outside these expenses is to grow the fund. The reserves held as at 30[th] June 2025 were £1,577,266.

Investment Policy

Church Society’s Finance Committee overseas the investment of the funds and has an investment policy in place. Investments are reviewed at least annually and regular reporting is provided.

Grant Policy

The aim of the charity is to invest the fund, in order to be able to provide grants to the Daily Prayer Union.

Trustee responsibilities

The trustee is responsible for preparing the Trustee Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The law applicable to charities in England and Wales requires the trustee to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the trust and of the incoming resources and application of resources of the trust for that period. In preparing these financial statements, the trustee is required to:

The trustee is responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the trust and enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the trust and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Responslbllltlos and basis of report As the charity's trustee you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('Ihe Act.). I report in respect of my examination of the church's accounts as carried out under section 145 of the Act and in carying out my examination I have followed all the applicable Directions given by the Charity Commission under section 14515)Ibl of the Act Indop6nd•nt examinerfs stat•mont I have completed my examination. 1 ACCOUNTING POLICIES

(a) Accounting convention

The financial statements have been prepared under the Charities Act 2011 and in accordance with the Charities’ Statement of Recommended Practice (Charities SORP (FRS 102) and Financial Reporting Standard 102 (FRS 102). The financial statements are drawn up on the historical cost basis of accounting, as modified by the revaluation of fixed asset investments. The financial statements are prepared in pounds sterling, rounded to the nearest pound. The financial statements are prepared on a going concern basis and there are no material uncertainties about the charity’s ability to continue.

Sir Edgar Stroud Plummer Charitable Trust meets the definition of a public benefit entity under FRS 102.

(b) Income

All income is accounted for when it is receivable.

(c) Expenditure

(d) Investments

Listed investments are shown at market value. Investment properties are shown at trustee’s valuation. Changes in market value are shown as unrealised gains and losses in the statement of financial activities.

(e) Debtors

Tax recoverable and other debtors are included at the settlement amount due. Prepayments are valued at the amount prepaid.

(f) Cash and current asset investments

Cash and current asset investments includes cash and short term highly liquid investments with a short maturity of three months or less from the date of opening of the deposit.

(g) Creditors and provisions

Creditors and provisions are recognised where the charity has a present obligation arising from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are recognised at their settlement amount.
