Administratve Informaton

St Martins Church is situated at 231 Upper College Ride. Old Dean, Camberley, GU15 4HE. It is part of the Diocese of Guildford within the Church of England. The PCC is a body corporate (PCC Powers Measure 1965, Church Representation Rules 2011) and a charity currently excepted from registration with the Charity Commission.

Aims and Purposes

St Martins Church Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent (The Reverend Chris Richardson) in promoting the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the Church buildings of St Martins, Old Dean, Camberley.

Objectves and Actvites

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Martin’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We aim to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work, it is important that we maintain the fabric of the Church of St. Martin’s and the Church Hall.

Vision, Values and Mission

The PCC has discerned the vision, values and mission priorities as part of developing a new Mission Action Plan under the diocesan initiative “Transforming Church, Transforming Lives”.

We have discerned God’s vision for St Martin’s as “to see God, each other and community loved wholeheartedly”. This is summarised as:

This vision is supported by five core values and three mission priorities, as follows:

  1. Worship - God loves us so much and, through worship, we love him back.

  2. Friendship - Jesus welcomes everyone and we do too.

  3. Service - Jesus served others and we do too.

  4. Going deeper - Jesus wants us to know him better and we want that too.

  5. Witness - Jesus spoke about God’s love and we do too.

Our mission priorities

  1. Engaging with more children, young people and families, sharing God’s love with them, and creating further opportunities to disciple those in our church family.

  2. Discipling our church family, primarily through our Life Groups.

  3. Serving our community, particularly the lonely, the bereaved, those who are hurting, those who are not well, those who are struggling with life and those who are in need.

Achievements and Performance

Worship and Prayer

The Free Community Breakfast, first introduced in September 2021, continues to be a great success. Typically, 60 people gather every week. Sausage baps, pancakes, pastries, toast, cereals, fruit, tea, coffee, and juice are enjoyed in a warm and friendly atmosphere which builds community and combats both social isolation and food poverty.

A service of Quiet Communion precedes the Free Community Breakfast unless it is the first Sunday of the month when we enjoy Communion together in the service. The main service which follows the Free Community Breakfast continues to attract a range of different people from different levels of faith and we continue to livestream our services as part of God’s mission. The congregation are fully empowered, and every Sunday is a wonderful, great team effort. The PCC extends huge, warm thanks all those who have taken part. As well as the regular services there has been regular prayer meetings held each morning. There has been a genuine feeling of God’s presence each time we meet.

We are richly blessed with amazing children and youth leaders and helpers as well as amazing children and youth! Children’s and youth groups on Sunday morning and Messy Church have been popular amongst our community.

In addition to our regular services there are several Life Groups, to develop members’ knowledge and trust in Jesus.

The Church and Hall

The Church and the Hall are very well used throughout the week. The Hall is used each weekday by Parity for Disability, a charity for adults with multiple disabilities. It is also used most evenings by the church and different community organisations. The church is well used for activities such as Tuesday Tots, Wednesday Café, Monthly Alzheimer’s café, Neurodiverse Children Support group, and Outlook for Seniors group.

Pastoral Care

The Pastoral Care team do a fantastic job of visiting those who are sick, require support or wish to speak to someone on a confidential one to one basis.

Mission and Discipleship

Our Wednesday and Saturday café, and Free Community Breakfast, provide a focal point for the community to meet and where access is also available to local support services and the church was identified as a Warm Hub providing a warm meeting place during the colder months and access to free blankets and coats.

Financial Review

The accounts are prepared on a receipts and payments basis. Total receipts in the year to our unrestricted funds was £70,974 (2023: £73,825) £23,106 (2023: £27,315) was received in respect of hiring the hall from our regular user, Parity for Disability along with other continuing and occasional hall bookings.

£ 75,941 (2023: £54,642) was spent from unrestricted funds to provide Christian ministry from St Martin’s including a contribution to the diocesan parish share.

A further £41,956 was spent from unrestricted church funds on our Building Project.

During the year we have received several grants for specific purposes to support our community work. We are particularly grateful to both our local authorities; Surrey County Council and Surrey Heath Borough Council who have both generously supported our work in the community including providing funds for our Community Breakfasts, Free Food stall, and. Guildford Diocese provided a grant towards our heating costs and St John’s Church, Stoke have continued to provide funding so we can afford a house for Julie, our curate. We are extremely grateful to each of these organisations and others who have helped fund our ministry and community projects in this way.

The net result during the year was a deficit of payments over receipts of £38,415 (2023: £113 surplus). Total funds at the end of 2024 are £94,614 (2023: £133,029), of which £34,023 (2023: £26,290) is in the General Fund with the rest allocated for specific purposes in various designated and restricted funds as shown in page 9 of the accounts.

Reserves Policy

It is the policy of the PCC to try and maintain a balance on the general fund which equates to six months unrestricted payments.

The Fabric fund is retained to cover exceptional costs or emergencies on the fabric of the church buildings and to build a fund towards a future building project.

Structure, Governance and Management

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure.

The method of appointment of PCC members is set out in the Church Representation Rules. At St.Martin’s the membership of the PCC consists of the incumbent (our vicar), churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. All those who are members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. he full PCC meet every other month. More frequent meetings (roughly monthly) were held of an expanded standing committee to deal with day-to-day issues. The minutes of the PCC are published on the church noticeboard once they have been approved.

Deanery Synod

Two members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures of the church.

During the year the charity received £1,781 grants for the church to designate the use of funds. A further £41,793 were received for specific purposes these includes a £500 grant from the local councillor, £12,093 from St John’s Church, Stoke for the cost of the curates housing, £29,200 from Surrey County Council and Surrey Heath Council for programmes that the charity is involved with including Free Food Stall, Healthy Eating, being a Warm Hub and grants supported by the Household Support Fund

£763 was received during the year from events run by the church and £260 from the sale of cards

(d) Church Refurbishment

During the year work focussed on agreeing a design and gaining planning permission for a new church and centre on the current site of the church. The expenditure for the year is the cost of architects, design. planning application and other related work.

(e) Repairs

Major repairs during the year were carried out on the front door and windows.

(f) Individual Support

During the year the church continued to make grants and gifts to local residents facing hardship. These were funded from grants received from Surrey County Council and Surrey heath borough council

3 ACCOUNTING POLICIES

Basis of Accounting - The financial statements for the year ended 31 December 2023 have been drawn up in accordance with the Statement of Recommended Practice ("SORP") issued by the Charity Commission and the Church Accounting Regulations 2006 using the receipts and payments basis.

Incoming resources, including investment income, covenants and donations are accounted for on a cash received basis to which is added Income Tax when it is recovered. Expenditure is accounted for when paid and includes value added tax where applicable.

4 EXPENSES

The expenses paid to clergy may include small immaterial amounts which relates to their function as PCC members. No payments were made to other PCC members.

(c) Grants

During the year the charity received £1,781 grants for the church to designate the use of funds. A further £41,793 were received for specific purposes these includes a £500 grant from the local councillor, £12,093 from St John’s Church, Stoke for the cost of the curates housing, £29,200 from Surrey County Council and Surrey Heath Council for programmes that the charity is involved with including Free Food Stall, Healthy Eating, being a Warm Hub and grants supported by the Household Support Fund

(d) Church Activities

£763 was received during the year from events run by the church and £260 from the sale of cards

(d) Church Refurbishment

During the year work focussed on agreeing a design and gaining planning permission for a new church and centre on the current site of the church. The expenditure for the year is the cost of architects, design. planning application and other related work.

(e) Repairs

Major repairs during the year were carried out on the front door and windows.

(f) Individual Support

During the year the church continued to make grants and gifts to local residents facing hardship. These were funded from grants received from Surrey County Council and Surrey heath borough council

3 ACCOUNTING POLICIES

Basis of Accounting - The financial statements for the year ended 31 December 2023 have been drawn up in accordance with the Statement of Recommended Practice ("SORP") issued by the Charity Commission and the Church Accounting Regulations 2006 using the receipts and payments basis.

Incoming resources, including investment income, covenants and donations are accounted for on a cash received basis to which is added Income Tax when it is recovered. Expenditure is accounted for when paid and includes value added tax where applicable.

4 EXPENSES

The expenses paid to clergy may include small immaterial amounts which relates to their function as PCC members. No payments were made to other PCC members.
