The PCC is also specifically responsible for the maintenance of the Church buildings of St Martins, Old Dean, Camberley. ## Objectives and Activities The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Martin’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. We aim to enable ordinary people to live out their faith as part of our parish community through: - Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus. - Provision of pastoral care for people living in the parish. - Missionary and outreach work. To facilitate this work, it is important that we maintain the fabric of the Church of St. Martin’s and the Church Hall. ## Vision, Values and Mission The PCC has discerned the vision, values and mission priorities as part of developing a new Mission Action Plan under the diocesan initiative “Transforming Church, Transforming Lives”. ## **Vision** We have discerned God’s vision for St Martin’s as “to see God, each other and community loved wholeheartedly”. This is summarised as: ## **Loving God Loving each other** ## **Loving community** This vision is supported by five core values and three mission priorities, as follows: 1. **Worship** - God loves us so much and, through worship, we love him back. 2. **Friendship -** Jesus welcomes everyone and we do too. 3. **Service -** Jesus served others and we do too. 4. **Going deeper** - Jesus wants us to know him better and we want that too. 2 **The Parochial Church Council of St Martin’s Church, Camberley** ## **Receipts and Payments Account for the year ended 31 December 2023** 5. **Witness** - Jesus spoke about God’s love and we do too. ## **Our mission priorities** 1. Engaging with more children, young people and families, sharing God’s love with them, and creating further opportunities to disciple those in our church family. 2. Discipling our church family, primarily through our Life Groups. 3. Serving our community, particularly the lonely, the bereaved, those who are hurting, those who are not well, those who are struggling with life and those who are in need. ## Achievements and Performance ## Worship and Prayer The Free Community Breakfast, first introduced in September 2021, continues to be a great success. Typically 70-80 people gather every week. Bacon rolls, pancakes, pastries, toast, cereals, fruit, tea, coffee, and juice are enjoyed in a warm and friendly atmosphere which builds community and combats both social isolation and food poverty. A service of Quiet Communion precedes the Free Community Breakfast unless it is the first Sunday of the month when we enjoy Communion together in the service. The main service which follows the Free Community Breakfast continues to experience growth which we are absolutely thrilled about. We recognise that God is growing his church, and it is both a real privilege and a great joy to join in with what he is doing. We continue to livestream our services as part of God’s mission. The congregation are fully empowered, and every Sunday is a wonderful, great team effort. The PCC extends huge, warm thanks all those who have taken part. As well as the regular services there has been regular prayer meetings held each morning. There has been a genuine feeling of God’s presence each time we meet. We are richly blessed with amazing children and youth leaders and helpers as well as amazing children and youth! Children’s and youth groups on Sunday morning, Messy Church, and Children, Youth and Community Socials have been very popular amongst our community. More children and young people have joined us which we are absolutely delighted with. In addition to our regular services there are several Life Groups, to develop members’ knowledge and trust in Jesus. ## Deanery Synod Two members of the PCC sit on the deanery synod. This provides the PCC with an important link between the parish and the wider structures of the church. 3 ## **The Parochial Church Council of St Martin’s Church, Camberley** ## **Receipts and Payments Account for the year ended 31 December 2023** ## The Church and Hall The Church and the Hall are very well used throughout the week. The Hall is used each weekday by Parity for Disability, a charity for adults with multiple disabilities. It is also used most evenings by the church and different community organisations. The church is well used for activities such as Tuesday Tots, Wednesday Café, Monthly Alzheimer’s café, Neurodiverse Children Support group, and Outlook for Seniors group. ## Pastoral Care The Pastoral Care team do a fantastic job of visiting those who are sick, require support or wish to speak to someone on a confidential one to one basis. ## Mission and Discipleship In partnership with the Old Dean Community Group, (ODCoG) the Church has continued to support to our community through the Free Food Stall. Provision is made to deliver to any who are unable to get to the stall, so they are not left out. Our Wednesday and Saturday café provide a focal point for the community to meet and where access is also available to local support services. And the church was identified as a Warm Hub providing a warm meeting place during the colder months and access to free blankets. ## Financial Review The accounts are prepared on a receipts and payments basis. Total receipts in the year on general funds was £69,735 (2022: £58,632) of which £35,683 (2022: £37,760) was voluntary donations through collections, regular giving and one-off gifts. £27,315 (2022: £19,746) was received in respect of hiring the hall with our regular user, Parity for Disability continuing and other users returning with bookings. The increase in income from Hall Hire reflected a renegotiated fee with Parity to reflect the increase in energy costs. £53,956 (2022: £52,331) was spent from unrestricted funds to provide Christian ministry from St Martin’s including a contribution to the diocesan parish share which has increased slightly compared with the previous year and largely provides the stipends and housing for clergy. The net result was an excess of receipts over payments of £113 (2022: £6,301). Total funds at the end of 2023 are £133,029, (2022: £132,916), of which £32,290 (2021: £23,991) is in the General Fund with the rest allocated for specific purposes in various designated funds as shown in Note 6 on page 13 of the accounts. During the year we have received several grants for specific purposes to support our community work. We are particularly grateful to both our local authorities; Surrey County Council and Surrey Heath Borough Council who have both generously supported our work in the community including providing funds for our Community Breakfasts, Free Food stall, and enabling the community to come together to celebrate the Kings coronation. Guildford Diocese provided a grant towards our heating costs and St John’s Church, Stoke have continued to provide funding so we can afford a house for Julie, our curate. Total bank balances at the end of the year were £133,029 (2021: £132,916) ## Reserves Policy It is the policy of the PCC to try and maintain a balance on the general fund which equates to six months unrestricted payments. Based on these accounts this is equivalent of about £28,490. reserves are held to smooth out cash flow and to meet emergencies. The Fabric fund is retained to cover exceptional costs or emergencies on the fabric of the church buildings and to build a fund towards a future building project. During the year it has been increased by £7,500. ## Structure, Governance and Management The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The method of appointment of PCC members is set out in the Church Representation Rules. At St. Martin’s the membership of the PCC consists of the incumbent (our vicar), churchwardens and members elected by those members of the congregation who are on the electoral roll of the church. All those who are members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC meet every other month. More frequent meetings (roughly monthly) were held of an expanded standing committee to deal with day-to-day issues. The minutes of the PCC are published on the church noticeboard once they have been approved. ## Administrative Information St Martins Church is situated at 231 Upper College Ride. Old Dean, Camberley, GU15 4HE. It is part of the Diocese of Guildford within the Church of England. Incoming resources, including investment income, covenants and donations are accounted for on a cash received basis to which is added Income Tax when it is recovered.
