The trustees present their report with the financial statements of the charity for the year ended 31 March 2025. The trustees  have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS  102) (effective 1 January 2019).

## **OBJECTIVES AND ACTIVITIES** 

The trustees confirm that they have had due regard to the Charity Commission's guidance on public benefit. The charity's activities are open to beneficiaries regardless of background and are designed to advance education, citizenship, and community cohesion through scouting. 

The Muslim Scout Fellowship promote the development of young people in achieving their full physical, intellectual, social and spiritual potential; as individuals, as responsible citizens and members of their local, national and international communities focussing on outreach within the Muslim communities of the UK.. 

## OBJECTIVES AND ACTIVITIES 

Governance Arrangements 

## Structure: 

> General Assembly: Maximum two representatives per group. A representative voice for all Muslim majority groups in the UK. > Board of Trustees: Oversees strategic decisions and risk management. Trustees are elected by the General Assembly 

> Leadership Team (Executive Committee): Composed of senior volunteers and staff managing key departments, led by the Manager and Deputy Manager. Trustee On boarding and Evaluation: 

> New trustees undergo an induction process, including mandatory training. 

> Roles and responsibilities are assigned based on individual skills and strategic objectives. 

> Trustees' progress and deliverables are evaluated by the Chairman and Manager using key performance indicators. Decision-Making: > Strategic decisions: Board of Trustees. 

> Operational decisions: Senior Leadership Team, with high level approval by Manager/Deputy Manager > Departmental decisions: Department Heads, with consultation as needed. 

________________________________________ Risk Management 

The trustees maintain oversight of risk and are in the process of formalising a comprehensive risk register, overseen by a Risk management working Group. > Financial Risks: Monitored through strategic financial planning, departmental budgeting and tracking, regular reviews, and adherence to our reserve policies. 

> Legal Risks: Ensured through compliance with UK charity law, Scouts POR (Policy, Organisation, and Rules), including event risk assessments, safeguarding policies, and GDPR. 

> Operational Risks: Addressed through standard operating procedures, robust training for volunteers and leaders to ensure consistency and quality, and regular reviews for continuous improvement. 

> Reputational Risks: Managed through proactive engagement with stakeholders and transparent communication. To strengthen our approach, we are developing a screening and vetting policy to ensure high standards of accountability. Additionally, trustees will establish a Risk Management Working Group and maintain a comprehensive risk register to identify, monitor, and mitigate potential risks effectively.

Over the past 12 months, MSF has: 

>  Delivered 10 National Events - 4,304 Attendees 

>  Engaged with 120 groups for regular support 

>  Delivered 11 Training Events - 374 Attendees 

>  Ran 2 International Events - 165 Attendees 

>  Ran 3 Explorer Events - 310 Attendees 

>  Produced 11 further programme resources to support local groups. 

>  Ran 14 webinars for leaders 

________________________________________ Impact and Outcomes Beneficiaries Supported: 

> Engaged with over 26 events and touchpoints throughout the year, supporting 120 Muslim Scout groups and young people nationwide. 

> Developed 11 tailored programme resources that were distributed to all active groups to support their weekly sessions. These resources have directly benefited many groups and young people, enhancing their Scouting experience. 

> Trained 374 leaders, equipping them with the skills and confidence to deliver high-quality Scouting activities. 

> Ran 14 webinars for leaders reaching 406 leaders in total. 

> Provided 3636 young people with opportunities to participate in local, regional and national Scouting events, supporting their personal growth and wider community engagement and social cohesion. 

> Delivered 14 webinars totalling 406 attendees 

> Facilitated 2 international trips for 165 attendees: broadening their horizons, fostering a sense of global citizenship, and enabling them to connect with peers and communities worldwide.

These efforts have strengthened the Scouting network, empowered young people, and fostered resilient communities.

## Reserves Policy 

MSF currently maintains a reserve fund of £50,000, with a goal to build reserves equivalent to six months of our operating costs. This will ensure financial stability even in the event of unforeseen circumstances. Reserves are reviewed annually by the trustees.

## Fundraising Activities 

Funds are raised through grants, community fundraising, merchandise sales, and event profits. These funds support operations, staff costs, and programme delivery. 

________________________________________ Future Developments Strategic Goals for the Coming Year: 

1. Establish MSF as a recognised, reliable, reputable and respected charity with strong transparent governance. 2. Achieve greater financial sustainability by developing a diversified portfolio of income streams. 3. Sustainably grow scouting, reaching out to new Muslim communities, as well as the most disadvantaged and underserved within these communities. 4. Improve our support offering to local groups through training, resources, and events. 5. Strengthen our organisational infrastructure by investing in technology and staffing. 

________________________________________ Volunteer, Staff and Donor Contributions Our volunteers are the backbone of MSF, giving their time, skills, and passion to ensure the smooth running of our programmes  and events. 

Volunteers 

Key Contributions: 

> Delivering high-quality Scouting activities and mentorship to young people. > Supporting the planning and execution of national and regional events. 

> Assisting with programme adaptation to meet the unique needs of Muslim communities. 

## Staff 

Our staff bring their expertise, professionalism, and dedication to the day-to-day operations of MSF. Key Contributions: 

> Developing and distributing tailored programme resources. > Coordinating training sessions for leaders and volunteers. > Managing relationships with partners, funders, and stakeholders. > Overseeing administrative tasks and ensuring compliance with governance requirements. 

Funders and supporters 

The generosity of our funders and supporters has been critical in enabling MSF to achieve its goals. 

## Key Contributions: 

> Funding core operations, including staff salaries and programme development. > Supporting the delivery of our services 

> Providing resources for group-level activities and training programmes. 

Together, our volunteers, staff, and funders form a dynamic network of support that drives the impact of MSF. We are deeply grateful for their contributions and look forward to their continued involvement in building a brighter future for young British Muslims through Scouting.

Significant partnerships formed include: Funders in Good, Islamic Relief, NCS, Paddle UK, England & Wales Cricket Board, and the National Waqf Fund. We extend our heartfelt gratitude to all for supporting our work and look forward to strengthening our collaborations in the coming years.

## **Independent examiner's report to the trustees of Muslim Scout Fellowship** 

I report to the charity trustees on my examination of the accounts of Muslim Scout Fellowship (the Trust) for the year ended 31 March 2025. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act'). 

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is  one of the listed bodies. 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair  view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be  drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice  applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and  Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

## **Taxation** 

The charity is exempt from tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
