Structure, governance and management
a. Constitution
Higher Preslmich Hebrew Congregation is a registered Charitable Incorporated Organisation ICIOI,
number 1202519, and is constiluled under a Trust deed dated 28 March 2023.
b. Methods of appointment or election of Trustees
The management of the Charity is the responsibility of the Trustees who are elected and co-opted under
the terms of the Trust deed.
Recruitment and appointment of new trustees would be in line with the constitution and with the consent
of the Iruslees. The criteria set for the suitable candidate would be someone who is sensitive lo the
needs and demands of the organisation.
There are no policies for the induction or training of new trustees.
c. Financial risk management
The Trustees have assessed the major risks to which the Charity is exposed, in particular those related
to the operations and finances of the Charity, and are satisfied that systems and procedures are in place
to mitigate exposure to the major risks.
The risks faced by the charity are principally from mismanagement of the synagogue. These risks are
managed by having a management team dedicated to the sm(iolh running of the synagogue with cleady
delineated delegation of duties.

Objectives and activities
a. Policies and Objectives
The object of the CIO is to advance the Orthodox Jewish faith in Greater Manchester for the benefit of
the public. Religious activities include prayer services, Talmud and Bible classes. There are social
activities for members and others. The CIO also hosts fund raising activities.
In setting the objectives and planning for activities, the Trustees have given due consideration to general
guidance published by the Charity Commission relating to public benefi't, including the guidance 'Public
Benefi't.. Running a Charity IPB21',
bl Strategies for achieving objectives
The synagogue has a subscription paying membership which sustains part of the Synagogue's aclivilies.
The subscription income is supplemented by income derived from donations from members and others.
The Iruslees refer lo the charity commission's general guidance on public benefit when considering the
synag￿ue'S aims and objectives.
cl Aclivib'es undertaken to achieve objectives
The main activities undertaken are religious activities including prayer services, Talmud and Bible
classes," including social activities for members and others. The congregation sustained a deficit for the
period, however because of the transfer of the burial board assets and liabilities to Meadehill Shul before
incorporation, the trustees are satisfied that there are sufficient funds lo allow the synagogue lo continue
for the foreseeable future.
dl Grant-making Policies
The charity is funded by donations. The charity gives out grants in line with the above objects.
The application of the funds by way of grants to either institutions or individuals and is almost always to
inslitulions.
Achievements and performance
The Synagogue's volunteers and staff together have worked hard lo increase the benefits of the
Synagogue particularly when facing challenges that required an immediate response.

Financial review
a. Going concern
After making appropriate enquiries, the Trustees have a reasonable expectation that the Charity has
adequate resources lo continue in operational existence for the foreseeable future. For this reason, they
continue to adopt the going concern basis in preparing the financial statements. Further details
regarding the adopts'on of the going concern basis can be found in the accounting policies.
b. Reserves policy
The Iruslees are satisfied that the balance of the fund is at an a¢￿ptable level of reserves given the
nature of revenue re￿iptS against anlicipaled future expenditure.
c. Deficit
The Iruslees feel that the activity and deficit reflect the standing and age profile within the local
community. The Iruslees would like to record their appreciation for the financial support received from
members and other benefactors throughout the year.

I report to the trustees on my examination of the financial statements of HIGHER PRESTVVICH
HEBREW CONGREGATION I'the charity'l for the year ended 31 December 2025.
Responslbllltles and basls of report
As the trustees of the charity you are responsible for the preparation of the financial statements in
accordan￿ with the requirements of the Charities Act 2011 I'lhe Act'l.
I report in respect of my examination of the charity's financial slalements carried out under section 145
of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given
by the Charity Commission under section 14515llbl of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material mallers have come lo my attention in
connection with the examination giving me cause lo believe that in any material respect..
accounting records were not kept in respect of the charity as required by section 130 of the
Act., or
the financial statements do not accord with those records,. or
the financial statements do not comply with the applicable requirements concerning the fomi
and content of awounts set out in the Charities IAc¢ounls and Reports) Regulations 2008
other than any requirement that the accounts give a 'true and fair, view which is not 8 matter
considered as Part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which
attention should be d￿wn in this report in order to enable a proper understanding of the accounts to be

General information
Higher Prestwich Hebrew Congregation is a registered Charitsble Incorporated Organisation
ICIO), number 1202519, and is consliluted under a Trust deed dated 28 March 2023
Statement of Compllance
These financial statements have been prepared in compliance with FRS 102, 'The Financial
Reporting Standard applicable in the UK and the Republic of Ireland., the Statement of
Recommended Practice applicable lo charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (Charities
SORP IFRS 10211 and the Charities Act 2011.
Accounting policies
Basis of preparation
The financial statements have been prepared in accordance with the Charities SORP IFRS 1021-
Accounting and Reporting by Charities.. Statement of Recommended Practice applicable lo
charities preparing their accounts in accordance with the Financial Reporting Standard applicable
in the UK and Republic of Ireland IFRS 1021 leffeclive 1 January 20191, the Financial Reporting
Standard applicable in the UK and Republic of Ireland IFRS 1021 and the Charities Act 2011.
The financial statements have been prepared to give a'true and fair, view and have departed from
the Charities (Accounts and Reports) Regulations 2008 only lo the extent required to provide a
'true and fair, view. This departLJre has involved following the Charities SORP IFRS 1021 published
in October 2019 rather than the Accounting and Reporting by Charities.. Statement of
Recommended Practice effective from 1 April 2005 which has since been withdrawn.
Higher P￿StWich Hebrew Congregation meets the definition of a PLJblic benefit entity under FRS
102. Assets and liabilities are initially recognised al historical cost or transaction value unless
othe￿iSe staled in the relevant accounting policy.
The accounts have been prepared for the period 1 January 2025 10 31 December 2025. The
Charitable Incorporated Organisalion was constituted on 28th March 2023, all assets and liabilities
of the religious institution were transferred to the charity at this date.
Going concern
After making appropriate enquiries and given the net current asset position of the Charity, the
trustees have a reasonable expectation that the Charity has adequate resources lo continue in
operational existence for the foreseeable future. For this reason, they continue to adopt the going
GOn￿M basis in preparing the financial slatemenls.
Judgements and key sources of estimation uncertainty
The preparation of the financial statements requires management lo make judgements and
estimates. These include the recoverability ofdebtors and the useful economic lives offixed assets.
The trustees do not consider that there are any significantiudgemenls or key sources of estimation
uncertainty that would have a material impact on the financial statements.

Fund accountlng
General funds are unrestricted funds which are available for use al the discretion of the Trustees
in furtherance of the general objectives of the Charity and which have not been designated for
other purposes.
Designated funds comprise unrestricted funds that have been set aside by the Trustees for
particular purposes. The aim and use of each designated fund is sel out in the notes to the financial
stalemenls.
Incoming resources
All income is recognised once the Charity has entiilemenl to the income, il is probable that the
income will be received and the amount of income receivable can be measured reliably.
Resources expended
Expenditure is recognised On￿ there is a legal or conslruclive obligation lo transfer economic
benefit to a third paty, Il is probable that a transfer of economic benefits will be required in
settlement and the amount of the obligation can be measured reliably. Expenditure is classified by
activity. The costs of each activity are made up of the total of direct costs and shared costs,
including support costs involved in undertaking each artivity. Direct costs attributable lo a single
activity are allocated directly to that activity- Shared costs which contribute lo more than one activity
and support costs which are not attributable to a single activity are apportioned between those
activities on a basis consistent with the use of resources. Central staff costs are allocated on the
basis of time spent, and depreciation charges allocated on the portion of the asset's use.
Expenditu￿ on charitable activities is incurred on directly undertaking the activities which fLJrther
the Charity's objectives, as well as any associated support costs. All expenditure is inclusive of
irrecoverable VAT.
Tanglble assets
Tangible assets are initially recorded al cost, and subsequently staled at cost less any accumulated
depreciation and impairment losses. Any tangible assets carried at revalued amounts are recorded
at the fair value al the date of revaluation less any subsequent accumulated depreciation and
subsequent accumulated impairment losses.
An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other
recognised gains and losses, unless it reverses a charge for impairment that has previously been
recognised as expenditure within the statement of financial aclivilies. A decrease in the carrying
amount of an asset as a result of revaluation, is recognised in other recognised gains and losses,
except lo which il offsets any previous revaluation gain, in which case the loss is shown within
other recognised gains and losses on the statement of financial aclivilies.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value,
over the useful economic life of that asset as follows.

Flnanclal Instruments
The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial
instruments. Basic financial instruments are initially recognised at transaction value and
subsequently measured al their settlement value with the exception of bank loans which are
subsequently measured at amortised cost using the effective interest method.
