Structure, Governance and Management
Constitution
The King’s Cross Church and Junction, Hexthorpe, Doncaster was formed as a Charitable Incorporated Organisation (“the CIO”) which has been an independent charity since March 2023 with a growing affiliation with the Free Methodist Church, UK.
The constitution was last amended on August 10[th] , 2023.
Recruitment and appointment of trustees
Trustees are appointed or removed and replaced from existing members by a resolution passed at the Annual Church meeting.
There is no formal induction and training of Trustees. The current trustees have a range of professional skills and knowledge which is appropriate to their role.
Organisational Structure and Management
The Church Leadership Team exercises spiritual oversight and day-to-day management of the practical affairs. They report to the properly constituted Member’s meeting.
The building is licensed from the British Methodist Church (BMC). All other belongings held by the charity are held in trust by the designated Trustees who are also responsible (on behalf of the church members) for any transactions involving the church's finances, including the employment of staff. For May 23March 24 we had two employees at 9 hours a week, a cleaner for 8 hours a week. We also contributed to the work of the Farsi-speaking congregation’s leader through the BMC.
Risk management
The Trustees and extended Leadership team recognise the need for effective management for the key risks faced by the charity. The types of risks which the charity faces are identified, reviewed and prioritised in terms of potential impact and likelihood of occurrence. The appropriateness and adequacy of internal controls and identification of any further actions required to mitigate the key risks identified are also part of the overall risk management process. Key financial systems are periodically considered separately. Internal risks are minimised by the implementation of procedures for authorisation of all transactions and to ensure consistent quality of delivery for all operational aspects of the charity.
Safeguarding
Every person has value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s re-creation of us in Christ. Among other things, this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.
The Charity outlines commitment to the following principles:

The care and nurture of, and respectful pastoral ministry with, all children, young people, and adults

The safeguarding and protection of all children, young people, and adults when they are vulnerable
-
The establishing of safe, caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse

We will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records, disclosures and registration with the relevant vetting and barring schemes

We will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperating with the police and local authority in any investigation
-
We will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.

We will seek to challenge any abuse of power, especially by anyone in a position of trust.

Safeguarding (Continued)

We will seek to offer pastoral care and support, including supervision and referral to the proper authorities, to any member of our church community known to have offended against a child, young person or vulnerable adult.

In all these principles we will follow legislation, guidance and recognised good practice.
The Charity commits itself to ensuring the implementation of the Free Methodists’ Safeguarding Policy, government legislation, guidance and safe practice within the church.
The Charity commits itself to the provision of support, advice and training for lay people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who may be vulnerable.

Objects
From the constitution
To advance the Christian religion in Hexthorpe, Doncaster and the surrounding area for the benefit of the public through such activities as the holding of worship services, providing support and relief to persons who are in conditions of need or hardship, co-operating with other organisations which include/promote Christian worship, according to the Evangelical faith, to enlighten others about the Christian Religion.

Other charitable purposes as shall further the attainment of the above objects of the Church.

The furtherance of other charitable work of the Church consistent with the Trust Deed.
Activities
From the constitution: -
For the benefit of the public, there will be worship services, teaching sessions for all, children and seniors' work, public celebration of Christian festivals, prayer, and outreach by distributing literature on the Christian faith. To assist this working through our Drop-in centre, the Junction, we seek to help in the relief of needy persons.

Clubs, meetings and activities for all ages connected with the fellowship as well as for members of the public in the locality, including those who are of retirement age.

Voluntary help and gifts in kind
Many volunteers are needed for our many community and church services. They function as children’s workers, organisers of adult and seniors’ activities, administrators, treasurers, We will lose one employee due to a grant finishing by May 2024.
Public benefit
In reviewing the overall aim and the objectives of the Charity, and in exercising their powers and duties, the Trustees have had due regard for the Charity Commission’s public benefit guidance. The activities of The King’s Cross Church and Junction are carried out to further its charitable purpose for the public benefit as summarised in the section 'Activities' (above) and highlighted in the following section on the listing of 'Achievements and Performance'.

Achievements and performance during the year
Worship and Prayer
Attendance: Over the past 10 months we have grown in attendance. For full members over 3 congregations (morning, afternoon and evening) we have around 80 though some are unable to attend regularly due to age and infirmity. Our Farsi congregation (afternoon) had around 20 members. A few have joined us in recent months.
The Church Centre
The use of the 2 buildings we occupy has been re-developing since Covid’s restrictions beyond worship services, kids’ or the outreaches for adults. As of 1June 2023 we have licensed the site from the British Methodists.
Pastoral Care
We have midweek groups and ‘classes’ that have leaders who often coincide with the role of Pastoral Visitor although there are non-group leaders who are Pastoral Visitors too. During the year we appointed a new part-time pastor to commence his duties as of mid-May 24, 2024.

Mission and evangelism
We have always kept to our Church Tagline- Making Jesus Known throughout all our activities from worship services to community visiting homes, shops… our Children’s through Seniors’ work focus often on why Jesus is important to us while serving the needs of the poor as best we can.
Community work: -
We host community activities for many groups within our Community Building the Crossing. This has included for 2023-2024:

Hosting surgeries for our local Councillors (until another site was chosen May 24 onwards).

Family hub

“Changing Lives”
-
“Arts and Culture|” for Hexthorpe
-
“Migrant Hub”
-
We also work with other Refugee needs.

Maternity care [to be furthered as possible]
Also we commenced taking monthly services at the nearby Senior Residential home.
Ecumenical relationships
These are growing again, and several members have been attending 2 networks locally.

Financial Review
Continued giving by the committed members of their Church has enabled the church to continue meeting its charitable objectives. We have had continued supporting grants as noted below.
General perspective
Due to our grant and media employee’s work, we can be thankful for funds rising/ falling and breaking even and grants that have been applied for have been gained.

Transfers
Due to the closure of the previous charity’s bank account (1139478) its transfers together with all future transactions are now going into the current Charity’s bank account with the Cooperative bank while the Junction Account (HSBC) will continue to function for community work under the current charity.
Details of all Income and Expenditure are in the following inspected Accounts.
Reserves Policy
We maintain 3 months’ worth of our expenditure probabilities as reserves. It is the policy of the Charity to maintain unrestricted funds which are the free reserves of the charity at a level which equates to approximately three months expenditure. This provides sufficient funds to maintain the work of the Charity.
Plans for the Future Period
We intend to continue to hold Sunday Services, mid-week Fellowship meetings, and times of prayer. We are intending to continue our growing affiliation with the Free Methodist Church network in the UK.
All existing clubs and activities are planned to continue. Further evangelistic outreach is planned; this will include the distribution of literature and invitations to meetings.
The Church will continue to support other charities and outreach activities, in this country and overseas, by prayer, financial donation and practical support.
The Church continues to recognise the role of the Trustees in the life of the Church.
The review for safeguarding arrangements for children and vulnerable adults is ongoing.
The Trustees’ responsibilities concerning the financial statements
The Trustees are responsible for preparing financial statements for each financial period, which give a true and fair view of the state of affairs of the Charity and of the surplus or deficit for that period. In preparing those financial statements, the Trustees are required to:

select suitable accounting policies and apply them consistently;
-
make judgements and estimates that are reasonable and prudent;
-
state whether applicable accounting standards and statements of recommended practice have been followed;
-
prepare the financial statements on the current ongoing basis unless it is inappropriate to presume that the charity will continue in operation.

The Trustees are responsible for keeping proper accounting records which disclose, with reasonable accuracy at any time, the financial position of the Charity and enable them to ensure that the financial statements comply with the Charities Act 2011 and the Charities: Statement of Recommended Practice 2015 as applicable to the Financial Reporting Standard (FRSSE) 2015.
They are also responsible for safeguarding the assets of the Charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charity’s Act)) and that an independent examination is needed.
It is my responsibility to:

examine the accounts (under section 145 of the Charity’s Act);

follow the procedures laid down in the General Directions given by the Charity Commission (under Section 145(5)(b) of the Charity’s Act); and
-
state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in, any material respect, the requirements

to keep accounting records in accordance with Section 130 of the Charity’s Act

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charity’s Act have not been met; or

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in, any material respect, the requirements

to keep accounting records in accordance with Section 130 of the Charity’s Act

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charity’s Act have not been met; or
-
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
