Dear Families. Friendsand Community
Thank you for taking time to read our Trustees Annual Report coveringjuly 2024-July 2025. This
is the first full year foi the new charity kn'ngsclere Preschool CIO la charitable incorporated
org8n15ationl since we closed Busy Bees Piaygroup lan unincorporated charity).
The bones of the organisation remain the same. we afe still a not-lor-profit charity preschool
first eslablished in 1976. It is a friendly selting based In the picturesque village of Kings¢lere
which provides high-quality, enriching Early Years Foundation Stage IEYFSI curriculum as well
as fun and care for the all-round development of children aged 2-4 years old. The preschool
accepts children f rom Kingsclere and all surrounding communities.
Our setling provide5 8 large enclosed outdoor space. access to a loc81 park and short walks to
local amenities such as the vi1188e library. We are open weekdays 8.30-3.00 during term lime
only. Our impact has been felt across generations in our community with excellent childcare
And eally years education enabling children io prepare for primary school and beyond.
This year h8s brought with it a period of change 8$ our long-standing manager made the
decision to stand down alter 30 years of service in December 2024. A successfvl recruitment
campaign enabled us lo appoini a new M8n8ger in January2025. Unfortunately. the fole was not
a good fit for her personally and after 6 months in the role she decided lo step down. We 8re
really blessed to be able io appoinl another long-term member ol staff to Ihe permanent
Manager role in july 2025. We also recruited a new permanent administrator in 2025. We feel
positive about our strong staff base going forward and look to complete further recruitment
activity in the new year to round out the team with a Deputy Manager.
We hosted seveial successful fundfaising events in the year. including bake and book 51811s at
the local music lestival, an Easter"Hopathon" Halloween disco and Christmas wreath m8king
event. Ouf Christmas Fayre was unlortunately cancelled due to inclement weather. but we are
sure it will be back with a bang in 20251
We look tO￿ard to 8 more stable year ahead. We have big plans lor tundraisingthis year and
hope to increase our eltorts tollowing the rise in naiional insurance contributions and changes
to the government5 funding struciur6. We continue to be confident the preschool is 8
sustainable enterprise.
The other area of focus will be on engaging parents and community to get involved in our
committee to continue governance ol the preschool and achieve future stabilily.

Kingsclere Preschool operates under a constilulion. which governs and sets out the pre-

Our structure includes Governance Ilhe committae of voluniary Irusteesl. Man8gement Ith8

Voluntary Trustees {Committee)
The charity 1$ managed ano conirolled by the Commitlee. as charity Irustees. The trustees
ensure that the charitycomplieswith the consiitution and (Jelivers the overarching governance
ofthe preschool. sustains continuingsupport and engagement with management, and initl8te8
fegular meetings and actions to meet regulaiory Tequirements. The Committee can have 8
minimum of38nd maximumot 12members.and ismadeup of parents otpreschoolchildren or
community members.

Management and Staff
The settingis managed by the Preschool Managef and Dewty Manager. Managers 8ncl staff are
responsible for the delivery of the child development and educ8tion aims of the preschool
through a high-quality. enriching EYFS curriculum. experiences. and meeting of enrolled
childien's needs. The management and staff structure includes five qu81ified. lull time
individuals- this meets required adult-lo-child 18tios and ensures children 8re lully supported
and provided with Individu81ised care.
Achievements and performance
During the period of theTAR. our preschool has deliveredthe followingto support the children in
Kingsclere ano surrounding communities who allend our selling.
23 ehildren enrolled. aged 2-4 years old;
12 children supported in their final year of ￿eSchOol prior to primary school:
multiple pr85chool-aged and ¢ommunily events and experiences provided.
Flnancial review
Statement of the charity's policy on reserves
As expected by the Chafity Commission which regulates charities in England and Wales,
'ngsclere Preschool must Oetermine, publish, implement. and monitor its charity reserve8
pollcy to comply with our legal and regulatory responsibilities.
To meet the requirements of this charity reserves policy and related obligations:
Kingsclere Preschool's policy shall be to retain or. where reserves are below the agreed
level, to work to secure three times the charity's average monthly outgoing costs from
the Previous year;
The reserves level will be confirmed annu811y ty the Truslees upon finalis8tion 8nd
submission of the charity's linanc1818ccounts to the Charity Commission.,
Actual rese￿e$ will be monitored fegularly. with a reserves status. value, and related
action$ addressed atformal Committee ITrusteel meetings where an agenda is set.. and
The review of this policy will align to organisational standards for policies and
procedures.
Reserves are necessary to mitigate the risk of external factors not within the setting's control
andlor other developments which could lead to any unplanned closuielsl for any time between
1 day and 3 months. This supports resilience to incidents. prolonged impacls. and other
adverse developments. Mosl crilically, thiswill enable continuity of Services and operations for
Ihe children enrolled. parents and carers, and our pre-school community.
The reserves held by the Preschool at the end of the TAR period are £50,000.
