REPORT OF THE TRUSTEES
FOR THE YEAR ENDED 31 DECEMBER 2025
St Michael and All Angel’s Church is situated in Kingsland, in the Leominster Deanery in the Diocese of Hereford within the Church of England. The correspondence address is The Rectory, Kingsland, HR6 9QW.
The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2011) . As Charity Trustees, all PCC members are mindful of the Charity Commission’s six core principles for charity trustees, which are as follows:

The PCC shares in the Vision of the Diocese of Hereford: ‘to inspire each generation to follow Jesus Christ - our families, friends, neighbours, colleagues, the people we meet - so that lives and communities are changed and God’s kingdom grows here in Hereford Diocese, on earth, as in heaven’ PCC members who have served at any time since the Annual Church Meeting 2025 until the Annual Church meetings in April 2026 are:

STRUCTURE, GOVERNANCE AND MANAGEMENT
The method of appointment of PCC members is set out in the Church Representation Rules. At St Michael’s the membership of the PCC consists of the incumbent, the curate, the agricultural chaplain, churchwardens, the reader licensed to the Benefice, parochial representatives elected to the Deanery Synod, and members elected by those on the electoral roll of the church. All members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the funds of the PCC are to be spent.
There were 4 PCC meetings during the year 2025 which were chaired by the priest in charge or the lay co chairs Peter King and Jean Barbour.
AIMS AND PURPOSES
St Michael’s PCC has the responsibility of co-operating with the incumbent and the Rural Dean in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social, and ecumenical. The PCC is also responsible for the maintenance of the Church.

OBJECTIVES AND ACTIVITIES
The PCC is committed to enabling as many people as possible to worship at the church and to become part of the parish community in Kingsland. The Rector along with the PCC maintains an overview of worship throughout the parish.
Our services and worship put faith into practice through prayer and scripture, music, and sacrament. We try to enable everybody to live out their faith as part of our parish community through:

Worship and prayer; learning about the gospel and developing their knowledge and trust in Jesus.

Provision of pastoral care for people living in the parish.
-
Missionary and outreach work.
To facilitate this work, it is important that we maintain the fabric of the church and build up the church community. We are indebted to the PCC to continue to maintain the life and worship of the church.
WORSHIP AND PRAYER
The PCC is keen to offer a range of services over the course of the year that our community finds both beneficial and spiritually fulfilling. This includes occasional Services.
We have a sung Eucharist (average 25) normally every Sunday, with Holy Communion in one of the houses in the parish every Thursday. We have Messy Church (average 30), once a month. Services to mark the agricultural year (Rogation, Lammas, Plough Sunday, Harvest, etc.) are well attended, with up to 100 present.
During 2025, 11 funeral services were conducted by members of the ministry team and visiting clergy including 2 burials of ashes, and 3 weddings.
The Christmas and Easter Services were well attended by both regular and occasional worshippers.
GIVING AND COMMUNITY
Helping those in need is a demonstration of our faith.
£1,829 was sent to various charities.
This was in addition to a number of restricted donations for specific charities from funerals and events which were specified by the donors.
Our parish magazine and a pew sheet keeps our parishioners informed of the important matters affecting our Church as well as providing a valuable source of community information.
SAFEGUARDING
St Michael’s (Kingsland) is committed to safeguarding children and young people, vulnerable adults and those in abusive relationships. We aim to create a safe environment where children and young people are nurtured and protected and where all people, especially those who may be vulnerable for any reason, are able to worship and pursue their faith journey with encouragement and in safety.
All staff and volunteers in roles which involve working with children or vulnerable adults are recruited according to the House of Bishops' Safer Recruitment and People Management Guidance. For those in eligible roles this includes the parish undertaking checks with the Disclosure and Barring Service (DBS).
Training
Training for our Clergy, Staff and Volunteers in Safeguarding matters is mandated by national Church of England requirements. The level of training required depends on the role being performed. The management of Safeguarding training for Clergy is undertaken by the diocese, but the responsibility for ensuring our staff and volunteers are trained remains with the PCC and Benefice Safeguarding Officer. We endeavour to ensure that all of our staff, volunteers and clergy are up to date in their training.
The Parish Safeguarding Policy Statement is on display in all churches.
The parish follows the national legal and procedural framework for safeguarding children and vulnerable adults and Church of England policy and practice. It has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).
A copy of The Parish Safeguarding Handbook is available in the church.
We will act promptly on any complaints made and work in close partnership with police and social care services where children or vulnerable adults have been harmed or are at risk of harm or mistreatment. We provide safe recruitment, training and support to our voluntary and paid workers with children and vulnerable adults. We care for those who have been abused in the past and minister appropriately to those who have abused.

MEMBERSHIP OF CONGREGATION
There are 94 members on the electoral roll. There have been 4 Deanery Synod meetings since the last APCM.
CHURCHWARDENS’ MESSAGE AND REPORT ON THE FABRIC, GOODS AND ORNAMENTS OF ST MICHAEL’S CHURCH, 2025
Our much loved Rector, Rev. Julie Read, retired in the summer of 2025, and since then the Parish of Kingsland and the Benefice as a whole has been in interregnum. As such we have had to rely on the help and support of many retired clergy, as well as our own licensed Readers to keep alive the ministry of the Word of God, but in particular, our Curate, Rev. Rosie Roberts. We are very happy to acknowledge the unstinting work of the Rev Preb Nick Read , Rev Michael Denny , Rev Canon Janet Russell, Rev. Clarissa Cridland, as well as Wendy Maddocks (Reader), and Rosie Capon (Reader). This allowed a pattern of services with at least one service every week to continue in each of the 3 parishes and four churches, and Family Work and Youth Work due to the dedication of Wendy, Rosie and many volunteers at Kingsland for Messy Church which is both loyal and inspirational. Messy Church, held on the first Sunday in each month, has been particularly successful, with up to 30 children and many parents, attending the activities, breakfast, and short service.
We continue to strengthen our relationship with our village Church of England Primary school, taking weekly assemblies and offering assistance to both children and staff alike. A member of our congregation, Helen Webb, is now Chair of the school governors. Major term time events, such as the welcome for new starters, services for Harvest Festival and Christmas as well as the leavers service each year are extremely well attended with 150 children and over 80 parents crammed into our church. Again we give thanks for the service of our curate, Rosie Roberts for all the work she has put into this mutual relationship.
A very considerable amount of time and effort has been spent by the Church Wardens of all four churches in preparing the Benefice CV in order to attract a new Rector. Defined procedure as laid down by the Church of England has to be carefully followed and the Church Wardens committed themselves to dealing with this as quickly and efficiently as possible. Due to their efforts two excellent candidates presented themselves for selection, and a new Rector, Rev. Maggie Tate-Druiff has been appointed, and will be licensed on the 23rd March 2026. Her name will be added to our board of Rectors stretching back to 1250, that hangs in the church.
As we welcome our new Rector, we reluctantly say goodbye to our Curate Rosie Roberts, as she completes her three year training with our Benefice. Rosie has been inspirational in her time with us, and leaves a legacy of Christian love and worship amongst our four churches. Rosie has been appointed Rector of the Cragley Benefice in Malvern, and we wish both Rosie and her family a long and happy period of her life, tending to the needs of that Benefice and spreading the gospel amongst the parishioners. We will miss her.
The fabric of the church, fully restored two years ago, has stood the test of time despite some recent appalling weather with no repairs other than general maintenance have taken place. During the year, all of the old plastic aisle chairs have been replaced with new modern wooden ones thanks largely to the assistance of the village community, and to the Street Foundation Charity.

FINANCIAL REVIEW
The accounts show a loss of £14,249, due partly to the completion in January of the Restoration Project, which reduced our funds by some £2,000, but mainly due to paying 5 Diocesan Parish Offer payments, each of £7,080, and subsidizing the new chairs appeal by £4,963. The Diocesan payments are due quarterly, and we paid the final quarter of 2024 in January 2025. We also had to have a major electrical repair to the church wiring, costing £2,500. Our budget for 2026 shows a loss of £1,200 even after four major fundraising events, so it may be advisable for us to review our parish share. We still had £17,607 left in our bank accounts at 31[st] December.
RESERVES POLICY
The trustees have considered the level of reserves they wish to retain, appropriate to the charity's needs. This is based on the charity's size and the level of financial commitments held. The trustees aim to ensure the charity will be able to continue to fulfil its charitable objectives even if there is a temporary shortfall in income or unexpected expenditure. The trustees will endeavour not to set aside funds unnecessarily.
Statement of Trustees' responsibilities:
The Charities Act requires the Board of Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity as at the end of the financial year and of the surplus or deficit of the charity. In preparing those financial statements the Board is required to :-

select suitable accounting policies and then apply them consistently;
-
make judgements and estimates that are reasonable and prudent; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will

continue in operation.

state whether applicable accounting standards and statements of recommended practice have been followed, subject to any
-
material departures disclosed and explained in the financial statements;
The trustees are also responsible for maintaining adequate accounting records which disclose with reasonable accuracy at any time the financial position of the charity and which are sufficient to show and explain the charity's transactions and enable them to ensure that the financial statements comply with the regulations made under the Charities Act. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are also responsible for the contents of the trustees' report, and the responsibility of the independent examiner in relation to the trustees' report is limited to examining the report and ensuring that, on the face of the report, there are no inconsistencies with the figures disclosed in the financial statements.

I report to the charity trustees on my examination of the accounts of The Parochial Church Council of St. Michael and All Angels, Kingsland, Herefordshire (the Trust) for the year ended 31 December 2025.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 2. the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
